02 September 2026 (Davao City, Davao del Sur) โ€” The Local Amnesty Board of Davao (LAB-Davao) issued Safe Conduct Passes (SCPs) to twenty-three (23) former rebels (FRs) during an activity held on 02 September 2026 at Kalinaw Village, Davao City.

Eight (8) former rebels personally received their SCPs during the activity. They are under the care and supervision of the City Social Welfare and Development Office (CSWDO) and Davao City Peace 911. Fifteen (15) additional former rebels from Paquibato District who were unable to attend due to their location were likewise issued SCPs.

The activity was attended by Mr. Alwyn M. Camamara, Administrative Staff Officer III; Ms. Caryjane D. Laguna, Technical Adviser for Community-Based Organizations, City Mayorโ€™s Officeโ€“Peace 911; Ms. Claudette Ivy Matarong, Senior Social Work Associate III, CSWDO; and Ms. Jane Bernadette Tablizo, Social Welfare Assistant, CSWDO.

Matarong delivered the opening remarks, while Tablizo gave the welcome remarks.
LAB-Davao Peace Program Officer III Cris M. Gaerlan subsequently provided an orientation on the National Amnesty Commissionโ€™s (NAC) Amnesty Program and the purpose and significance of the SCP.

Gaerlan emphasized that although the application period has ended, the processing of applications continues. He explained that applications undergo further review and evaluation by various panels and authorities following LAB-Davao deliberations, making the process necessarily thorough and time-consuming.

He also underscored the SCPโ€™s importance in facilitating an orderly and seamless amnesty process while providing qualified applicants with protection and assurance during the processing of their applications.

Gaerlan expressed hope that the application period may eventually be extended to allow more former rebels to avail themselves of the Amnesty Program.

In his closing remarks, Camamara encouraged the beneficiaries to remain steadfast and optimistic, emphasizing that despite the length of the process, they should continue to hope that their applications will ultimately be granted.

03 September 2026 (San Fernando, Bukidnon) โ€“ The Local Amnesty Board of Cagayan de Oro (LAB CDO) awards a total of One Hundred Thirty Six (136) Safe Conduct Passes (SCPs) to former members of the CPP NPA NDF during an SCP Turnover Ceremony highlighted with the theme โ€œPaglaum sa Kalinaw : Usa ka Bag-ong Pagsugodโ€ held at the Municipal Covered Court, Barangay Halapitan, San Fernando, Bukidnon.

All SCP recipients filed their applications for amnesty through the 89th Infantry (Makatao) Battalion of the 10th Infantry (Agila) Division PA, under the command of LTC Antonio G. Bulao PA. Of the Two Hundred Seventy-Two (272) amnesty applicants referred by the battalion, a total of Two Hundred Twenty-Two (222) have already been issued with SCPs - the highest of all the Philippine Army units who have submitted amnesty applications before LAB CDO.

The SCP recipients come from the areas of San Fernando, Valencia and Cabanglasan all of Bukidnon Province, with a huge majority coming from the IP communities. The strong support of the local government units have been crucial in the success of peace and reintegration initiatives in the province with local chief executives playing vital roles in the sustainment of all peace-building endeavors. The protection and respect of IP rights has always been in the forefront of the governmentโ€™s efforts towards unity and reconciliation.

A presentation on the salient points of the SCP was given prior to the awarding ceremony to properly orient all recipients on its inherent privileges and limitations. Food packages from the local government were also distributed.

Contract of Service (COS) and Job Order (JO) workers placed under alternative work arrangements shall be paid their corresponding wages or salaries, subject to applicable rules and regulations.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

12 August 2026 (Davao City, Davao del Sur) โ€” The Local Amnesty Boardโ€“Davao (LAB Davao) successfully concluded its 10th Conference on Wednesday, 12 August 2026, at the Conference Room of the Office of the City Mayor (OCM), Davao City Hall.

The conference focused on the evaluation and deliberation of amnesty applications in accordance with the guidelines of the National Amnesty Commission (NAC), ensuring a fair, impartial, and thorough assessment of qualified applicants.

Present during the conference were LAB Davao Chairperson and Department of Justice Regional Prosecutor for Region XI, Atty. Janet Grace B. Dalisay-Fabrero, together with alternate member Atty. Joseph M. Apao; LAB Davao Vice Chairperson and Integrated Bar of the Philippines (IBP)โ€“Davao City Chapter President Atty. Ferdinand M. Taglucop; Armed Forces of the Philippines representative BGEN Christopher M. Diaz; and Office of the City Mayor alternate member Atty. Jonah Margarette F. Presto.

During the conference, the Board deliberated on amnesty applications and endorsed its recommendations in accordance with the prescribed process. The successful deliberations reflect LAB Davao's continued commitment to advancing the amnesty program and supporting the peaceful reintegration of qualified applicants into society.

The Board also approved the schedule of its succeeding conferences to ensure the timely evaluation of pending applications and sustain the momentum of the amnesty process in the Davao Region.

The conference was hosted by the Office of the City Mayor of Davao City, whose support provided a conducive venue for the proceedings. The partnership underscores the vital role of local government and inter-agency collaboration in advancing the government's peace and reconciliation initiatives.

The successful conclusion of the 10th Conference reaffirms LAB Davao's commitment to the mission of the National Amnesty Commission in promoting peace, reconciliation, and national healing through the efficient and transparent processing of amnesty applications.
