The recognition was awarded following the Divisionโs formal public defense of its governance journey before an independent panel convened by the ๐๐ฏ๐ด๐ต๐ช๐ต๐ถ๐ต๐ฆ ๐ง๐ฐ๐ณ ๐๐ฐ๐ญ๐ช๐ฅ๐ข๐ณ๐ช๐ต๐บ ๐ช๐ฏ ๐๐ด๐ช๐ข (ISA). The Revalida Panel was chaired by Maria Socorro L. Escueta, Fellow and Trustee of the Institute for Solidarity in Asia (ISA). Serving as Panel Vice Chair was Atty. Paolo Raynor E. Salvoza, ISA Associate and Councilor of the City Government of Baguio. Panel members also included Dr. Brando C. Palomar, Director of the Research Institute for Teacher Quality; Dr. Riza B. Lintag, Dean of the College of Education, Pampanga State University; and Dr. Edwin T. Marcos, Quality Assurance Division Chief of the Department of Education Region III.

Central to the Divisionโs Public Revalida presentation was its strategic direction, ๐ฆ๐ง๐๐ฃ ๐จ๐ฃ, which has guided its reform journey since 2022. What began as a unifying call to action has evolved into a governance framework that emphasizes strengthening institutional systems, particularly in instruction, coordination, leadership, and accountability, so that learning improvements are not episodic but sustained.
Consistent with its Strategic Position, SDO CSFP highlighted its practice of piloting innovations under real school conditions, rigorously assessing evidence of impact, and scaling only those initiatives that demonstrate measurable improvement. This approach addresses persistent learning gaps and fragmented reforms by ensuring that change is coherent, data informed, and responsive to the local context.
The Division also articulated its governance lens through the concept of SCORE, emphasizing that success is measured not by recognition or volume of activities, but by learning outcomes that are measurable, observable, and defensible. This framing underscored SDO CSFPโs shift from reactive management to forward looking, evidence based governance.
During the Revalida, the Division presented its roadmaps for advancing learner success, instructional coherence, system alignment, leadership development, and the responsible scaling of innovations. These roadmaps demonstrated how strategy is translated into action while remaining aligned with national education priorities and grounded in evidence.
Panel members cited the Divisionโs disciplined approach to governance, clarity of strategic position, and intentional focus on capability building as strong indicators of readiness to advance to the next phase of the Performance Governance System.
