On June 2, 2026, the Committee on Education, chaired by Councilor Lorene Ace Ruiz, conducted a committee hearing regarding the proposed ordinance entitled: “An Ordinance Institutionalizing and Localizing the Special Program for Employment of Students (SPES) and Out-of-School Youth (OSY), Providing Funds Therefor, and for Other Purposes.”

The proposed SPES-OSY Ordinance aims to provide temporary employment opportunities not only to poor but deserving students, but also to out-of-school youth and dependents of displaced or would-be displaced workers. The measure seeks to augment the income of qualified beneficiaries and help ensure that they are able to continue and pursue their education while gaining valuable work experience.

Present during the committee hearing were PESO Manager Flordelie L. Sagabaen, SWO I Cyndy T. Gagarin, and MBO Rose Ann B. Ancheta, who provided inputs and clarifications relevant to the proposed measure.

3. Ordinance No. 04-05, Series of 2026 of Barangay Divisoria Norte:

* Ord. No. 04 – “An Ordinance Establishing the Financial Educational Program of the Sangguniang Kabataan of Divisoria Norte.”

* Ord. No. 05 – “An Ordinance Setting the Speed Limit at 10 KPH to all Types of Motor Vehicles that Traverse within the Streets of Barangay Divisoria Norte and Providing Penalties for Violation Thereof.”

In his privilege speech, Councilor Kreizer Jhun S. Hidalgo expressed concern over the continued practice of burning corn crop residues after harvest, citing its harmful effects on nearby agricultural areas. He also raised issues involving individuals who allegedly enter cornfields that are not their property to gather or collect leftover corn produce, locally referred to as “agtudtod.” The body urged a comprehensive review of the municipality’s Environmental Code and existing ordinances to strengthen environmental protection measures and ensure the welfare, safety, and protection of the constituents.

May 26, 2026 - The Committee on Energy, chaired by Councilor Melchor C. Sad-en, conducted a committee hearing regarding the proposed measure entitled, “An Ordinance Adopting the Streamlined Guidelines for the Issuance of Permits and Clearances for the Implementation of Energy Infrastructure Projects (EIPs).”

The proposed measure aims to establish an efficient and simplified process for the issuance of permits and clearances for energy-related projects within the municipality.

In addition, it seeks to support the timely implementation of energy infrastructure projects, promote sustainable development, encourage investments in the energy sector, and ensure uninterrupted delivery of energy services while maintaining compliance with existing laws, rules, and environmental regulations.

During the session, upon the motion of Councilor Alberto S. Cadavis, Jr., the resolution for the renewal of the Memorandum of Agreement (MOA) with the Land Bank of the Philippines (LBP), represented by its President and Chief Executive Officer, Lynette V. Ortiz, relative to the Salary Loan Facility, was approved.

Meanwhile, the committee reports of Atty. Eleazar DL. Balderas and ABC President Reynald G. Ramos regarding the committee hearing on the proposed ordinance banning intoxicating liquors or beverages in public places, as well as the Regular Mobile Meeting of the Liga ng mga Barangay Maddela Chapter, were both approved.

Furthermore, in his privilege speech, Councilor Hidalgo suggested the amendment of Ordinance No. 03, Series of 2011, entitled “An Ordinance Requiring Drivers and Riders of Single Motorcycles Operating within the Territorial Jurisdiction of Maddela, Quirino to Wear Safety Crash Helmets While Riding Said Motorcycles While Traveling.” However, the proposal was referred for further study.

In addition, upon the request of the Council for the improvement of the Municipal Session Hall, Municipal Engineer Junard L. Umaweng and Architect Sherwin Jake Apostol were also invited. It was noted that they would prepare the design and present it to the Council.

Moreover, barangay officials of Divisoria Norte headed by PB Clarence Nicolas, attended the session in relation to the approval of their request through Resolution No. 20, Series of 2026 of Barangay Divisoria Norte, entitled: “A Resolution Earnestly Requesting the Sangguniang Bayan of the Municipality of Maddela, Province of Quirino, to Enact an Ordinance Naming Certain Streets Located in Purok 2 and Purok 3, Barangay Divisoria Norte.” However, after deliberation, the Council agreed to conduct a mobile session in the said barangay to ensure that concerned individuals would be informed and included in the discussion regarding the request.

Lastly, Councilor Melchor C. Sad-en scheduled a committee hearing on Tuesday, May 26, 2026, regarding the proposed ordinance adopting streamlined guidelines for the issuance of permits and clearances for the implementation of Energy Infrastructure Projects (EIPs).

Following the conduct of a committee hearing regarding the proposed Municipal Juvenile Justice and Welfare Ordinance of Maddela, the Committee on Social Services, chaired by Councilor Prescy D. Albano, held a public hearingon May 21, 2026, to ensure that the proposed measure would be thoroughly discussed.

As provided under Republic Act (RA) No. 10630, which amended the Juvenile Justice and Welfare Act of 2006 (RA No. 9344), the proposed measure is designed to strengthen the Philippine juvenile justice system. Its primary objective is to protect children at risk and rehabilitate Children in Conflict with the Law (CICL) by promoting restorative justice, intensive intervention programs, and stricter accountability for serious offenses.

Present during the public hearing were SWO III Relyn Joy T. Lawani, PMSg Valen Inhumang, DPTA President Dante Taipan, Darwin Dave Fernandez, Atty. Nestor Abugan, Jr., Atty. Edith Mae Faustino, and representatives from the Florentino Pascual Ruiz Memorial Foundation, Inc.

On May 19, 2026, the Committee on Public Safety conducted a committee hearing on the proposed ordinance banning the drinking of liquor and intoxicating beverages in public places within the municipality of Maddela.

The hearing was presided over by Committee Chairman Atty. Eleazar DL. Balderas, together with committee members and representatives from other concerned agencies.

Under the proposed ordinance, it shall be unlawful for any person to drink liquor or intoxicating beverages in public streets, roads, sidewalks, bridges, and similar public places, except when explicitly authorized by the Municipal Mayor.

Exemptions to the proposed ordinance include occasions such as Christmas and New Year celebrations and other authorized public events.

Upon approval, the ordinance will be implemented and enforced by the Office of the Municipal Mayor, barangay officials, and the Philippine National Police.

May 19, 2026 - The Committee on Market of the Sangguniang Bayan of Maddela, through SB Member Melchor C. Sad-en, conducted a committee hearing on Tuesday, May 19, to deliberate on the proposed ordinance regulating the administration and operation of the Maddela Farmers’ Market.

The proposed measure aims to establish clear policies and guidelines governing the management and daily operations of the government-owned and operated farmers’ market located at Barangay Poblacion Sur, Maddela.

During the hearing, committee members and representatives from various concerned agencies discussed key provisions of the ordinance, including general provisions, supervision and control, adjudication of stalls, rooms, booths, and spaces, market sections and collection of fees, restrictions and prohibitions, as well as penal and other provisions.

The farmers’ market, which is still under construction and nearing completion, is expected to soon serve as an important trading center for agricultural products and basic commodities in the municipality. It will provide local producers and small-scale entrepreneurs with a venue to directly market their goods to the public.

In relation to the concern regarding Ordinance No. 04, Series of 2018 or the Anti-Modified Muffler Ordinance of Maddela, which stemmed from the complaint raised by Councilor Kreizer Jhun S. Hidalgo, personnel from the Philippine National Police Maddela Station, namely PCpl Rowell Jay D. Sarandi and PMES Ronald R. Sanglay, appeared before the August Body and confirmed that several related cases had already been reported. However, they emphasized that their office still requires a decibel meter to properly enforce regulations in accordance with the standards and parameters set by the Land Transportation Office. They explained that the use of a decibel meter is necessary to accurately determine whether the noise level of modified mufflers exceeds the allowable standard prescribed by the LTO.

The Council likewise expressed its support for the enforcement initiative by committing to donate one (1) decibel meter to assist in the effective implementation of the ordinance. Furthermore, the Council suggested that sufficient funding be allocated for the next fiscal year to ensure a more effective and simultaneous implementation of the measure.
