𝗧𝗦𝗨–𝗖𝗔𝗙𝗔 𝗥𝗲𝗰𝗲𝗶𝘃𝗲𝘀 𝗣𝗹𝗮𝗾𝘂𝗲 𝗼𝗳 𝗔𝗽𝗽𝗿𝗲𝗰𝗶𝗮𝘁𝗶𝗼𝗻 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹𝗶𝘁𝘆 𝗼𝗳 𝗖𝗮𝗺𝗶𝗹𝗶𝗻𝗴

The Tarlac State University (TSU) – College of Architecture and Fine Arts (CAFA) was formally recognized by the Municipality of Camiling through a Plaque of Appreciation awarded during its first-ever Maria Clara Festival ceremony held on May 8, 2026 at the Maria Clara Auditorium in Camiling, Tarlac.

The recognition was conferred in acknowledgment of the college’s valuable contribution through its extension service project titled “Detailed Architectural Design (DAD) with Bill of Materials (BOM) for the Rehabilitation of the Camiling Public Plaza.” The project aimed to support the municipality’s efforts in improving and revitalizing one of its significant public spaces, reflecting both cultural heritage and community development.

Through the initiative, TSU-CAFA provided professional architectural planning and technical assistance essential to the proposed rehabilitation of the public plaza. The project highlighted the institution’s commitment to community engagement by extending academic expertise beyond the classroom and into public service.

The plaque also recognized the dedication, creativity, and collaborative efforts demonstrated by the college in strengthening partnerships with the local government and contributing to meaningful community development projects. The award serves as a testament to the continuing role of higher education institutions in promoting sustainable and people-centered initiatives within local communities.

The recognition further reinforces TSU-CAFA’s mission of combining academic excellence with social responsibility through impactful extension services that benefit both the institution and the community it serves.

The TSU Office of University Extension Services (OUES) warmly welcomes Dr. Jasper Jay N. Mendoza as the newly elected president of Tarlac State University.

Dr. Mendoza officially took his oath on May 5, 2026, at the Commission on Higher Education, becoming the university’s seventh president. Prior to this, he served as Vice President for Academic Affairs and Dean of the College of Education.

His leadership will focus on the “DALAN” framework, aiming to develop future-ready professionals through quality instruction, research, extension, and innovation. His plans also include improving campus infrastructure, strengthening student services, and expanding community and development programs.

Dr. Mendoza will serve as TSU President from 2026 to 2030.

The Tarlac State University community welcomes Dr. Jasper Jay N. Mendoza as the newly elected TSU president.

Dr. Mendoza took his oath of office tonight, May 5, 2026, at the Commission on Higher Education, officially becoming the seventh president of the university.

Dr. Mendoza previously served as the Vice President for Academic Affairs in July 2025 to May 2026 and Dean of the College of Education in 2018-2025.

The result came after the careful evaluation of the university’s Board of Regents during the public forum and presentation and panel interview held last May 1, 2026, at the TSU Main AVR.

Central to his administration is the "DALAN" framework which he presented during the forum with a vision designed to transform TSU into a hub for "future-ready" professionals and servant-leaders through a balance of inclusive instruction, impactful research, transformative extension, and sustainable production.

His roadmap also prioritizes modern infrastructure and governance, including the creation of smart campuses, the integration of real-time information systems, and the implementation of comprehensive AI governance policies.

Dr. Mendoza’s commitment to the TSU community extends to comprehensive welfare and inclusivity initiatives with plans on revising the student manual, widening of scholarship programs under the Universal Access to Quality Education Act, and establishment of essential student services such as a 24/7 mental health line, dormitories, and a sports hub.

Furthermore, he aims to champion social advocacy by expanding Gender and Development (GAD) programs and strengthening the KAKAMAY Movement.

By 2030, the university expects to see the rollout of expanded Wi-Fi and cashless payments, aligning TSU with the regional development needs of Tarlac and the broader "Panatag na Buhay" goals of 2040.

Dr. Mendoza will be in service for four years as the TSU President starting May 6, 2026 until 2030.

The latest volume of The Porch Book of Abstracts, the interdisciplinary extension journal of Tarlac State University, is now officially released!

This issue presents a curated collection of abstracts from extension papers showcased during SINAG: In-House Review of Extension Programs and Projects (InREP) 2025, held at the TSU Amphitheater, Villa Lucinda Campus.

More than a publication, The Porch Book of Abstracts reflects the University’s strong commitment to excellence in extension service, knowledge exchange, and meaningful community engagement. It highlights the outcomes of diverse programs and projects that respond to real-world challenges through capacity-building, innovation, cultural preservation, and research-driven interventions.

Featuring nine outstanding extension programs and projects, this volume documents best practices and key achievements and serves as a valuable reference for future collaborations and sustainable development efforts.

We extend our sincere appreciation to all contributors, presenters, evaluators, and partners who made SINAG InREP 2025 a success.

Ang TSU Office of University Extension Services (OUES) ay nakikiisa sa buong bansa sa paggunita ng Araw ng Kagitingan, bilang paggalang sa katapangan at sakripisyo ng mga sundalong Pilipino at Amerikano noong Ikalawang Digmaang Pandaigdig. Ang makabuluhang araw na ito ay nagpapaalala sa atin ng kabayanihan at katatagan ng mga lumaban para sa kalayaan at kasarinlan ng ating bansa.

Bilang pagtalima sa pambansang holiday na ito, sarado ang tanggapan ng OUES ngayong araw. Magpapatuloy ang operasyon ng opisina sa Biyernes, mula 7:00 ng umaga hanggang 6:40 ng gabi.

As Dr. Arnold E. Velasco concludes his term as the 6th President of Tarlac State University, the CAFA Student Council and the whole CAFA community would like to extend our sincere gratitude for his service and leadership to the university and its students. His time has helped the university continue to grow, earn various awards, and strengthen its position as one of the top institutions.

And during his term, we saw that through his vision of a globally competitive university recognized for excellence in sciences and emerging technologies, Pres. Velasco inspired us to aim higher and believe in the strength of the university. His mission to foster responsive global education, future-proof research, and inclusive programs was not only articulated but lived out, benefiting students across all colleges, including the College of Architecture and Fine Arts. Today marks the culmination of a remarkable chapter in the history of Tarlac State University as we bid farewell to you, our 6th University President, Dr. Arnold E. Velasco.

On behalf of the TSU Office of University Extension Services, we extend our heartfelt gratitude for your visionary leadership and steadfast commitment to advancing extension and volunteerism. Since you assumed office in 2022, your administration has significantly strengthened the University’s role as a catalyst for community development and social transformation.

Under your leadership, the OUES has experienced meaningful growth and sustained impact, thanks to your unwavering support. You actively fostered a culture of volunteerism among students, faculty, and staff, empowering them to become agents of change in their respective communities. You also consistently highlighted and celebrated the contributions of extensionists, elevating the value of extension work within the University.

As you conclude your term, we honor your guiding principle that resonates deeply within our office and the communities we serve: “If you want to be good in the eyes of man and God, be a volunteer.” This message will continue to inspire generations of TSUians to serve with compassion and purpose.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | Highlights from the third and final day of the “Kulayan ang Bayanihan: A Community Mural Painting Extension Project” held at the Bayanihan Institute on March 16, 2026.

CAFA faculty members and students wrapped up the mural extension activity, continuing to share their time, talent, and creativity in completing the community artwork. The final day also featured the conduct of a Memorandum of Agreement (MOA) signing, marking a meaningful commitment to continued collaboration and partnership.

On 𝗠𝗮𝗿𝗰𝗵 𝟭𝟲, 𝟮𝟬𝟮𝟲, the College of Architecture and Fine Arts (CAFA) successfully concluded its extension project titled “𝗞𝘂𝗹𝗮𝘆𝗮𝗻 𝗮𝗻𝗴 𝗕𝗮𝘆𝗮𝗻𝗶𝗵𝗮𝗻: 𝗔 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗠𝘂𝗿𝗮𝗹 𝗣𝗮𝗶𝗻𝘁𝗶𝗻𝗴 𝗘𝘅𝘁𝗲𝗻𝘀𝗶𝗼𝗻 𝗣𝗿𝗼𝗷𝗲𝗰𝘁” through the finalization of the mural painting activity held at the Bayanihan Institute. This marked the third and final day of the mural painting implementation, signifying the successful completion of the three-day collaborative initiative.

CAFA faculty members and students once again worked together in completing the mural, carefully applying the final colors, details, and finishing touches that brought the artwork to life. Through their collective effort, creativity, and dedication, the once plain wall was transformed into a vibrant visual representation of unity, shared identity, and community spirit.

In addition to the culmination of the mural painting activity, a 𝗠𝗲𝗺𝗼𝗿𝗮𝗻𝗱𝘂𝗺 𝗼𝗳 𝗔𝗴𝗿𝗲𝗲𝗺𝗲𝗻𝘁 (𝗠𝗢𝗔) was also formally conducted on the same day between CAFA and its partner institution. This significant undertaking further strengthened the partnership and affirmed the commitment of both institutions to continue fostering collaboration through future extension programs and community-based initiatives.

The successful completion of the mural painting activity and the formalization of the partnership through the MOA reflect CAFA’s continued dedication to community engagement, artistic service, and meaningful collaboration. Through projects such as this, the College remains steadfast in utilizing art as a powerful platform for creativity, empowerment, and lasting community impact.
