The Sangguniang Bayan of Concepcion, Romblon has officially enacted Appropriation Ordinance No. 2025-03, approving the 2026 Annual Municipal Budget amounting to Php 92,374,361.12.

This ordinance ensures the continued delivery of essential public services, development programs, and support to all sectors of our community for Fiscal Year 2026.

Ang Sangguniang Bayan ng Concepcion, Romblon ay nagpasa ng Ordinance No. 2025-08 - ang "Concepcion Volunteerism Ordinance of 2025 (SIBALE A.B.A.B. A.L.L. 2025)", na nag-iinstitutionalize ng spirit of volunteerism at Bayanihan sa ating bayan.

Isang hakbang para mas mapaigting ang "Ayudahan, Bulig-buligan, Asuran, Badaw-badawan" - ang tunay na Sibalenhon way of service.

SB Concepcion officially passed Ordinance No. 2025-07 - the "Concepcion Open Governance Partnership (COGP) Ordinance of 2025," also known as TACTICS Ordinance - authored by SB members Pablo F. Fanoga Jr., Reinhart F. Famarin, and Merdonio F. Fabella Jr.

The 20th Sangguniang Bayan of Concepcion held its 16th Regular Session presided by Vice Mayor Limwel F. Cipriano, with all members present.

✅ Session Highlights:

Privilege speeches by Hon. Pablo F. Fanoga Jr. and Hon. Renz F. Famisan, sharing updates on UNDAS 2025 operations, SK Halloween Celebration, at Youth Leadership Training.

Discussion and referral of new measures including:

13th Regular Session Highlights
Held on October 14, 2025 – Session Hall, Legislative Building

The 20th Sangguniang Bayan of Concepcion, Romblon convened for its 13th Regular Session led by Temporary Presiding Officer Hon. Joel C. Fortis, with a productive agenda covering local governance, social welfare, and community development initiatives.

Key Highlights:
🔹 Enactment of two (2) ordinances:
• Emergency Relief and Protection for Children in Disasters
• Parent Effectiveness Service Program

🔹 Adoption of three (3) resolutions, including:
• Expression of Gratitude to Hon. Trina Firmalo-Fabic, Governor of Romblon, for her visit to the municipality
• Recognition of the Central Association for Resourceful Environment (CARE)
• Accreditation of the Tabuk Farmers Organization (TFO)

🔹 Privilege Speeches tackled pressing community matters such as road safety, education initiatives, poverty reduction, and support for local volunteers and civil society organizations.

SIBALE STANDS FOR A GREENER FUTURE!

Ang Sangguniang Bayan ng Concepcion, Romblon ay buong pusong sumusuporta sa pangangalaga ng ating karagatan!

Sa ginanap na 12th Regular Session noong October 6, 2025, unanimously approved ng SB ang Resolution No. 2025-101, na nagpahayag ng suporta para sa deklarasyon ng Verde Island Passage (VIP) bilang isang Protected Seascape sa ilalim ng National Integrated Protected Areas System (NIPAS) Act.

Ang Verde Island Passage, na kilala bilang “Center of the Center of Marine Shorefish Biodiversity,” ay isa sa pinakamayamang marine ecosystems sa buong mundo. Sa pamamagitan ng resolusyong ito, ipinapakita ng bayan ng Concepcion ang malasakit sa kalikasan—para sa ating kabuhayan, seguridad sa pagkain, turismo, at laban sa climate change.

HIGHLIGHTS OF THE 10TH REGULAR SESSION
September 23, 2025 | SB Session Hall, Concepcion, Romblon

The 20th Sangguniang Bayan gathered for its 10th Regular Session, with Hon. Angelita F. Fabellore unanimously elected as Temporary Presiding Officer while Hon. Vice Mayor Limwel F. Cipriano served as Acting Municipal Mayor.

Key Highlights:
1. Approval of the HAPAG sa Barangay Ordinance to promote backyard gardening in every barangay.
2. Support for the establishment of a Negosyo Center in Concepcion in partnership with DTI.
3. Adoption of resolution about the authorization of special cockfighting in Barangay Masadya fiesta.
4. Committee reports tackling child marriage prohibition, Verde Island Passage protection, and public safety on sea travel.
5. Accreditation of new CSOs to strengthen people’s participation in local governance.
6. Privilege speeches on ensuring smooth turnover of duties for Acting Mayors and monitoring the performance of SK officials.

The session ended with unity and shared commitment to better serve the people of Sibale.

September 15, 2025 Regular Session

The Body, presided by Hon. Pablo F. Fanoga Jr. as Temporary Presiding Officer, convened to deliberate on important legislative matters including:

1. Referral of Draft Resolution No. 2025-88 supporting the establishment of the Verde Island Passage (VIP) as a Protected Seascape under NIPAS;

2. Referral of various communications including request from different Civil Society Organizations for accreditation by the Sangguniang Bayan with the purpose of participating in the Local Special Bodies of the LGU;

3. Committee reports on local transport fare rates for motor bancas;

4. Amendments to the Internal Rules of Procedure (IRP) for transparency and systematic tracking of pending measures;

5. Second Reading of Draft Ordinance No. 2025-08 institutionalizing the HAPAG Project in the Municipality;

6. Deliberation on Draft Resolution No. 2025-89 regarding official fare reimbursement rates.

The session adjourned at 12:04 noon.

Afterwards, the Sangguniang Bayan members celebrated the 74th birthday of Hon. Angelita “Letlit” Fabellore. Happiest Birthday SB Letlit.

📜 Ordinance Update | Protecting Our Children

The Sangguniang Panlalawigan of Romblon has formally approved Ordinance No. 2025-02 entitled:

“An Ordinance Prohibiting Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM) in the Municipality of Concepcion, Romblon, Institutionalizing Programs for its Prevention and Eradication, and Providing Penalties Thereof; Thereafter Establishing a Supportive Environment for Child Victims, and Providing Funds Thereof.”

This important legislation underscores our municipality’s strong commitment to safeguard children’s rights and welfare, ensuring a safer, more supportive community for every child in Concepcion. 💙

Highlights from the 6th Regular Session of the 20th Sangguniang Bayan of Concepcion, Romblon

🗓️ Held on August 12, 2025 at the Legislative Building

✅ Approved as urgent measures:
1. Adoption of MDRRMC Resolution lifting the State of Calamity in the municipality
2. Authorization of Special Cockfighting on August 26–27, 2025 for the Feast of San Agustin, Barangay Sampong
3. Adoption of the 2025 Annual Investment Program (AIP) Supplemental No. 2 including the Shipbuilding Project, Flood Control Projects, and Rehabilitation/Improvement of the Municipal Water Distribution System

✅ Granted accreditation to the following CSOs for representation in Local Special Bodies:
i. Samahang Manggagawa ng Sampong (SAMASA)
ii. CSibale, Inc.
iii. Sibale Development Foundation, Inc. (SDEF)

✅ Committee Reports presented:

The Sangguniang Bayan of Concepcion, Romblon, in its regular session on August 12, 2025, unanimously approved Resolution No. 2025-76 – Lifting the State of Calamity previously declared in our municipality.

This decision was based on the recommendation of the Municipal Disaster Risk Reduction and Management Council (MDRRMC) after assessments confirmed that critical services such as food supply, water, and transportation have already normalized and the impacts of the recent calamity have been effectively mitigated.

👏 With this, Concepcion is officially transitioning from emergency response to full recovery and revitalization, opening the way for economic and community activities to fully resume.

First Monday of the month is designated as the regular session day of the Sangguniang Bayan, replacing the usual Tuesday schedule. Here are some of the highlights from the August 4, 2025 session:

1. Hon. Renz F. Famisan, SK Federation President, delivered his privilege speech giving a sneak preview of the upcoming event — “Linggo ng Kabataan” happening on August 23–25. One of the major highlights will be the Ms. Lakanbini Competition.

2. Hon. Angelita F. Fabellore, Chairperson of the Committee on Social Services, also delivered a privilege speech on the pressing issue concerning the distribution of DSWD food boxes. She clarified that the “food-for-work” instruction came from the DSWD Regional Office and that the condition was set by said office, which the LGU must comply with.

3. Hon. Merdonio F. Fabella Jr. presented his committee report on the increasing monkey population on the island, detailing the committee’s findings and recommendations.

4. A resolution authorizing the updating of bank signatories for the LGU’s accounts with the Land Bank of the Philippines was adopted during the session.

5. Hon. Reinhart F. Famarin introduced four (4) proposed ordinances — three of which are focused on child protection and parent effectiveness, and one that seeks to institutionalize the “Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay” project.
