The Land Transportation Office โ Region XI (LTO XI), under the leadership of Regional Director ATTY. ERNESTO RAPHAEL V. ROBILLO, strongly condemns and denounces the recent fraudulent activities perpetrated by unscrupulous individuals who have been falsely representing themselves as the Regional Director and other officials of this Office.
It has come to our attention that an individual using mobile number 0927-747-6944 has been making telephone calls to motorcycle dealers, vehicle dealerships, car rental establishments, and other stakeholders, falsely introducing himself as โRegional Director Ernesto Raphael V. Robilloโ and soliciting whiskey, cash, financial assistance, and other favors purportedly intended for visitors from the National Capital Region (NCR).
Likewise, reports indicate that the same individual instructed victims to send money through GCash to the following account:

Neither Regional Director ATTY. ERNESTO RAPHAEL V. ROBILLO nor any official, employee, or representative of LTO XI has authorized, directed, or participated in any solicitation of money, gifts, alcoholic beverages, GCash transfers, or any form of financial contribution from dealers, stakeholders, business establishments, or members of the public.
The public is hereby WARNED to exercise utmost vigilance and caution against individuals who use the names of LTO officials and personnel to solicit money, favors, donations, gifts, or any form of consideration. These individuals are criminals who seek to exploit the trust and goodwill of our stakeholders for their personal gain.
LTO XI maintains the highest standards of professionalism, integrity, and public service. Our officials and personnel will NEVER engage in any unlawful solicitation, unauthorized collection of funds, or any activity that compromises the credibility and integrity of the agency.
We strongly urge all stakeholders, dealerships, accredited entities, business establishments, and the general public to immediately report any similar incident to the nearest law enforcement authorities, the Philippine National Police Anti-Cybercrime Group, the National Bureau of Investigation, or directly to LTO XI. Prompt reporting will facilitate surveillance, entrapment operations, and the immediate apprehension of those responsible.
Furthermore, we encourage anyone who receives calls, messages, or requests allegedly coming from any LTO official or employee to verify such communications directly with LTO XI before taking any action.
This Office remains committed to protecting the public from fraudulent schemes and will fully cooperate with law enforcement agencies to ensure that the perpetrators behind these criminal acts are identified, arrested, and prosecuted to the fullest extent of the law.
We appeal to everyone to remain vigilant, refuse any unauthorized requests for money or gifts, and help us stop these criminal activities by reporting them immediately.
Together, let us protect our community from fraud, deception, and exploitation.
For guidance and public awareness, the LTO has repeatedly warned against scams and impersonation schemes involving the agency and government officials. The public is advised to immediately report suspicious solicitations and fraudulent communications.
