OFFICIAL STATEMENT

The 2026 FPIC Guidelines are the result of over a decade of rigorous research, extensive consultation, and dialogue with Indigenous Communities, NCIP Field Offices, various government agencies, civil society organizations, the private sector, and other stakeholders across the Philippines. These guidelines were developed to address the lessons and challenges in implementing the 2012 FPIC Guidelines and to further strengthen the protection of Indigenous Communities' rights under IPRA.

Among the significant reforms are the enhancement of transparency and accountability through the FPIC Transparency Server, stricter disclosure requirements for applicants, recognition of the precautionary principle for projects with high environmental and cultural risks, strengthened human rights monitoring, clearer guidelines against conflict of interest, and continued obligations to comply with FPIC conditions throughout the implementation period.

The NCIP remains open to meaningful dialogue and proposals to further strengthen FPIC implementation. We will continue to advocate for the rights of Indigenous Communities to freely make decisions regarding issues affecting their ancestral lands, culture, and future.

Ang 2026 FPIC Guidelines ay bunga ng mahigit isang dekadang masusing pagsusuri at malawak na konsultasyon at pakikipagdiyalogo sa mga Katutubong Pamayanan, mga NCIP Field Offices, iba’t ibang ahensiya ng pamahalaan, civil society organizations, pribadong sektor, at iba pang stakeholder sa iba’t ibang panig ng Pilipinas. Isinulong ang mga ito upang tugon sa mga aral at hamon sa pagpapatupad ng 2012 FPIC Guidelines at higit pang patatagin ang proteksiyon sa mga karapatan ng mga Katutubong Pamayanan sa ilalim ng IPRA.

Kabilang sa mahahalagang reporma ang pagpapalakas ng transparency at pananagutan sa pamamagitan ng FPIC Transparency Server, mas mahigpit na disclosure requirements
para sa mga aplikante, pagkilala sa precautionary principle para sa mga proyektong may mataas na panganib sa kapaligiran at kultura, pinalakas na human rights monitoring, mas malinaw na mga tuntunin laban sa conflict of interest, at patuloy na obligasyon sa pagsunod sa mga kondisyon ng FPIC sa buong panahon ng implementasyon ng proyekto.

Nananatiling bukas ang NCIP sa makabuluhang diyalogo at mga mungkahi upang higit pang mapatatag ang pagpapatupad ng FPIC. Patuloy naming ipagtatanggol ang karapatan ng mga Katutubong Pamayanan na malayang magpasya sa mga usaping nakaaapekto sa kanilang mga lupang ninuno, kultura, at kinabukasan.
