The Directorate for Intelligence (DI), led by PBGEN ARNOLD P ARDIENTE, Acting Director, DI, successfully underwent its Institutionalization Evaluation Process (IEP) Public Revalida on June 18, 2026 at the Sinagtala P.A.T.R.O.L.ers' Hall, Center for Police Strategy Management (CPSM), Camp BGen Rafael T. Crame, Quezon City, marking another significant milestone in its pursuit of organizational excellence and institutionalization under the Performance Governance System.

The activity commenced with the welcome remarks delivered by PCOL WILSON L DOROMAL, Assistant Chief, CPSM, followed by the briefing on the Revalida process by PBGEN MADELINE D CACAO, Chief, CPSM. Thereafter, PBGEN ARDIENTE presented the Directorate’s governance journey, highlighting its accomplishments, governance mechanisms, best practices, validated breakthrough results, and the impact of its reforms in support of the PNP P.A.T.R.O.L. Plan 2030.

The Directorate’s presentation was evaluated by a distinguished Board of Panel chaired by PMGEN WILSON JOSEPH F LOPEZ, OIC, Office of the Deputy Chief PNP for Operations (ODCPO), with DG Ricardo F. de Leon, DG, National Intelligence Coordinating Agency (NICA), serving as Co-Chairperson. Also serving as panelists were PBGEN JEFFREY Z DECENA, Deputy Director, ITMS; PBGEN VERT T CHAVEZ (Ret.), Vice President for Academics, Philippine Public Safety College (PPSC) and member of the National Advisory Group for Police Transformation and Development (NAGPTD); PBGEN VICTOR V AREVALO (Ret.), PhD, Director, National Police College; PCOL EDWIN L PORTENTO (Ret.), former Director, PNP Retirement and Separation Benefits Administration Service (PRSBS); and PBGEN FERDINANDO G SEVILLA, President, PPSC and member of the NAGPTD.

Following the panel examination and deliberation, PMGEN LOPEZ announced that the Directorate for Intelligence successfully passed the Public Revalida, signifying its readiness for the conferment of the Institutionalized Status under the Performance Governance System. The achievement marked a significant milestone in the Directorate’s governance journey and affirmed its commitment to sustaining governance reforms, strengthening organizational performance, and advancing the transformation agenda of the Philippine National Police.

At exactly 9:00 AM, personnel of the Center for Police Strategy Management (CPSM) actively participated in the PNP National Simultaneous Earthquake Drill held at the National Headquarters (NHQ), Camp BGen Rafael T. Crame, Quezon City.

The activity highlighted the importance of earthquake preparedness through the proper ex*****on of the "Duck, Cover, and Hold" procedure and evacuation protocols. Through this exercise, CPSM personnel reinforced their readiness to respond effectively during earthquake emergencies, ensuring the safety, resilience, and disaster preparedness of both personnel and the community.

CPSM CONDUCTS PSMU REFRESHER SEMINAR TO STRENGTHEN READINESS FOR THE INSTITUTIONALIZATION EVALUATION PROCESS

The Center for Police Strategy Management (CPSM) successfully conducted the PSMU Refresher Seminar in Preparation for the Institutionalization Evaluation Process (IEP) of PNP Offices and Units on June 17, 2026, at the Sinagtala P.A.T.R.O.L.ers’ Hall, CPSM, Camp BGen Rafael T. Crame, Quezon City. The activity was attended by members of the Police Strategy Management Teams/Units (PMSTs/Us) from the D-Staff, P-Staff, National Support Units (NSUs), and Police Regional Offices (PROs), both onsite and through the Zoom platform.

The activity formally opened with the Welcome Remarks of PCOL RESTITUTO A PANGUSBAN, OIC, CS, CPSM, who highlighted the importance of strengthening organizational readiness and enhancing the capabilities of personnel involved in the IEP. He encouraged participants to actively engage in the discussions and continue supporting the institutionalization of performance governance initiatives across the organization.

The seminar featured a series of lecture-discussions delivered by CPSM auditors and subject matter experts covering key areas of the IEP, including the Institutionalization Evaluation Process, Impact Validation, Initiatives Management, Analysis and Examination of Strategy Ex*****on, Functionality of Strategy Partners, Stakeholder Communication, Implementation and Sharing of Best Practices and Good Governance Culture, Validated Breakthrough Results, as well as audit rating computation, audit report writing, and revalidation preparation. Through these sessions, participants gained valuable knowledge and practical insights to further enhance their readiness for the upcoming evaluation process.

The activity concluded with the Presentation of Certificates to the Resource Persons in recognition of their valuable contributions to the seminar, followed by the Closing Remarks of PBGEN MADELINE D CACAO, Chief, CPSM. In her message, PBGEN CACAO expressed her appreciation to the lecturers, participants, and organizers for their dedication and commitment to strengthening the PNP’s performance governance and institutionalization efforts. She emphasized the importance of continuous learning, collaboration, and adherence to governance standards in sustaining organizational excellence and achieving the PNP’s strategic goals.

The refresher seminar forms part of CPSM’s continuing efforts to strengthenorganizational performance, promote good governance, and sustain breakthrough results in support of the PNP’s mission of delivering effective, responsive, and people-centered police service to the Filipino people.

The Logistics Support Service (LSS), headed by PBGEN NOEL B VALLO, Director, LSS, successfully underwent the Institutionalization Evaluation Process (IEP) Exit Briefing on June 15, 2026, at the TMD Multi-Purpose Hall, Camp BGen Rafael T. Crame, Quezon City. The activity served as the culmination of the Third-Party Audit Phase, wherein the findings and observations from the Performance Audit and Impact Validation were formally presented in support of the Service’s continuing pursuit of institutionalization under the Performance Governance System.

The activity commenced with the welcome remarks delivered by PCOL ROMUELDA B EMPLEO, Deputy Director, LSS and Chairperson of the LSS Technical Working Group for the PNP P.A.T.R.O.L. Plan 2030, who underscored the importance of sustaining continuous improvement and institutional excellence within the organization.

Thereafter, members of the Third-Party Audit Team presented their respective audit findings and recommendations covering the different Institutionalization Elements and the results of the Impact Validation conducted during the evaluation process. Subsequently, PBGEN ROEL C RODOLFO, Deputy Director for Logistics and Team Leader of the Third-Party Audit Team, presented the consolidated audit results, highlighting the Service’s accomplishments, best practices, validated breakthrough results, and areas for further enhancement in support of the Philippine National Police transformation initiatives. Also present during the activity was PCOL WILSON L DOROMAL, Assistant Chief, CPSM, and Assistant Team Leader of the Third-Party Audit Team, together with members of the CPSM Secretariat.

Likewise, PBGEN MADELINE D CACAO, Chief, CPSM, joined the activity via Zoom platform and reaffirmed her support for the Service’s continuing institutionalization efforts and commitment to organizational excellence.

In the guidance of PBGEN VALLO, the LSS leadership expressed appreciation to the Third-Party Audit Team and commended all LSS personnel for their dedication, professionalism, and cooperation throughout the evaluation process. The guidance further reaffirmed the Service’s commitment to strengthening governance mechanisms, enhancing organizational performance, and sustaining the gains achieved under the PNP P.A.T.R.O.L. Plan 2030.

The activity concluded with a photo opportunity, symbolizing the collective commitment of LSS and CPSM personnel toward sustained organizational transformation, accountability, and service excellence.

THE GOLD STANDARD OF GOVERNANCE: DL’s Triumph Anchored on Strategic Leadership and Oversight

The Philippine National Police (PNP) has once again raised the bar of institutional excellence as the Directorate for Logistics (DL) achieved the Performance Governance System (PGS) Institutionalized Status, highlighted by the prestigious Gold Eagle Award.

This milestone is more than a ceremonial recognition — it is a clear affirmation that disciplined governance, transparency and results-driven leadership can transform even the most complex organizational systems into models of efficiency and accountability.

At the core of this achievement is a rigorous evaluation journey marked by the Institutionalization Evaluation Process, where the DL consistently demonstrated “Best Practice” performance across strategy ex*****on, stakeholder engagement and breakthrough operational results.

Under the leadership of PMGen. Martin Defensor Jr, the directorate showcased how logistics — often considered a support function — can become a strategic pillar of police effectiveness by ensuring that resources, supplies and infrastructure are delivered with precision and integrity.

A defining moment came during the Public Revalida held on April 13, 2026, where the DL defended its governance report before a high-level panel composed of key transformation leaders, including PMGen. Wilson Joseph Lopez.

Among the most critical figures in this process was PBGen. Madeline Cacao, whose role as Center For Police Strategy Management Chief ensured that the evaluation remained anchored on strict strategic governance standards, data integrity and performance validation.

Her participation reinforced the credibility of the PGS framework by ensuring that every claimed breakthrough was supported by measurable evidence and aligned with the PNP Transformation Agenda.

The culmination of this journey was the conferment of the Institutionalized Status with an outstanding 96.87% rating, formally awarded under the leadership of Police Gen. Jose Melencio Nartatez Jr.

Alongside senior leaders of the PNP transformation ecosystem, the DL received the Gold Eagle Award, Transformation Plaque and Institutionalization Pin — symbols of a fully matured governance system.

In essence, the success of the DL is not only a testament to logistical excellence but also to strong institutional synergy.

With strategic oversight from leaders like PBGen. Cacao and committed ex*****on from the DL, the PNP moves closer to its vision of a modern, transparent and future-ready police organization under “Bagong Pilipinas".

The Directorate for Personnel and Records Management (DPRM) successfully underwent the Institutionalization Evaluation Process (IEP) Performance Governance Reporting Public Revalida conducted by the Center for Police Strategy Management (CPSM) on June 11, 2026, at the Sinagtala P.A.T.R.O.Lers’ Hall, CPSM, Camp BGen Rafael T. Crame, Quezon City.

The activity formally commenced with welcome remarks from PCOL WILSON L DOROMAL, Assistant Chief, CPSM, followed by a briefing for the panelists delivered by PBGEN MADELINE D CACAO, Chief, CPSM. Guidance and strategic insights were likewise provided by PLTGEN NERI VINCENT D IGNACIO, The Chief of Directorial Staff (TCDS) and Chairman of the Board of Panel, who emphasized the significance of performance governance and institutional excellence in advancing the PNP Transformation Program.

Present during the activity as members of the Board of Panel and distinguished panelists were PCOL EDWIN L PORTENTO (Ret.), Former Director, PRSS; SECRETARY OSCAR F VALENZUELA, DDB/Vice-Chairperson for Internal Affairs, NAGPTD; PCOL PERCIVAL R ZORILLA, C, RPRMD, NCRPO; PCOL LYRA STELLA C VALERA, C, ARMD, LS; and PCOL MARY IVY E SALAZAR, C, ARMD, ACG, whose expertise and valuable insights contributed to the thorough evaluation of DPRM’s governance and performance initiatives.

During the Public Revalida, PBGEN JAYSEN C DE GUZMAN, Acting Director, DPRM, presented the Unit’s accomplishments, initiatives, and governance performance milestones for evaluation by the Board of Panel. The presentation highlighted DPRM’s sustained efforts in strengthening personnel management systems, promoting organizational excellence, and aligning its programs with the strategic objectives of the Philippine National Police.

The activity concluded with a question-and-answer session and panel deliberation, followed by the announcement of the Revalida results by TCDS in his capacity as Chairman of the Board of Panel.

The successful conduct of the Public Revalida underscores DPRM’s dedication to institutionalizing good governance, enhancing organizational performance, and supporting the PNP’s mission of delivering responsive and professional police service to the Filipino people.
