On May 14, 2026, the Old SB Hall in Anao, Tarlac hosted a seminar titled Bata, Boses, at Bayan: Building Empathy, Leadership, and Safe Communities for Children. The event was facilitated by Dr. Jazmin Joy Dizon and assisted by students from COESSE.
The seminar gathered child representatives from every barangay in Anao, Tarlac, creating a space where young voices from across the municipality came together for a shared day of learning and growth. The event was organized into four parts, namely Bayan, Bata, Boses, and Digital Advocate and Social Media, each building on the previous to guide participants through a progressive journey of awareness, empathy, and action. The morning session covered the first two parts, while the afternoon session continued with the remaining topics.
Throughout the event, participants engaged in various activities designed to make the learning experience interactive and meaningful. These included group discussions, reflective exercises, and games that encouraged open and honest conversation among the young attendees.
The seminar served as both an educational and inspiring experience, encouraging every child representative to reflect on their role in standing up for children's welfare within their own barangays and beyond. Dr. Jazmin Joy Dizon led the discussions with the support of COESSE students who assisted in facilitating the activities and ensuring the smooth flow of the program throughout the day.

The Center for Community and Local Governance Studies and Policy Development (CCLGSPD) of Tarlac State University presented its research paper entitled "Evaluating Food Establishment Compliance with the Sanitation Code in Pura, Tarlac: A Foundation for Enhanced Local Governance" during an office meeting held on May 7, 2026, at the Pura Rural Health Unit (RHU).
The study was led by Mr. Aljon N. Lusong, Faculty of the Food Technology Department, and co-authored by Ms. Vien Jamaica D. Samson, Department Head of Local Governance and Policy Development, and Dr. Cynthia G. Quiambao, Director of CCLGSPD.
The research aimed to assess the compliance of food establishments in the municipality with Presidential Decree No. 856, Chapter III, or the Sanitation Code of the Philippines. Specifically, it sought to determine the profile of food establishments, assess their level of compliance with PD 856 Chapter III, examine whether their profile affected their compliance, and identify common challenges faced by establishments in order to propose policy recommendations that would strengthen local implementation of the law.
The presentation was held before RHU personnel during their regular office meeting, with Municipal Health Officer Dr. Liberty D. Domingo in attendance. Aside from the research findings, the team also presented a draft ordinance and Information Education Communication (IEC) Materials to the MHO. The meeting likewise served as an open forum, providing an opportunity for health officers and staff to raise questions and share suggestions that would further strengthen and improve the study.
