PRO 11 UNDERGOES
INSTITUTIONALIZATION EVALUATION PROCESS ENTRANCE BRIEFING

The Police Regional Office 11 (PRO 11), led by PBGEN LEON VICTOR Z ROSETE, Regional Director, PRO 11, formally commenced its Institutionalization Evaluation Process (IEP) through an Entrance Briefing held on September 8, 2026, at the PRO 11 Hinirang Conference Room, Camp Sergeant Quintin M Merecido, Sitio Catitipan, Brgy. Communal, Davao City.

The activity marked the official start of the Third-Party Audit under the Performance Governance System (PGS), reinforcing PRO 11's commitment to institutionalizing governance reforms and sustaining organizational excellence in support of the PNP P.A.T.R.O.L. Plan 2030.

The program commenced with an invocation, followed by the welcome remarks delivered by PCOL JAMES M CIPRIANO, DRDO/Vice-Chairman, PRO 11 Technical Working Group (TWG) for PNP P.A.T.R.O.L. Plan 2030. PCOL RENANTE C CABICO, CRS/Chief, Regional Police Strategy Management Unit (RPSMU), then introduced the key officers of PRO 11 and the members of the Regional Advisory Group for Police Transformation and Development (RAGPTD). The briefing was also attended by ATTY. FRANCES CYNTHIA J. GUIANI, Member, NAGPTD and External Validator.

A briefing on the purpose and mechanics of the Third-Party Audit, along with the introduction of the Audit Team, was conducted by PBGEN MADELINE D CACAO, Chief, Center for Police Strategy Management (CPSM) and Team Leader, Third-Party Audit Team. This was followed by a briefing on PRO 11's Performance Governance System milestones by PCOL HARRY B DOMINGO, ADRDA/Chairman, PRO 11 TWG for PNP P.A.T.R.O.L. Plan 2030, highlighting the regional office's accomplishments and continuing progress in institutionalizing governance reforms.

An open forum followed, providing an opportunity for participants to clarify matters concerning the audit process, evaluation requirements, and other related concerns. The discussion was facilitated by PCOL RESTITUTO A PANGUSBAAN, Chief of Staff, CPSM, ensuring a common understanding of the objectives and expectations of the Third-Party Audit.

The activity concluded with a closing message delivered by PCOL DOMINGO, on behalf of PBGEN ROSETE. He reaffirmed the regional office's commitment to advancing governance excellence, strengthening institutional capabilities, and sustaining the reforms envisioned under the PNP P.A.T.R.O.L. The Directorate for Plans (DPL), under the leadership of PMGEN JAY R CUMIGAD, Director for Plans, underwent the Institutionalization Evaluation Process (IEP) Performance Governance Reporting Revalida on September 2, 2026, at the Sinagtala P.A.T.R.O.L.ers’ Hall, Center for Police Strategy Management (CPSM), Camp BGen Rafael T. Crame, Quezon City, as part of its continuing journey toward institutionalization under the Performance Governance System (PGS).

The activity commenced with the invocation led by NUP JENNIFER S RAMOS, Planning Assistant, DPL, followed by the welcome remarks delivered by PCOL MELDRID E PATAM, Chief, Strategy Review Division (SRD), CPSM, on behalf of PCOL WILSON L DOROMAL, Assistant Chief, CPSM. This was followed by the briefing for the panelists delivered by PBGEN MADELINE D CACAO, Chief, CPSM, who discussed the objectives and assessment process of the Revalida.

The Directorate’s governance journey was evaluated by a distinguished Board of Panel chaired by SEC. OSCAR F VALENZUELA, Chairperson, Dangerous Drugs Board and Vice-Chairperson for Internal Affairs, and PBGEN ANTONIO P MARRALAG, JR., Vice Chairperson, Board of Panel and Acting Director for Research and Development.

Serving as members of the Board of Panel were PMGEN WILFREDO D FRANCO (Ret.), Member, NAGPTD and Vice Chairperson, PRO CAR RAGPTD; PBGEN CRESENCIANO A LANDICHO, Ex-Officio, DIDM; USEC NOEL A BARACEROS, Office of the Presidential Assistant for Bangsamoro Transformation (OPABT), Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), Former Chairperson, NAGPTD and President, Bayaning Pulis Foundation, Inc.; PCOL MARLON R SANTOS, Senior Police Assistant to the Ex-Officio Commissioner, NAPOLCOM; PCOL FREDERICK E OBAR, OIC, Dean of Academics, PNPA; and MR. CHRISTOPHER T ESPEJO, Assistant Division Chief, Planning Division, PRS.

PMGEN CUMIGAD presented the Directorate’s governance journey, highlighting its key accomplishments, strategic initiatives, and efforts toward strengthening organizational performance and institutionalizing good governance practices. The presentation was followed by the question-and-answer session and panel deliberation, providing the Board of Panel an opportunity to assess the DPL’s governance initiatives and progress toward institutionalization.

Following the deliberation, SEC. VALENZUELA officially announced that the Directorate for Plans successfully passed the Performance Governance Reporting Revalida. The achievement marks another significant milestone in the Directorate’s continuing governance journey, reflecting its sustained commitment to performance excellence, accountable governance, and the institutionalization of the Performance Governance System (PGS) in support of the PNP transformation agenda.

POLICE REGIONAL OFFICE MIMAROPA COMPLETES
THIRD-PARTY AUDIT THROUGH IEP EXIT BRIEFING

The Police Regional Office MIMAROPA (PRO MIMAROPA), under the leadership of PBGEN CHRISTOPHER R DELA CRUZ, Regional Director, successfully underwent the Institutionalization Evaluation Process (IEP) Performance Audit Exit Briefing on September 1, 2026, at the PRO MIMAROPA Conference Room, Camp BGen Efigenio C. Navarro, Barangay Suqui, Calapan City, Oriental Mindoro. The activity served as the culmination of the Third-Party Audit Phase, wherein the findings and recommendations of the Performance Audit were formally presented in support of PRO MIMAROPA’s continuing pursuit of Institutionalized Status under the Performance Governance System (PGS).

The program commenced with an invocation led by REV. FR. PCPT JAYROM D RAMIREZ, Regional Pastoral Officer, followed by the welcome remarks delivered by PCOL HORDAN T PACATIW, DRDO/Vice-Chairman, Technical Working Group (TWG) for PRO MIMAROPA P.A.T.R.O.L. Plan 2030, on behalf of PBGEN BOBBY S ABAO, DRDA/Chairman, TWG for PRO MIMAROPA P.A.T.R.O.L. Plan 2030. In his message, PCOL PACATIW welcomed the members of the CPSM Third-Party Audit Team, ATTY. FRANCES CYNTHIA J GUIANI, Member of the National Advisory Group for Police Transformation and Development (NAGPTD) and External Validator, the Regional Advisory Group for Police Transformation and Development (RAGPTD), the Regional Command Group, the Technical Working Group, and all participants, while expressing the command’s appreciation for their continued support in strengthening PRO MIMAROPA’s governance systems and organizational performance.

Thereafter, PBGEN MADELINE D CACAO, Chief, Center for Police Strategy Management (CPSM) and Team Leader of the Third-Party Audit Team, presented the findings and recommendations of the Performance Audit, highlighting PRO MIMAROPA’s governance accomplishments, institutional mechanisms, organizational best practices, and opportunities for further enhancement to sustain its transformation initiatives. The presentation likewise provided the PRO MIMAROPA leadership and stakeholders with a comprehensive assessment of the Regional Office’s performance and progress toward the institutionalization of its governance mechanisms.

The Exit Briefing provided an avenue for the Third-Party Audit Team to formally communicate the results of the Performance Audit and for the PRO MIMAROPA leadership and stakeholders to gain a clear understanding of the strengths and areas for improvement identified during the evaluation. The activity further emphasized the importance of sustaining established governance practices and continuously strengthening institutional mechanisms in preparation for the succeeding stages of the IEP.

The activity concluded with the message of PBGEN DELA CRUZ, who expressed his appreciation to the CPSM Third-Party Audit Team, the RAGPTD, the Technical Working Group, Regional Command Group, Regional Directorial Staff, and all PRO MIMAROPA personnel for their dedication, professionalism, and collective efforts throughout the evaluation process. He likewise encouraged all members of the Regional Office to sustain the governance reforms and best practices established by the command and to continuously strengthen organizational performance as PRO MIMAROPA advances in its Performance Governance System journey.

The Philippine National Police (PNP), through its Public Affairs Program, continues to strengthen its commitment to responsive and accessible police service through “Sumbong N’yo, Aksyon Agad!” (SNAA), a platform that provides the public with an avenue to raise concerns, seek assistance, and bring matters requiring police attention.

On August 28, 2026, PBGEN MADELINE D CACAO, Chief, CPSM, served as the designated host for the Public Affairs Program, “Sumbong N’yo, Aksyon Agad!”

The program highlights the PNP’s continuing efforts to promote open communication and direct engagement with the public, ensuring that concerns and inquiries are properly received and addressed through appropriate police channels.

Through SNAA, the PNP reinforces its commitment to responsive, accountable, and people-centered policing, translating its call for “Serbisyong Mabilis, Tapat, at Nararamdaman” into meaningful action that strengthens public trust and confidence.

PNP CPSM CELEBRATES ITS 14TH ANNIVERSARY WITH GRATITUDE, UNITY, AND LEADERSHIP

The Center for Police Strategy Management (CPSM) commemorated its 14th Anniversary on August 27, 2026, with a celebration and fellowship that highlighted gratitude, camaraderie, and appreciation for the dedication and contributions of its personnel.

The celebration commenced at 7:00 AM with a Thanksgiving Mass, presided over by PCOL GILBERT C ILAGAN, CS, CHS as the PNP CPSM family gathered to give thanks for the blessings, accomplishments, and continued guidance throughout the past year.

Following the Mass, personnel gathered for breakfast before proceeding to a “Talk to Men” session led by PBGEN MADELINE D CACAO, Chief, CPSM. The engagement provided an avenue for the Chief of CPSM to share guidance, encouragement, and messages of unity and commitment with the personnel.

The morning activities concluded with a Family Photo Ops, capturing the spirit of togetherness and solidarity among CPSM personnel.

The anniversary celebration continued in the afternoon with the Month of June, July, and August Birthday Celebration and Fellowship, attended by the CPSM Command Group and its personnel. Birthday greetings were extended to the personnel celebrating their birthdays during the 3-month period, recognizing them not only for their service but also as valued members of the CPSM family.

A symbolic blowing of candles followed, signifying another milestone in the Center’s journey and celebrating the personal milestones of its personnel. The event also featured photo opportunities, dinner, performances from the different CPSM divisions, and fellowship activities that further strengthened camaraderie and team spirit.

As CPSM moves forward, the anniversary celebration underscores its continuing commitment to strengthen strategic police management, promote performance excellence, and advance institutionalized governance in support of a more responsive and effective Philippine National Police.
