• SEVERE TROPICAL STORM OPONG MAINTAINS ITS STRENGTH WHILE OVER THE PHILIPPINE SEA.
• Location of Center (7:00 AM):
The center of Severe Tropical Storm OPONG was estimated based on all available data at 365 km East of Guiuan, Eastern Samar (10.9°N, 129.1°E).
• Intensity:
Maximum sustained winds of 110 km/h near the center, gustiness of up to 135 km/h, and central pressure of 980 hPa
• Present Movement:
West northwestward at 20 km/h
• Extent of Tropical Cyclone Winds:
Strong to storm-force winds extend outwards up to 450 km from the center

MANDATORY ACTIONS
All Punong Barangays and BDRRMCs are hereby required to:
1. Activate your Barangay Emergency Operations Center (EOC) and maintain 24/7 readiness.
2. Submit timely Situational Reports to the MDRRMO Command Center on your respective barangay or area of responsibility (AOR).
3. Coordinate closely with MDRRMO for immediate assistance and resource needs.

PRECAUTIONARY MEASURES

To ensure the safety of all residents, please implement and disseminate the following:
A. Community & Household Safety
• Secure homes: reinforce roofs, windows, and remove loose outdoor items.
• Clear drainage and waterways to prevent flooding.
• Store potable water, food, medicines, flashlights, and batteries good for at least 72 hours.
• Keep important documents in waterproof containers.
B. Flood, Landslide, and Flashflood-Prone Areas
• Conduct pre-emptive evacuation when heavy rains persist or when ordered by authorities.
• Identify and prepare evacuation centers ensuring hygiene and health protocols.
C. Maritime & Coastal Safety
• Strictly prohibit sailing of small fishing vessels and bancas to far seas and warn all fishermen of strong winds and rough seas.
D. Personal Health & Safety
• Avoid unnecessary travel, especially crossing swollen rivers or flooded roads.
• Wear appropriate rain gear; maintain sanitation to prevent water-borne diseases.
• Stay tuned to official advisories from DOST-PAGASA and the Municipal DRRM Office.

SUBJECT: PREPAREDNESS ADVISORY FOR TROPICAL STORM “OPONG”
DATE: SEPTEMBER 24, 2025 (2:00 pm)

According to DOST-PAGASA Tropical Cyclone Bulletin No. 4 issued at 11:00 AM, September 24, 2025, Tropical Storm “OPONG” has further intensified while moving west-southwestward over the Philippine Sea.

• Location (10:00 AM): 815 km East of Northeastern Mindanao (9.7°N, 132.9°E)
• Intensity: Max sustained winds 85 km/h; gustiness up to 105 km/h; central pressure 996 hPa
• Movement: West-southwest at 15 km/h
• Wind Extent: Strong to gale-force winds outward up to 450 km
• Current TCWS: No. 1 over Northern Samar, Eastern Samar, and Samar
• Potential Peak Signal: May reach Signal No. 4 during passage.
• Enhanced Southwest Monsoon: Strong to gale-force gusts are expected Friday
(Sept 26) in parts of Luzon, Visayas, Northern Mindanao, Caraga, and Davao Region.

GENERAL INSTRUCTIONS
All MDRRMC clusters, Punong Barangays, BDRRMCs, and residents are hereby advised to undertake the following precautionary measures:
1. PREPAREDNESS & EARLY WARNING
• Maintain close coordination with the MDRRMC.
• Monitor official updates from PAGASA and the Municipal DRRM Office.
• Ready emergency kits (flashlights, batteries, medicines, foods & water goods for at least 72 hours).

2. FOR FLOOD, LANDSLIDE & FLASHFLOOD-PRONE AREAS
• Conduct pre-emptive evacuation if persistent heavy rains occur or upon order of local authorities.
• Identify and prepare designated evacuation centers, ensuring COVID-19 and health safety protocols.

3. MARITIME SAFETY
• Strictly prohibit sailing of small fishing vessels and banca to far seas and areas with strong winds or rough seas.

4. HOUSEHOLD & COMMUNITY SAFETY
• Secure roofs, windows, loose objects, and livestock.
• Clear drainage systems and waterways of debris.
• Store important documents in waterproof containers.
• Avoid crossing swollen rivers, streams, or flooded roads.

5. HEALTH & PERSONAL PROTECTION
• Wear appropriate rain gear and footwear when going outdoors.
• Boil or treat drinking water if flooding occurs.
• Observe hygiene to prevent water-borne diseases.

SUBJECT: ACTIVATION OF THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL – EMERGENCY OPERATIONS CENTER INTO BLUE ALERT STATUS IN CONNECTION WITH THE LOW PRESSURE AREA NEAR HINATUAN, SURIGAO DEL SUR.

DATE: AUGUST 24, 2025

Pursuant to the latest DOST-PAGASA Weather Forecast as of 3:00 AM, August 24, 2025, the Low Pressure Area (LPA) was estimated at 445 km East of Hinatuan, Surigao del Sur (8.4°N, 130.4°E). It has a high probability of developing into a Tropical Depression within the day. Once intensified, it will be named “Jacinto.” The LPA is moving northwestward, approaching the Mindanao and Visayas areas.

Given this development, the Municipal Disaster Risk Reduction and Management Council (MDRRMC) hereby activates its Emergency Operations Center (EOC) to BLUE ALERT STATUS and directs all BDRRMCs to activate their respective EOCs and closely monitor their areas of responsibility.

WEATHER OUTLOOK:
• Moderate to heavy rains are expected today in Eastern Visayas, Northern Mindanao, Caraga, and Davao Region.
• Moderate to heavy to intense rains are forecasted from August 24–29, 2025 (Sunday–Friday), which may trigger flooding and landslides, especially in low-lying and mountainous areas.

PRECAUTIONARY MEASURES:
1. Barangays prone to flooding and landslides are advised to initiate preemptive evacuation of residents in low-lying areas and steep slopes.
2. Ensure that all evacuation centers are ready, safe, and equipped with necessary supplies.
3. Health Precautions:
o Avoid wading in floodwaters to prevent leptospirosis and other water-borne diseases.
o Boil drinking water when necessary.
o Wear appropriate rain gear (raincoats, boots, umbrellas) when going outdoors.
o Ensure proper disposal of garbage to prevent the spread of mosquito-borne diseases such as dengue.
4. For Fisherfolk: Although no gale warning has been issued, all barangays must advise fishermen to exercise extreme caution and avoid sailing into far seas to prevent accidents.
5. Maintain close coordination with response clusters and monitor official weather advisories from DOST-PAGASA.

Pursuant to the information issued by PHIVOLCS Tsunami Information #2, the first tsunami waves were expected to arrive between 1:20 PM to 2:40 PM today, 30 July 2025, in coastal areas facing the Pacific Ocean.

As per PHIVOLCS protocol, if no tsunami is observed at the forecasted arrival time, monitoring will continue for two (2) hours before issuing the cancellation of the advisory.

After close monitoring and coordination with authorities, no tsunami was observed in the coastal areas of the Municipality of Liloan, Southern Leyte within the expected arrival period.

Therefore, the Municipal Disaster Risk Reduction and Management COUNCIL (MDRRMC) hereby LIFTS THE TSUNAMI ADVISORY AT 4:40 pm for all barangays and residents of the municipality.

The public is assured that it is now SAFE TO RESUME NORMAL ACTIVITIES, but we encourage everyone to remain vigilant and always heed advisories from PHIVOLCS, PAGASA, and MDRRMO for any future updates.

Base sa Revised Magnitude Calculations ug Tsunami Wave Models sa Pacific Tsunami Center, ang mga Lugar nga naa sa Coastal Areas ilabina kadtong nag atubang sa sa PACIFIC OCEAN makasinati ug tsunami wave height nga dili mo ubos sa usa (1) ka metro. Ang unang tsunami waves gi bana-bana nga muabot gikan ala-una bayne sa palis (1:20pm) ngadto sa alas dos kwarenta sa palis (2:40pm) Philippine Standard Time. Kini Hinoon dili mao ang mga pinakadagko nga balod. Apan magpa dayon hangtod sa mga pipila ka mga oras.

Ang publiko gi-abisohan nga mag-inalerto sa mga wala damha nga mga bul-og sa mga balod. Ang mga katawhan gipahibalo nga mupalayo sa mga kabaybayonan.

Striktong Instruksyon:

1. Striktong ginadili ang pagpanagat o pagpamasol ug pag pangaligo sa kadagatan karong adlawa o hangtod ang maong abiso aduna na’y kausaban o gikuha na sa otoridad. Kung naka panagat na, papa-ulia usa.
2. Ang mga communidad nga anaa sa coastal nga mga lugar gi-abisohan nga kung mahimo muadto sa lugar nga habog/taas aron mamahimong safety ug malikayan ang possible nga kadaut sa maong panghitabo.

Low Pressure update as of 8:00 AM today, 22 July 2025.
Low Pressure Area (LPA 07g) being monitored inside the Philippine Area of Responsibility (PAR) and is now "HIGH" potential of developing into a tropical depression within the next 24 hours. Low Pressure Area (LPA 7h) is also being monitored inside PAR and still has a "MEDIUM" potential of developing into tropical depression within the next 24 hours.
Meanwhile, another Low Pressure Area (LPA 07i) is being monitored outside PAR and has “MEDIUM” potential of developing into a tropical depression within the next 24 hours.
All are advised to monitor updates from DOST-PAGASA.

WEATHER ADVISORY AND PRECAUTIONARY MEASURES IN LIGHT OF CURRENT WEATHER SYSTEMS

For Widest Dissemination.

This is to inform all barangays in the Municipality of Liloan, Southern Leyte that the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has reported the continued effect of the Southwest Monsoon (Habagat) and Tropical Cyclone “CRISING” on various parts of the country.

The Southwest Monsoon is currently affecting the western sections of the country, bringing strong winds, localized thunderstorms, isolated rain showers, and heavy rainfall.

Meanwhile, Tropical Cyclone “CRISING,” although primarily affecting the northeastern part of the country, is also contributing to widespread heavy rains over the Eastern Visayas region, including Southern Leyte.

In line with this, all barangays are strongly advised to implement precautionary and preparedness measures, especially in areas prone to landslides, flooding, flashfloods, and river flooding. Please ensure the safety and readiness of your community.

Recommended Precautionary Measures:
1. Activate your Barangay DRRM Committees and Barangay Emergency Response Teams (BERTs) for monitoring and response.
2. Conduct community advisories via megaphone, social media for weather updates and safety tips.
3. Pre-identify and prepare evacuation centers. Check their condition and availability of basic supplies.
4. Secure loose objects around homes and clear drainage systems to prevent clogging.
5. Avoid unnecessary travel, especially near rivers, coastal roads, and landslide-prone areas.
6. Pre-position emergency supplies, flashlights, batteries, first aid kits, and food packs.
7. Monitor water levels in rivers and slopes for early signs of flooding or landslides.
8. Evacuate early when needed. Persons living in highly or very highly susceptible areas must comply with instructions from local authorities without delay.
9. Coordinate closely with the MDRRMO and respond promptly to any directives issued.

We reiterate the importance of readiness, vigilance, and safety. The MDRRMC, in coordination with all concerned offices, is closely monitoring the situation and is ready to assist.

For updated information on heavy rainfall warnings, thunderstorm/rainfall advisories, and severe weather alerts, kindly monitor PAGASA advisories through their official platforms or coordinate with the nearest PAGASA Regional Services Division.

The public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials.

Let us all work together to ensure the safety and welfare of our communities.

Forecast Summary:
WEEK 1 (July 14-20, 2025)
- There is no TC-like Vortex (TCLV) present inside the PAR;
- However, forecasts indicate that TCLV 1 will emerge over the eastern boundaries of the PAR and will move toward Northern Luzon with a low to moderate chance of TC development;
- Moreover, TCLV 2 will likely develop over the northeast portion of the PAR with a low possibility of TC Formation in week-1.

WEEK 2 (July 21-27, 2025)
- Model forecasts suggests that TCLV 1 will continue to move northwestward toward southern china with a low to moderate likelihood of TC Formation;
- Meanwhile, TCLV 2 is expected to emerge over the Taiwan-Ryukyu area with a low likelihood of TC Development;
- Moreover, TCLV 1 will develop over the eastern boundaries of TCAD and TCID with a low likelihood of TC Genesis in week-2.

Therefore, TC-THREAT PORTENTIAL IS LIKELY over the forecast period.

However, any changes in the forecast pattern will be closely monitored and updates will be issued as needed.
