REGULAR SESSION | September 14, 2026

The Sangguniang Bayan of San Manuel, Isabela convened its Regular Session on September 14, 2026, presided over by Hon. Temestocles A. Santos, Jr., Municipal Vice Mayor and Presiding Officer.

Among the matters taken up were the proposed development and improvement of the San Manuel Public Market, and the Committee Report on the proposed Environmental Code of the Municipality of San Manuel, presented by the Committee on Sanitation and Environmental Protection chaired by Hon. Tristan Joshua D. Ramiterre.

The session reflects the continuing work of the Sangguniang Bayan in deliberating, reviewing, and crafting measures responsive to the needs of the San Manueleño community.

The First Regular Session for the Month of September was held on September 7, 2026, at the 2nd Floor Legislative Building, under the leadership of 𝐇𝐨𝐧. 𝐕𝐢𝐜𝐞 𝐌𝐚𝐲𝐨𝐫 𝐓𝐞𝐦𝐞𝐬𝐭𝐨𝐜𝐥𝐞𝐬 𝐀. 𝐒𝐚𝐧𝐭𝐨𝐬 𝐉𝐫.

Among the matters taken up during the session was the approval of the accreditation of the Isabela Producers of Improved Livestock and Swine Association (IPILSA).

Also present during the session was 𝐃𝐫𝐚. 𝐍𝐢𝐤𝐤𝐢 𝐑𝐨𝐬𝐞 𝐑. 𝐀𝐠𝐜𝐚𝐢𝐨𝐥𝐢, 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐇𝐞𝐚𝐥𝐭𝐡 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 who discussed the YAKAP Program of PhilHealth, highlighting its benefits and services available to the community.

The session was also attended by 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐢𝐬𝐭 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 𝐑𝐮𝐛𝐞𝐧 𝐒. 𝐒𝐚𝐧𝐭𝐨𝐬, in support of initiatives concerning agriculture, livestock, and the welfare of local producers.

Among the matters reviewed were solid waste management, sanitary landfill operations, quarrying and hauling activities, environmental enforcement, community participation, penalties, incentives, and environmental revenues.

Through continued coordination between the legislative body and the Municipality’s environmental management team, the Committee aims to develop an Environmental Code that is legally sound, practical, responsive to local realities, and effective in protecting San Manuel’s natural resources and communities.

📌 Accreditation of the Isabela Producers of Improved Livestock and Swine Association, Inc. (IPILSA) as a non-governmental organization (NGO) in the Municipality of San Manuel, Isabela.

𝐌𝐞𝐫𝐜𝐚𝐝𝐨, 𝐒𝐯𝐄𝐌𝐒/𝐈𝐧-𝐂𝐡𝐚𝐫𝐠𝐞, 𝐏𝐄𝐍𝐑𝐎 𝐒𝐮𝐛-𝐎𝐟𝐟𝐢𝐜𝐞, 𝐑𝐨𝐱𝐚𝐬, 𝐈𝐬𝐚𝐛𝐞𝐥𝐚, who was invited to provide valuable technical and legal inputs, guidance, and advice regarding the application, its requirements, and other matters relevant to the Sanggunian’s consideration.

The session underscores the Sangguniang Bayan’s commitment to informed deliberation, responsible legislation, inter-office coordination, and meaningful engagement with government officials, organizations, and stakeholders in addressing matters that contribute to the development and welfare of San Manuel.
