The Philippine Navy marks a defining moment as it holds the Retirement Ceremony of Rear Admiral Roy Vincent T Trinidad PN and Change of Command of the Office of The Naval Inspector General. After 39 years of dedicated service, Rear Admiral Trinidad retires from active duty, leaving behind a legacy shaped by decisive leadership and unwavering action. His leadership not only strengthened the organization but also inspired those who served alongside him to act with purpose and conviction.

As he relinquishes his post, this is not his final “Hooyah!” Rear Admiral Trinidad’s service to the nation endures beyond active duty, as he has been designated as the Special AFP Spokesperson for the West Philippine Sea. LOOK | OTNIG Strengthens Quality and Accountability through a Series of Intensive QMS Trainings

The Office of The Naval Inspector General (OTNIG), through its Assessment Division, successfully conducted a series of training sessions designed to strengthen the Quality Management System (QMS) capabilities of the PN QMS Officers and Specialists, as well as its personnel. These included QMS Awareness and Documentation Training (April 06, 2026), Internal Audit Training (April 07-08, 2026), and Root Cause Analysis Training (April 10, 2026).

The program began with QMS Awareness and Documentation Training, led by the Assistant Chief of the Assessment Division. This session laid a strong foundation by simplifying key concepts and standardizing documentation practices, ensuring all participants shared a clear and unified understanding of QMS requirements.

Building on this, Internal Audit and Root Cause Analysis trainings were facilitated by the Managing Director of QConsult Inc. through a hybrid setup, allowing wider participation from QMS-aligned units across the Philippine Navy. Newly installed QMS Officers were given emphasis on equipping newly installed officers with the tools necessary for their roles, while OTNIG personnel further enhanced their assessment expertise.

During the Internal Audit training, participants gained practical knowledge on ISO 19011:2018, learning how to conduct fair, objective, and effective audits. Emphasis was placed not only on technical skills but also on communication and professionalism during audit engagements.

The Root Cause Analysis session challenged participants to look deeper into issues, going beyond surface-level errors to identify real causes and implement lasting solutions. This approach ensures that problems are not just corrected but prevented from recurring.

Office of The Naval Inspector General Participates in 1st Quarter AFP IGS Forum CY 2026

The Office of the Naval Inspector General (OTNIG) proudly participated in the 1st Quarter Armed Forces of the Philippines Inspector General Service (AFP IGS) Forum CY 2026 at the PAF Firing Range Multipurpose Hall, Villamor Air Base, Pasay City. The event gathered Inspector Generals and representatives from the Office of the Inspector General, AFP, Philippine Navy, Philippine Army, and Philippine Air Force, reaffirming a shared commitment to transparency, accountability, and excellence across the Armed Forces.

The OTNIG contributed to the forum by sharing key insights, initiatives, and best practices aligned with the Philippine Navy’s thrust toward operational excellence and continuous improvement. Highlights included its support to military exercises, efforts to enhance evaluator capability, strengthened policy implementation, and the conduct of performance reviews to ensure sustained mission readiness.

The forum also served as a venue for each service to present accomplishments, address challenges, and align future directions, further reinforcing collaboration within the Inspector General community. In his keynote remarks, Lieutenant General Augustine S. Malinit PAF, Inspector General, AFP, emphasized unity, integrity, and transparency, noting that the role of the IG extends beyond oversight to fostering trust and driving continuous improvement across all units.

The event likewise recognized excellence through the awarding of the IGS Badge to selected Philippine Air Force personnel, honoring their professionalism and dedication to service.

LOOK | OTNA Proves Readiness and Reliability in QMS Audit

The Office of The Naval Adjutant (OTNA) successfully underwent an External Quality Audit from 23 to 26 March 2026 at the OTNA Wardroom, NSJF, Fort Bonifacio, Taguig City, earning an overall satisfactory performance in its Quality Management System. The audit was led by Captain Oscar D Aguda Jr PN(GSC), Executive Officer, Office of The Naval Inspector General, together with Captain Joseph C Galvez PN(GSC), The Naval Adjutant, who led the audited office. The activity applied the CY 2026 QMS Audit Parameter Checklist and assessed compliance with ISO 9001:2015 standards.

Beyond compliance, the audit focused on how effectively OTNA delivers its services. It evaluated the performance of QMS processes, adherence to policies and customer requirements, and the actions taken to address previously identified gaps. The audit team also reviewed the sustainability of corrective measures, the implementation of TNIG guidance, and the impact of organizational changes on overall performance.

The satisfactory rating reflects OTNA’s commitment to ensuring that systems are not only established but are consistently working to support personnel and mission requirements. It highlights a culture grounded in accountability, efficiency, and continuous improvement.

The Office of the Naval Inspector General conducted the Annual General Inspection (AGI) of the Philippine Fleet from 18 to 27 March 2026, with key activities held at Headquarters Philippine Fleet, Naval Operating Base Subic, and the Fleet Training and Doctrine Center, Naval Base Heracleo Alano in Sangley Point, Cavite.

More than a routine evaluation, the AGI is a decisive instrument in ensuring that the Fleet remains fully mission capable. Led by the Naval Inspector General, Rear Admiral Roy Vincent T Trinidad PN, the inspection reinforced a fundamental standard that personnel, systems, and operations must function as one cohesive force, disciplined, responsive, and ready to act with precision and speed at any moment.

As one of the Philippine Navy’s principal operational arms, the Philippine Fleet stands at the forefront of safeguarding maritime interests, executing naval operations, and delivering rapid response in times of crisis. The inspection rigorously measured its readiness across critical areas including operational capability, training proficiency, resource stewardship, discipline, and decision making under pressure.

Driving Standards Forward: Strengthening Quality Across the Fleet

The Office of the Naval Inspector General conducted its 1st Semester CY 2026 Focus Group Discussion, bringing together Quality Management System Officers and Specialists from across Philippine Navy units, both face-to-face and virtually.

More than a routine engagement, the activity served as a strategic platform for aligning policies, refining systems, and strengthening a culture of excellence across the organization.

Key updates on the QMS Parameter Rating System for CY 2026 were presented, introducing stricter evaluation measures and heightened accountability. Emphasis was placed on the direct impact of audit findings, where nonconformities and even opportunities for improvement now carry corresponding deductions, reinforcing the need for precision, discipline, and proactive performance at all levels.

Guidance was also provided on the integration of QMS audits with the Annual General Inspection, establishing a more unified and results-driven assessment framework that ensures consistency and operational relevance.

To address gaps and promote standardization, OTNIG introduced the development of uniform templates and procedures for the Life Cycle Cost Plan and Mission Essential Task List. These tools are designed to strengthen planning, improve resource management, and enhance operational efficiency through data-driven and mission-focused decision making.
