: COMMITTEE HEARING ON PROPOSED ATHLETES’ INCENTIVES INSTITUTIONALIZATION ORDINANCE

07 September 2026 | The SB Committee on Sports, Youth Development and Gender Equality held a committee hearing on the proposed Athletes’ Incentives Institutionalization Ordinance, with focus on its financial provisions.
The hearing was attended by the Public Schools District Supervisor, Sports Coordinator of Sabangan, and two athletes, who shared their views and concerns on the proposed ordinance.

As a follow-up, another committee hearing will be conducted with the Local Finance Committee to further discuss the matters raised by the attendees, especially those related to the financial provisions.

The discussion left a positive outlook toward creating a clear and sustainable policy that will support and encourage our athletes!

CITIZENS’ FORUM: EXPLORING SUSTAINABLE WASTE SOLUTIONS!

24 August 2026 | During the citizens’ forum on the SB session, the MENRO-Designate Archie P. Likigan presented the results of the 19–20 Augsust 2026 benchmarking activity conducted at EB EcoWiz Company, Silang Industrial Park, Cavite.

The activity undertaken by the SB in coordination with the MPDC and MENRO, explored the industrial and portable incinerators and Waste-to-Oil Technology, as well as their potential applications in agriculture, disaster management and infrastructure development.

The activity highlighted potential benefits including eco-friendly waste reduction, portability, lower operating costs, resource recovery, and a zero-waste-cycle approach, subject to proper technical validation and compliance with environmental regulations and standards.

The matter was referred to the committee on Environment & Natural Resources, chaired by Hon. Nicklaus C. Lawilao, for further review and deliberation. During the discussion, Hon. Lawilao also suggested exploring the waste management solution developed by one of our local residents from barangay Data, Douglas D. Paticawen and considering the possibility of investing available funds in supporting and promoting local innovators that may provide practical and sustainable solutions for the municipality.

CITIZENS’ FORUM: PRESERVING SABANGAN’S HISTORY!

24 August 2026 | During the citizens’ forum on the SB session, the Municipal Planning and Development Coordinator Engr. Salvador O. Decoy, together with the Laws, Rules & Government Affairs committee chaired by Hon. William M. Malamion, shared their recent trip to Manila regarding the municipality’s request to the National Historical Commission of the Philippines (NHCP).

The request is for historical records about Sabangan, including its beginnings, early development, administrative status, boundaries, important places and events, and people who played a part in its history. Old maps, photos, documents, reports, and other records that can help confirm Sabangan’s history before 25 June 1963 were also requested.

This is an important step in properly documenting the history of Sabangan, particularly its accurate founding anniversary, for future e-Sabangan generations!

Isinagawa ng Tanggapan ng Sangguniang Bayan ang huling Flag Raising Ceremony para sa buwan ng Agosto bilang pagpupugay sa ating watawat, bayan, at sa kahalagahan ng paglilingkod-bayan.

ALAM MO BA?

Ang dating tawag sa pagdiriwang ay “Linggo ng Wikang Pambansa,” na nakatuon sa wikang pambansa at ipinagdiriwang noong 13–19 Agosto na idineklara ni Pangulong Manuel L. Quezon noong 1946. Noong 1997, sa bisa ng Proclamation No. 1041 ni Pangulong Fidel V. Ramos, naging buong buwan ng Agosto ang pagdiriwang at tinawag na “Buwan ng Wikang Pambansa at Kasaysayan.”

Sa paglipas ng panahon, mas pinalawak ang pagdiriwang upang kilalanin hindi lamang ang Filipino kundi pati ang mga rehiyonal, katutubo, at lokal na wika sa iba’t ibang bahagi ng bansa. Kabilang dito ang aktibong pagsusulong ng pagpapahalaga at pangangalaga sa Filipino at iba pang wikang Pilipino.

Buwan ng Wika = Filipino + Mga Rehiyonal at Katutubong Wika

Mabuhay ang ating wika at kasaysayan! Mabuhay, Sabangan!

REIMAGINING LOCAL GOVERNANCE THRU LEGISLATIVE INNOVATIONS: In our continuous pursuit of , the Sangguniang Bayan Office presses on with its innovative measure dubbed as SB-BRO (Broad Review of Ordinances) designed to review existing ordinances through the voices and experiences of our people. Survey was concluded in Busa, Capinitan, Namatec, and Napua (Area 4) for the following ordinances, to wit:
(1) Anti-Smoking Ordinance; &
(2) Zoning Ordinance

The results show that both ordinances remain generally effective, understandable, and relevant. However, the community also called for regular IEC activities, closer monitoring, and consistent enforcement. The SB will continue the review in the remaining 11 barangays before taking actions on the enhancement of said ordinances.

I ASF PREVENTION IS A SHARED RESPONSIBILITY: On 11 August 2025, the Sangguniang Bayan of Sabangan, Mountain Province had an audience with the Municipal Agriculturist and MHO representative to discuss African Swine Fever prevention, monitoring and control measures in the municipality.

All barangay officials and employees are hereby enjoined to take precautionary measures to combat ASF within their respective jurisdictions.

: 11 August 2026 | COMMITTEE HEARING ON THE PROPOSED BI-MONTHLY PAYROLL SYSTEM OF LGU-SABANGAN.

The Committee on Laws and Government Affairs spearheaded a committee hearing to discuss the proposed implementation of a bi-monthly payroll system for municipal officials and employees thru a special ordinance.

The committee hearing gathered representatives from the Municipal Accounting Office, Municipal Treasurer’s Office, Human Resource Management Office (HRMO), and the Sabangan Municipal Government Employees Association (SMGEA). Other members of the Sangguniang Bayan (SB) were also present as audience to listen to the discussions and deliberations.

This provided an opportunity to clarify concerns, gather inputs, and assess the administrative and financial considerations of the proposed payroll system, with the goal of promoting a more efficient and responsive system for municipal officials and employees.
