July 8, 2026 | PRE-DISASTER RISK ASSESSMENT (PDRA) Super Typhoon "BAVI"
The Municipal Disaster Risk Reduction and Management Council (MDRRMC), under the leadership of Chairman Hon. Mayor Marilyn Pacsa convened a Pre-Disaster Risk Assessment (PDRA) in anticipation of the potential impact of Super Typhoon “BAVI.” The meeting was held at the Legislative Building San Isidro Abra, and was attended by MDRRMC Members

The session underscored the collective commitment of the council and its partner agencies to ensure the highest level of preparedness and safeguard the welfare of the community.

Discussions focused on proactive measures, resource mobilization, and coordination protocols designed to strengthen readiness against the threats posed by the typhoon. Hon. Mayor Marilyn F. Pacsa emphasized the importance of unity, vigilance, and timely action, reminding all stakeholders that disaster preparedness is a shared responsibility.

Through the proactive and visionary leaders of Hon. Mayor Marilyn F. Pacsa and Vice Mayor Elmerante M. Pacsa, In observance of National Disaster Resilience Month 2026, Just this morning July 6, 2026 during our Flag Ceremony, we reaffirm our commitment to building a safer, more prepared, and resilient community. Guided by this year’s theme, “Naghahanda at Kumikilos Tungo sa Panatag na Bagong Pilipinas,” we continue to strengthen disaster preparedness, response, and recovery efforts through proactive planning, coordination, and community participation.

Let this serve as a reminder that disaster resilience is a shared responsibility. Through vigilance, preparedness, and collective action, we can minimize risks, protect lives, and ensure a more secure future for all. Together, let us foster a culture of preparedness and resilience in every home, workplace, and community.

Inaanyayahan namin ang lahat na makiisa at suportahan ang mga aktibidad para sa mas ligtas, mas matatag, at mas resilient na San Isidro.

Week 1: Kick off Ceremony thru Information Dissimilation Launch & Environmental Safeguards thru Activity on "Roots for Resilience" Tree Planting Drive

Week 2: CocoMet Hard Hat Making Preparatory Activities with the active participation of students/Youth at San Isidro National High School in collaboration with the active involvement of Teachers thru the leadership of Mam Emerita Pacsa School Head, MPS San Isidro, BFP and MDRRMO.

Week 3: Capability Building thru conducting Hands-on Basic Life Support (BLS) Certified Training to stakeholders and youth Partners.

Week 4: Operational Readiness thru conducting Community Rescue Olympics and Eco-Innovation & Advocacy COCOMet Hard Hat Making Competition prototype hard hats constructed primarily from coconut husk, coir, and organic resin matrix. Creations will be tested for impact resilience and structural weight. & culminating/Awarding Ceremony.

Super Typhoon BAVI continues to move west-northwest near the Northern Mariana Islands.

As of the latest monitoring, the center of the super typhoon was located approximately 2,215 kilometers east of Southeastern Luzon, outside the Philippine Area of Responsibility (PAR).

BAVI has maximum sustained winds of 205 km/h near the center, gusts of up to 250 km/h, and a central pressure of 910 hPa. It is moving west-northwest at 20 km/h.

According to PAGASA, the typhoon is expected to enter the Philippine Area of Responsibility between Tuesday night and early Wednesday morning, at which point it will be given the local name Inday.

The typhoon is forecast to maintain its super typhoon strength upon entering the PAR.

Although the likelihood of landfall over any part of Luzon remains low, PAGASA may raise Tropical Cyclone Wind Signals over the northern and eastern portions of Northern Luzon due to the typhoon's intensity, possibly by Tuesday evening or Wednesday morning.

The highest wind signal that may be issued is Signal No. 1 or Signal No. 2. However, because of uncertainties regarding the extent of the typhoon's strong winds, the possibility of wind signals being raised over eastern Southern Luzon and parts of the Visayas has not been ruled out.

Breezy to windy conditions are also expected to be felt by Tuesday or Wednesday due to the enhanced Southwest Monsoon (Habagat). The Habagat is expected to bring heavy rainfall over the northern and western portions of the country.

The public is advised to prepare, remain alert, and continue monitoring the latest weather updates from PAGASA.
