The Committee on Agriculture, Agrarian Reform, Natural Resources and Cooperative Development of the Sangguniang Bayan of San Manuel, chaired by𝐇𝐨𝐧. 𝐄𝐦𝐞𝐥𝐢𝐭𝐨 𝐁. 𝐕𝐞𝐥𝐚𝐬𝐜𝐨, successfully conducted a Public Hearing at the Function Hall of the Municipal Hall under the leadership of 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐕𝐢𝐜𝐞 𝐌𝐚𝐲𝐨𝐫 𝐇𝐨𝐧. 𝐓𝐞𝐦𝐞𝐬𝐭𝐨𝐜𝐥𝐞𝐬 𝐀. 𝐒𝐚𝐧𝐭𝐨𝐬 𝐉𝐫.

The hearing focused on the proposed ordinance regulating the rates and operations of Pulling (SIKKA) and Transplanting (RAEP) of rice seedlings in the municipality. Farmers, agricultural workers, foremen, barangay officials, and other stakeholders actively participated in the discussion to address fair labor rates, operational guidelines, and policies that aim to protect both landowners and agricultural laborers.

This initiative reflects the municipality’s commitment to promoting fair compensation, accountability, and sustainable agricultural practices while strengthening people-centered and responsive local legislation for the agricultural sector of San Manuel.

The 3rd Regular Session of the Sangguniang Bayan of San Manuel was held on May 20, 2026, at the 2nd Floor Legislative Building, presided over by 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐕𝐢𝐜𝐞 𝐌𝐚𝐲𝐨𝐫 𝐓𝐞𝐦𝐞𝐬𝐭𝐨𝐜𝐥𝐞𝐬 𝐀. 𝐒𝐚𝐧𝐭𝐨𝐬 𝐉𝐫..

Highlights of the session included the adoption of the EDCOM II recommendations aimed at addressing the learning crisis, the upgrading of the San Manuel Super Health Center, the adjustment of backhoe rental fees, and amendments to regulations concerning the pulling (“sikka”) and transplanting (“raep”) of rice seedlings.

Also discussed were committee reports on the proposed ordinances regarding public drinking, videoke regulation, indecent exposure, and curfew hours for minors. The session likewise featured a courtesy call from 𝐏𝐨𝐥𝐢𝐜𝐞 𝐂𝐚𝐩𝐭𝐚𝐢𝐧 𝐋𝐞𝐨𝐧𝐚𝐫𝐝 𝐌. 𝐌𝐚𝐦𝐞𝐫𝐠𝐚, further strengthening coordination between the local government and law enforcement authorities.

The Sangguniang Bayan of San Manuel, through the Committee on Peace and Order and Public Safety, invites all interested residents and stakeholders to attend a Public Hearing on May 14, 2026 (Thursday), at 9:00 A.M. at the Liga Office, Municipal Compound, District 3, San Manuel, Isabela.

The hearing will gather public comments and recommendations on the following proposed ordinances:

(1)Prohibiting the drinking of liquor and intoxicating beverages in public places
(2)Prohibiting the act of being topless or half-naked in public places
(3)Regulating the use of videoke machines and other amplified audio devices
(4)Instituting curfew hours for minors in San Manuel, Isabela.

Investing in Our Future! 🏗️🌱

The Sangguniang Bayan of San Manuel successfully conducted its 2nd regular session today, May 13, 2026, at the 2nd Floor, Legislative Building under the leadership of 𝐇𝐨𝐧. 𝐕𝐢𝐜𝐞 𝐌𝐚𝐲𝐨𝐫 𝐓𝐞𝐦𝐞𝐬𝐭𝐨𝐜𝐥𝐞𝐬 𝐀. 𝐒𝐚𝐧𝐭𝐨𝐬, 𝐉𝐫.

Key items on today’s agenda included the First Reading of the proposed Sanitation Code of 2026 and the reprogramming of development funds for priority projects in infrastructure, agriculture, environmental management, and recreation.

These initiatives include completion of agricultural storage and warehouse facilities, maintenance of the municipal landfill, and improvements to the municipal recreational facilities.

Together, these measures reflect our continued commitment to building a cleaner, more productive, and more vibrant San Manuel for every San Manueleño.

The Sangguniang Bayan of San Manuel successfully conducted its 1st Regular Session for the month of May on May 6, 2026, at the 2nd Floor Legislative Building, presided over by 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐕𝐢𝐜𝐞 𝐌𝐚𝐲𝐨𝐫 𝐇𝐨𝐧. 𝐓𝐞𝐦𝐞𝐬𝐭𝐨𝐜𝐥𝐞𝐬 𝐀. 𝐒𝐚𝐧𝐭𝐨𝐬 𝐉𝐫.

Among the matters discussed during the session were the resolutions confirming the accreditation of Citizen Information and Assistance Inc. – Bayanihan and Callang Grains Production and Trading Cooperative as non-governmental organizations in the Municipality of San Manuel, Isabela, as well as the approval of the Public Service Continuity Plan (PSCP) 2026–2028 of the municipality.

These initiatives highlight the local government’s dedication to empowering organizations, strengthening collaboration within the community, and ensuring efficient and uninterrupted delivery of public services for the welfare of every San Manueleño.
