Dr. Kianaโ€™s school days reflect the reality faced by many students. She said that while dentistry is a six-year course, she was delayed by a year and a half. During that setback, she found herself in a โ€œvery dark place.โ€

She had been a consistent achiever from elementary at New Age Montessori School, junior high at St. Williamโ€™s Academy, senior high at St. Paul University Philippines, and early college years at the University of the East โ€“ Manila.

โ€œBut somewhere in the middle of college, I experienced the biggest setbacks of my life. I had failing grades, lost my scholarship, took on more responsibilities than I could handle, got delayed, and life happened. I found myself in a very dark place.โ€

โ€œIt became a cycle of failure, exhaustion, resting, and then feeling depressed for not progressing. On top of that, heartbreaks and the pressure of seeing my peers graduate and start working weighed heavily on me. I had reached my lowest point,โ€ she shared.

Thatโ€™s when she realized that through every adversity, God was there. From then on, her cry became a simple prayer many of us know: โ€œLord, pabuhat.โ€

โ€œThat simple prayer carried me through my clinic years, through graduation, and eventually to placing 4th in the licensure exam. And because we have a God who generously provides, I know the blessings donโ€™t end there.โ€

This just means that someone who placed 4th in a board exam is no more than a normal student who faced setbacks but chose to come back stronger. Dr. Kiana hopes her story will inspire anyone currently in a dark place. Lowest point just means you have nowhere to go but up.

โ€œMy motto has always been: everything happens for a reason. It may sound clichรฉ, but it kept me going. The very years I thought were holding me back were actually the ones that gave me the strength to stand here today."

โ€œTo everyone who feels like giving up: your struggles may not look like mine, but I hope you remember that every failure prepares you for even greater challenges later in life. Most importantly, remember that on your own, you can only do so much. Ask God for help as often as you can. He sees you, and He is willing,โ€ she said.

Dr. Kiana Morados represents all of us who have faced failure. Thatโ€™s how life works; itโ€™s not always rainbows and butterflies. There will be downfalls that test us, but they also make us better. She proved that being a topnotcher doesnโ€™t mean you never fell. It means you refused to stay down.

She shared this quotation from Stephen Sainato as a message for Tabukeรฑo dreamers:
โ€˜God would never place a dream in your heart without intending to fulfill it. The vision of your life that you know is possible will come true. And everything youโ€™ve been through is necessary to support who youโ€™re now becoming: the person who is capable of holding it, appreciating it, and expanding it. So just keep taking it one day at a time and know that youโ€™re in the middle of the greatest miracle of your life yet.โ€™

โ€œThose words kept me dreaming and praying for this feat. I hope they do the same for you, too," she added.

Dr. Kiana, a resident of Bulanao, Tabuk, is the daughter of Dr. Rose Eleanore and MGEN Efren Morados from Balbalan, Kalinga. She took up Doctor of Dental Medicine at the University of the East โ€“ Manila, and placed 4th at the May 2026 Dentist Licensure Examination.

The City Government of Tabuk proudly congratulates our yKalinga dentist topnotcher! Your resilience and faith are an inspiration!

The BALSA community will officially launch its Eco-Cultural Sports Tourism Village on May 22 through a Fun Run and โ€œFun Bike for a Causeโ€ activity carrying the theme, โ€œEco-Stride and Pedal for a Greener Future.โ€

The event, which coincides with the celebration of International Biodiversity Day, aims to promote environmental awareness, sustainable living, and the protection of ecosystems while highlighting the three barangays of Balwag, Suyang, and Amlao or "BALSA", as an emerging eco-cultural tourism destination in Kalinga.

Organizers said the activities are expected to gather cyclists, runners, environmental advocates, and tourism supporters from various parts of the province and nearby areas.

The Fun Run, which will feature male and female divisions, will start at 5:00 a.m. from the Guimpong Radio Station Ground in Talama and will end at Mabato, Amlao. Registration and orientation for participants will begin from 4:00 a.m. to 4:59 a.m.

Meanwhile, the โ€œFun Bike for a Causeโ€ will commence at 6:00 a.m. from the Pastoral Center in Tabuk City and will likewise conclude at Mabato, Amlao.

Cash prizes await the top finishers in both male and female categories, with first place receiving โ‚ฑ2,000, second place โ‚ฑ1,500, and third place โ‚ฑ1,000. Winners will also receive medals and certificates.

All participants will be given certificates along with free breakfast and lunch, while water stations will be installed along designated routes to ensure the safety and convenience of participants throughout the event.

Registration fee is pegged at โ‚ฑ200, with pre-registration available at the City Tourism Office, Pastoral Center, and through an online registration form.

Organizers also announced that payments may be made through GCash or cash transactions, while on-site registration will be accommodated at the Pastoral Center.

Aside from promoting healthy and active lifestyles, organizers emphasized that the event also carries an environmental advocacy component, as proceeds and participation will support the bamboo propagation project of Kalinga State University for the planned Chico River planting activity this September.

Participants are advised to secure medical certificates from their respective Barangay Health Offices prior to joining the activities.

Organizers encouraged the public to take part in the event and help advance environmental protection efforts while promoting eco-cultural tourism in the province.//Edward Joseph Gacuya

Bridging the Gap: Tabuk City Seals the Future with Universal Daycare Access

TABUK CITY, KALINGA โ€“ In the rapidly evolving landscape of the Cordillera, where the pulse of progress beats stronger each year, Tabuk City has reached a landmark achievement in social development. What was once a distant dreamโ€”to have a functional daycare center in every single barangayโ€”has finally crossed the finish line. This milestone signifies more than just new infrastructure; it represents a comprehensive commitment to ensuring that the city's youngest citizens, regardless of their proximity to the urban center, have a fair start in life.

The Power of Partnership: KALAHI-CIDSS and PAMANA

The realization of this "one barangay, one daycare" goal was made possible through a strategic alliance between the local government and the Department of Social Welfare and Development (DSWD). Specifically, the city tapped into the KALAHI-CIDSS (Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services) framework under the PAMANA (Payapa at Masaganang Pamayanan) program. PAMANA serves as the national governmentโ€™s peace and development framework, targeting conflict-vulnerable areas to improve access to basic social services. In Tabuk City, this partnership became the catalyst for building classrooms in far-flung sub-sitios and border barangays where educational facilities were previously non-existent. By utilizing a community-driven development approach, residents themselves were involved in identifying the need and overseeing the construction, ensuring that each center was a true product of community spirit.
To date, Tabuk City boasts a total of 114 daycare centers scattered across its diverse terrain. Of this impressive total, 23 strategic facilities were directly funded and established under the PAMANA and KALAHI-CIDSS initiatives, specifically designed to bridge the gap in underserved zones. The remaining centers are maintained and operated through the cityโ€™s local school board and social welfare funds, creating a unified network of early childhood care.

Aligning with National Mandates for Accessibility

This local push for universal coverage is deeply rooted in national educational policies aimed at making learning centers accessible to the general public. The cityโ€™s initiative directly supports the directives found in DepEd Order No. 47, s. 2016 (the Omnibus Policy on Kindergarten Education) and DepEd Order No. 20, s. 2023. These orders emphasize that the state must provide equal opportunities for all children to access early education, mandating that facilities be physically reachable and inclusive. By ensuring a daycare presence in every barangay, Tabuk City has effectively removed the "distance barrier" that often forced parents to keep their children at home. These centers serve as the primary entry point for the "no child left behind" philosophy, providing a safe space for socialization, nutrition through supplemental feeding programs, and cognitive development.

The Vision of Mayor Darwin Estraรฑero

The completion of this daycare network is a fulfillment of a core pillar in City Mayor Darwin Estraรฑeroโ€™s vision for a "Smart and Inclusive Tabuk." Since taking the helm of the city's leadership, Mayor Estraรฑero has consistently advocated for human capital investment as the bedrock of economic growth.

The Mayor frequently emphasizes during his inspections of rural sub-projects that the city's progress toward becoming a top-tier locality in the North is meaningless if rural youth are neglected or forgotten. Consequently, his administration prioritizes both physical infrastructure and the well-being of teachers. Under his leadership, the city has established formal, long-term support for Child Development Workers, honoring them as the foundational educators of Tabuk's youth.

A Foundation for Peace and Progress

The impact of these 114 centers extends beyond the curriculum. In areas formerly burdened by isolation, the presence of a child friendly daycare center is a symbol of government presence and peace. Through the PAMANA program, the act of building a school becomes an act of peace-building, replacing historical neglect with institutional support. As Tabuk City continues to grow as a commercial and educational hub, these barangay-level centers ensure that the cityโ€™s expansion is felt at the grassroots. The laughter echoing from a daycare center in a remote barangay is, perhaps, the most accurate barometer of Tabukโ€™s true success: a city that builds its future by protecting its smallest dreamers today// Jesse maguiya

Mayor Estraรฑero Supports Farmers Through Free Cabbage Distribution

City Mayor Darwin Estraรฑero extended support to local farmers from Besao by purchasing their cabbage harvest and distributing it for free to employees of the Tabuk City Hall and community members present at the city hall on May 20, 2026.

The initiative aimed to assist farmers in selling their produce while also providing fresh vegetables to city government employees and residents.

Beneficiaries who were at the city hall during the distribution gladly received the free cabbages.

The activity highlighted the city governmentโ€™scontinued support for local farmers and agricultural communities, especially those experiencing challenges in marketing their produce.

Through the initiative, Mayor Estraรฑero emphasized the importance of helping farmers while promoting cooperation among local government units and neighboring communities.

Walk through any neighborhood in Tabuk City, the bustling capital of Kalinga province, and you will notice a striking transformation. The modest, sometimes weathered wooden structures that once served as neighborhood centers are rapidly disappearing. In their place stand modern, multi-story hubs of public service.
Today, almost 90% of the city's 43 barangays boast their own modern barangay halls. This infrastructure boom is not just a cosmetic upgrade; it represents a revolutionary shift in grassroots governance and community life.

A Vision Sculpted in Concrete

At the heart of this city-wide modernization is the forward-thinking leadership of Tabuk City Mayor Darwin Estraรฑero. Recognizing that the barangay is the primary planning and implementing unit of government policies, Mayor Estraรฑero championed a comprehensive infrastructure program. His vision was clear: elevate the dignity of local public office and bring the city government's services closer to the people. By investing heavily in grassroots infrastructure, the Estraรฑero administration sought to bridge the gap between rural outposts and the central city hall. These new buildings stand as physical testaments to a progressive, trustworthy government, transforming how Tabukeรฑos interact with their local leaders.

Focused Services, Streamlined Governance

Public administration research consistently shows that a well-equipped, dedicated physical workspace directly boosts institutional capacity and worker productivity. In the past, many barangay officials in Tabuk operated out of cramped, shared spaces, or even their own homes, which blurred the lines of professional public service.

The construction of these modern barangay halls has paved the way for highly focused government services. Each new hall is meticulously zoned to maximize efficiency, featuring: Dedicated offices for the Barangay Captain and the Sangguniang Barangay, Private session halls for legislative meetings, Secure spaces for the Lupong Tagapamayapa (peace covenant panels) to settle neighborhood disputes confidentially, Health desks equipped to handle immediate medical triaging and social service requests, With structured, professional environments, local officials can now address the specific, day-to-day needs of their constituents with unprecedented focus and speed.

Architectural Diversity and Community Spaces

What makes Tabuk Cityโ€™s infrastructure program truly remarkable is that it avoids generic designs. Each barangay hall features a unique architectural blueprint, often reflecting the specific cultural identity, geography, and needs of its community. Whether nestled in the agricultural plains or situated near bustling urban centers like Bulanao, each hall possesses its own distinct aesthetic charm.
Beyond the administrative offices, these complexes are designed with a profound focus on social welfare. Seamlessly integrated into almost every new barangay hall is a covert court or an expansive open-air gym.

These structures serve a vital dual purpose. During emergencies, they act as safe, resilient evacuation centers. In times of peace, they transform into a recreational arenas and a sanctuary of children playing and youth engaging in basketball, volleyball, and cultural dances that promote active, healthy lifestyles and shield the youth from negative influences.

The Bedrock of Tabukโ€™s Future

As Tabuk City continues to cement its status as an eco-cultural and agri-industrial hub in the Cordillera Administrative Region, its localized approach to development sets a benchmark for the rest in the province of Kalinga. Through Mayor Estraรฑero's ambitious program, the humble barangay hall has been completely redefined and a monument to efficient governance, a canvas of architectural pride, and a safe haven where the next generation of Tabukeรฑos can freely play, learn, and grow. // Jesse Maguiya
