The 2nd Signal "Tagapag-Ugnay" Battalion, Philippine Army (2SBn) proudly held its Change of Command Ceremony on August 7, 2026, at the Headquarters of the 2nd Infantry “Jungle Fighter” Division, Philippine Army, Camp Mateo Capinpin, Tanay, Rizal. The event was presided over by Brig. Gen. Jamel P. Samonte, Commander of the Signal Regiment, Philippine Army, and signified a pivotal leadership transition within the unit.

Lt. Col. Rod Vincent F. Babera, former Assistant Chief of Staff for Education and Training (G8), officially assumed command of the 2nd Signal Battalion, succeeding Lt. Col. Melanie B. Sibayan, who now leads the Cyber Battalion. This seamless transfer of authority reaffirmed the battalion’s dedication to mission accomplishment, operational excellence, and organizational readiness.

In his message, Brig. Gen. Samonte underscored the battalion’s vital role in sustaining reliable communications across the modern battlefield. He emphasized that a commander’s responsibility extends beyond leading troops. It includes securing the network. He described the battalion as the digital spine of the 2nd Infantry Division, ensuring that even in dense and complex terrain, its C4S capabilities serve as the lifeline for troops, enabling the Division Commander’s intent to be heard, understood, and executed without delay.

This ceremony marks a new chapter for the 2nd Signal Battalion as it continues to uphold its mission, professionalism, and unwavering commitment to service.

LOOK | Strengthening Unity: Signal Regiment Reaffirms Commitment to International Humanitarian Law

The Signal Regiment, Philippine Army, joined the nationwide observance of the 77th International Humanitarian Law (IHL) Month through a Simultaneous Flag Raising Ceremony on August 4, 2026. This year’s theme, “Pinalakas na Ugnayan at Pagkakaisa sa Pagsulong ng IHL,” marks the 77th Anniversary of the 1949 Geneva Conventions, the cornerstone of International Humanitarian Law.

The ceremony featured the reaffirmation of the AFP Soldier’s Pledge of Commitment and Support for IHL, led by Col. Aladdin A. Jove, Deputy Commander, Signal Regiment. Headquarters personnel participated in the activity, while line units joined via video teleconferencing (VTC). The pledge was administered by Maj. Raymond Dennis Tingson, Acting Chief, Regiment Provost Marshal, followed by the reading of the messages of Gen. Antonio G. Nafarrete, Chief of Staff, Armed Forces of the Philippines (CSAFP) and Lt. Gen. Donald M. Gumiran, Commanding General, Philippine Army delivered by Col. Jove.

The activity underscored the Philippine Army’s steadfast commitment to International Humanitarian Law. As a State Party to the Geneva Conventions of 1949, the Philippines remains dedicated to protecting victims of armed conflict without discrimination, and to upholding the principles of humanity guide in military operations.

The Philippine Army joins the nation in commemorating 77th International Humanitarian Law (IHL) Month 2026, reaffirming its steadfast commitment to human dignity, the protection of civilians, and the Rule of Law in the fulfillment of its constitutional mandate.

With this year’s theme, “Pinalakas na Ugnayan at Pagkakaisa sa Pagsulong ng IHL,” the Army recognizes that promoting and protecting humanitarian principles is a shared responsibility that calls for stronger cooperation and unity among government institutions, security forces, humanitarian organizations, and other stakeholders.

The Commander of the Signal Regiment, Philippine Army (SR), Brig. Gen. Jamel P. Samonte, paid a courtesy visit to the 950th Cyberspace and Electronic Warfare Wing, Philippine Air Force (CEWW, PAF), at Colonel Jesus Villamor Air Base, Pasay City, Metro Manila, on July 29, 2026.

The visit reinforced the strong partnership between both units in advancing cyberspace, electronic warfare, and other emerging defense capabilities. During the engagement, Brig. Gen. Samonte and Brig. Gen. Fernando G. Ventura, Wing Commander of the 950th CEWW, led an open forum with their respective staff. The activity fostered meaningful discussions on strengthening collaboration, enhancing interoperability, and addressing shared operational priorities.

In his message, Brig. Gen. Samonte expressed his sincere appreciation to Brig. Gen. Ventura, as well as to the officers, enlisted personnel, and civilian human resources of the 950th CEWW for their warm welcome and steadfast commitment to national service.

He also conveyed his confidence that, under Brig. Gen. Ventura's leadership, the Wing would continue to enhance its cyberspace, electronic warfare, and space systems capabilities, making significant contributions toward a stronger, more integrated, and future-ready Armed Forces of the Philippines.

The Signal Regiment, Philippine Army, successfully underwent the Annual Ordnance Maintenance Inspection (AOMI) for Calendar Year 2026 at its Headquarters in Fort Andres Bonifacio, Taguig City, on July 20, 2026.

Brigadier General Jamel P. Samonte, Commander of the Signal Regiment, warmly welcomed Colonel Marcel DS Figuracion, Chief of the Ordnance and Chemical Service, Philippine Army, together with the AOMI Team during the activity.

The inspection assessed the Regiment’s inventory of vehicles, fi****ms, ammunition, armaments, and ordnance storage facilities to ensure accountability and operational readiness in support of mission accomplishment.

In his remarks, Brigadier General Samonte reaffirmed the Regiment’s commitment to disciplined maintenance and equipment readiness. He emphasized that proper stewardship of the ordnance assets is vital to sustaining the Regiment’s operational preparedness and encouraged all personnel to uphold Philippine Army maintenance standards.

Brig. Gen. Jamel P. Samonte, Commander of the Signal Regiment, Philippine Army, welcomed USEC Fabian M. Pedregosa, Undersecretary for Information Systems and Cybersecurity of the Department of National Defense - Philippines, along with the DND delegation, during their visit to Headquarters Signal Regiment, Fort Andres Bonifacio, Taguig City, on July 8, 2026.

The visit aimed to strengthen coordination between the DND and the Signal Regiment, Philippine Army in advancing Command and Control Communications, and Cyber Systems (C4S) capabilities, while supporting the modernization of defense communications and information systems.

During the engagement, Undersecretary Pedregosa and his team visited the Electronic Warfare Company, Cyber Battalion, and the Network Enterprise Technology Battalion. He emphasized the vital role of C4S in enhancing the country's defense capabilities and underscored the importance of continuous development of personnel, the modernization of communications and information systems, and stronger collaboration across the defense sector to address evolving security challenges.

In his remarks, Brig. Gen. Samonte highlighted the importance of secure and reliable communications, enhanced cyber defense capabilities, and effective electronic warfare support.
