Trigger warning: Sexual violence against girls

At the first hearing this 20th Congress of the Adolescent Pregnancy Prevention (APP) Bill, the Commission on Population and Development presented data showing an inconvenient truth:

Most pregnancies among girls under 15 (the age group where cases of adolescent pregnancies are increasing) are likely the result of statutory r**e, where older men take advantage of the significant power difference in age, maturity, and authority.

There are also over a thousand cases where the father's age was not declared, which raises serious concerns about unreported sexual violence.

The APP Bill directly addresses this reality. It recognizes that many adolescent pregnancies are rooted in gender-based violence and responds with concrete strategies:

- Strengthening our child protection systems
- Providing comprehensive adolescent sexuality education, which teaches about consent and protection against GBV

PLCPD and the Child Rights Network (CRN) Philippines have long pushed for laws that protect children, including RA 11648, the law that raised the age to determine statutory r**e from below 12 to below 16 years old, and RA 11596, the Prohibition of Child Marriage Act.

But these cases persist despite existing laws. Laws that penalize abuse after it happens are not enough.

The APP Bill complements these measures already passed through the help of PLCPD and CRN by strengthening prevention. It ensures that children are protected before harm occurs and reduces the conditions that allow abuse to happen in the first place.

There should be no confusion: the APP Bill is a child protection measure.

The Local Council Against Trafficking and Violence Against Women and Children (LCAT-VAWC) conducted its 4th Quarter Meeting on December 23, 2025, attended by representatives from various member agencies.

The meeting focused on reviewing the councilโ€™s accomplishments for the quarter, including information campaigns, case monitoring and referral activities, and coordination efforts among partner offices. Updates on ongoing programs, challenges, and reported cases were presented and discussed, highlighting the need to strengthen barangay-level response, reporting mechanisms, and community awareness.

The council reaffirmed its commitment to protecting the rights and welfare of women and children and agreed to sustain inter-agency collaboration and regular meetings to further improve the delivery of services in the locality.
