SILANG, CAVITE – March 6, 2025 – The sixth day of the 3rd phase of the Cadet Attachment Program tested cadets' crisis management skills and reinforced the principles of accountability and integrity in law enforcement.

Cadets participated in a high-intensity simulation exercise, responding to a bombing incident. The scenario required quick decision-making, teamwork, and effective communication under extreme pressure. This exercise highlighted the complexities of critical incident response and the importance of staying composed in life-threatening situations.

Following the simulation, cadets attended a staff conference with the Internal Affairs Service (IAS), where they discussed the vital role of accountability and transparency in policing. The IAS session provided insights into how law enforcement officers must uphold the highest standards of professionalism and ethics, as well as the procedures for investigating complaints and ensuring proper conduct within the police force.

The combination of crisis response training and ethics discussions equipped cadets with valuable lessons for their future roles. SILANG, CAVITE – March 5, 2025 – The fifth day of the 3rd phase of the Cadet Attachment Program provided an insightful experience into the importance of teamwork and technology in modern law enforcement.

Cadets had the opportunity to establish an Emergency Response Team (ERT), learning firsthand how such teams play a crucial role in high-pressure situations. The exercise emphasized communication, coordination, and decision-making—key components in responding effectively to emergencies. Cadets also explored the different roles within an ERT, from team leaders to medics, and how each contributes to the overall success of an operation.

Beyond emergency response training, cadets were introduced to the role of digital technology in crime-solving. SILANG, CAVITE – March 4, 2025 – The fourth day of the 3rd phase of the Cadet Attachment Program challenged PNPA cadets with high-pressure scenarios that tested their strategic thinking, decision-making, and crisis response capabilities.

Cadets participated in a simulation exercise responding to a terrorist attack. This intense training required them to develop and execute a comprehensive plan to neutralize the threat effectively. The exercise emphasized the importance of teamwork, rapid assessment, and coordination under pressure, all of which are essential skills for law enforcement officers facing real-world security threats.

In addition to tactical training, cadets also received hands-on instruction on handling Violence Against Women and Children (VAWC) cases in a police station setting. The day commenced with a Community Engagement activity in celebration of Women’s Month, allowing cadets to interact with members of the community, listen to their concerns, and extend necessary assistance. This experience emphasized the importance of fostering trust and strengthening relationships between law enforcement officers and the public.

Following this, cadets returned to the police station to handle a complainant, a crucial exercise in learning the significance of effective communication, empathy, and problem-solving in addressing community concerns. This hands-on scenario reinforced the role of police officers in conflict resolution and maintaining public trust.

Cadets also participated in a simulation of the Turnover of Command of the Police Station, providing them with insight into the complexities of police leadership. The day began with the conduct of the Daily Personnel Accounting Report (DPAR), a fundamental practice in police operations that emphasizes accuracy, accountability, and discipline in administrative reporting. This exercise highlighted the importance of maintaining detailed and timely reports, a key responsibility of every police officer.

A significant portion of the day was dedicated to a comprehensive briefing on the COMELEC Checkpoint. SILANG, CAVITE – On March 1, 2025: Today marked the commencement of the 3rd phase of the Cadet Attachment Program at the Philippine National Police Academy (PNPA), a crucial stage in the training of future law enforcers.

The opening day featured a case-based scenario exercise, where cadets were challenged to establish and manage a mock police station, aptly named "Walang Katulad Municipal Police Station." This immersive simulation aimed to enhance cadets’ understanding of police operations and administrative functions.

A highlight of the training was the COMELEC Checkpoint scenario, which simulated a real-world encounter with a Riding in Tandem situation. This exercise tested the cadets' ability to think critically, make swift decisions, and effectively communicate in a high-pressure environment.

Cadet Attachment Program Phase 2 Day 18: ENHANCING MARITIME SECURITY—SINAGLAWIN CLASS VISITS THE PHILIPPINE COAST GUARD

On February 26, 2025, the SINAGLAWIN Class of 2025 conducted a Field Study Visit to the National Headquarters of the Philippine Coast Guard (PCG) as part of the Cadet Attachment Program Phase 2 – Station Immersion and Field Observation. Led by PCOL MARIA SHEILA T. PORTENTO, Dean of Academics, the delegation was warmly received by COMMO PAOLO Z. ABEJUELA, Superintendent of the Philippine Coast Guard Academy.

The visit aimed to deepen the cadets’ understanding of maritime law enforcement and national security, emphasizing the critical partnership between the PCG and the Philippine National Police (PNP) in securing the country’s waters.

Cadets explored the National Maritime Center, where they observed vessel monitoring systems, real-time surveillance technologies, and inter-agency coordination efforts in safeguarding maritime borders, including the West Philippine Sea. The experience was further enriched with a tour of the BRP Gabriela Silang, showcasing the PCG’s advanced maritime capabilities in rescue operations and security patrols.

On February 25, 2025, the SINAGLAWIN Class of 2025 participated in a Financial Literacy Seminar as part of the Cadet Attachment Program Phase 2 – Station Immersion and Field Observation. The session was led by JCSUPT BRENDAN O. FULGENCIO, Regional Director of BJMP Region 2, who emphasized the crucial role of financial literacy in leadership and law enforcement.

Financial education is often overlooked in formal schooling, yet it plays a vital role in decision-making and career integrity. JCSUPT Fulgencio highlighted the dangers of financial mismanagement, warning that poor financial choices can undermine credibility and effectiveness as law enforcers. On February 24, 2025, the SINAGLAWIN Class of 2025 continued its Cadet Attachment Program – Field Visitation and Observation, gaining critical exposure to national and local security operations through visits to the National Disaster Risk Reduction and Management Council (NDRRMC) and the Quezon City Police District (QCPD).

At NDRRMC, Camp Emilio Aguinaldo, COL EUGENIO A. GEPTE JR. (Ret.), representing USEC ARIEL F. NEPOMUCENO, presented how national disaster preparedness operates at the highest levels. The cadets witnessed inter-agency coordination, disaster mitigation strategies, and emergency response mechanisms that protect communities across the Philippines.

In the afternoon, the focus shifted to local policing at QCPD, Camp Karingal, where PCOL RICHARD A. BUSLIG demonstrated the realities of grassroots law enforcement. SILANG, CAVITE – On February 21, 2025, the SINAGLAWIN Class of 2025 successfully concluded the Cadet Attachment Program Phase 2 with an exit call at Cavite Police Provincial Office and a Closing Ceremony at Regional Police Office 4A, Camp Vicente Lim, Laguna.

This milestone marks our transition from cadets to future law enforcement leaders, ready to uphold justice and serve the nation. The PRO 4A Regional Staff Officers, led by PBGEN KENNETH PAUL LUCAS, imparted invaluable insights on leadership, integrity, and community engagement, challenging us to embody these values in our future service.

The program has been a transformative experience, strengthening our knowledge of police operations and deepening our commitment to public service. As we move forward, we carry the lessons, discipline, and camaraderie built throughout this journey.

SILANG, CAVITE – On February 20, 2025, Team 9 of the Cadet Attachment Program concluded their immersive field study with a case folder defense exercise, marking the culmination of weeks of rigorous training.

The day began with morning accounting and physical training, reinforcing both discipline and physical resilience. The main event, held at Silang MPS, saw cadets present their case folders—covering buy-bust operations, search warrants, and shooting incidents—before PCAPT SUSMERANO. This exercise tested the cadets’ ability to analyze evidence, apply legal principles, and communicate findings with confidence and clarity.

Each cadet was challenged to defend their investigative approach, demonstrating their grasp of proper procedures, legal protocols, and documentation standards. The exercise emphasized critical thinking, attention to detail, and professional presentation skills, essential for success in both law enforcement operations and courtroom settings.

The day began with the standard morning accounting and "TAMANG BIHIS" inspection, reinforcing discipline and professionalism. Cadets then finalized their case folders, showcasing practical applications of investigative principles in scenarios such as buy-bust operations, search warrants, robberies, and shooting incidents. Each folder reflected the cadets’ ability to apply their knowledge of evidence collection, documentation, and procedural accuracy, essential for successful case resolutions.

In the afternoon, cadets underwent rigorous physical training at Banana Island Resort, Silang, Cavite, strengthening their stamina, endurance, and resilience—vital traits for the physical demands of law enforcement.
