The members of the Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), and Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) convened for their 2nd Quarter Joint Council Meeting on June 4, 2026, at the DILG Southern Leyte Provincial Office. The meeting was presided by Vice Governor Rosa Emilia Mercado.
The meeting served as a vital venue for assessing the provinceโs current peace and order situation, evaluating ongoing programs, and strengthening inter-agency collaboration in promoting public safety, good governance, and sustainable development. Key discussions included the Peace and Order Report presented by the PNP, as well as the status of the 2026 POPS Plan implementation presented by the DILG. Updates on the tentative RLGC Assessment indicators under the Safety, Peace, and Order Governance Area were likewise discussed.
Also presented are reports from partner agencies, including updates on law enforcement and supply reduction efforts from the PDEA; treatment, rehabilitation, reintegration, and Balay Silangan operations from the PHO; advocacy, preventive education, and youth development initiatives from the PYDO; and evaluation and monitoring activities from the DILG. In addition, the PSWDO presented updates on surrenderers and the implementation of reintegration plans.
The meeting concluded with a productive exchange of insights, recommendations, and commitments among council members, reaffirming the collective dedication of local government units, law enforcement agencies, and stakeholders toward maintaining peace and order, combating illegal drugs, preventing insurgency, and fostering resilient communities throughout Southern Leyte.
