PNP NABS INDIAN NATIONAL, SEIZES โ‚ฑ850K WORTH OF SMUGGLED CI******ES IN MOUNTAIN PROVINCE

The Philippine National Police, under the command of PGEN Jose Melencio C. Nartatez Jr., confiscated smuggled cigarette products with a total Bureau of Internal Revenue-assessed tax liability of PhP850,124.49 and arrested a 33-year-old Indian national during an anti-cigarette smuggling operation in Besao, Mountain Province on May 12, 2026.

The suspect was apprehended for alleged violations of Republic Act No. 10643 or the Graphic Health Warning Law, and Republic Act No. 10963, otherwise known as the Tax Reform for Acceleration and Inclusion (TRAIN) Law. Seized during the operation were 82 reams of imported ci******es in red variant, 15 reams of imported ci******es in light variant, and 10 packs of assorted imported cigarette products lacking proper tax documentation and proof of lawful importation.

The operation was conducted through the joint efforts of local and regional police units in coordination with the Bureau of Internal Revenue (BIR). An on-site inventory of the confiscated items was conducted in the presence of barangay officials of Brgy. Kin-iway before the suspect and recovered items were brought to Besao MPS for documentation and filing of appropriate charges.

โ€œIllegal cigarette trading weakens government revenue collection and fuels unlawful business activities that harm legitimate industries and consumers. The PNP will continue to strengthen operations against smuggling and other forms of economic sabotage in support of national law enforcement efforts,โ€ said PGEN Nartatez.

The operation supports the PNP Focused Agenda on Enhanced Police Operations against smuggling, illegal trade, and other forms of criminal activity that threaten economic security and public order.

CIDG COLLARS UNCLE IN CAMARINES SUR FOR ALLEGEDLY RA**NG HIS MINOR NIECE IN PAMPANGA

In compliance with the focused program thrust of the Chief of the Philippine National Police, Police General JOSE MELENCIO C NARTATEZ JR., the CIDG intensified its manhunt operations nationwide.

On May 9, 2025 at around 10:51 AM, the CIDG Women and Children Complaints Unit (WCCU) together with territorial police units conducted a manhunt operation in Iriga City, Camarines Sur
that resulted in the arrest of a male accused by virtue of a Warrant of Arrest for the crimes of Statutory R**e under Article 266-A(1) in relation to Article 266-B of the Revised Penal Code, as amended, and Sexual Assault under Article 266-A(2) of RPC in relation to Section 5(b) of Republic Act No. 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act) as amended.

The arrest warrant was issued by Guagua, Pampanga court on February 11, 2026, with no recommended bail for the statutory r**e, and with PhP200,000.00 recommended bail for the sexual assault in relation to Republic Act No. 7610.

A report that reached PMGEN Robert AA Morico II, the Director of CIDG, stated that the accused is identified as โ€œ Emioโ€ male, 57 years old, married, uncle of the minor victim. He is listed as Number 3 Provincial-Level Most Wanted Person of the Pampanga Police Provincial Office, and Number 1 Municipal-Level Most Wanted Person of the Lubao Municipal Police Station.

As backgrounder, in June 2011, when the victim was six (6) years old, she was allegedly sexually abused by her uncle (the accused) while under his care at their residence in Barangay San Juan, Lubao, Pampanga. Out of fear and shock the minor victim suffered silently for years. The emotional and psychological trauma took a toll on the pitiful child, in May 2025, she undergone psychological consultation, eventually she was able to confide and reveal the unfortunate incidents and her ordeal on the sexual abuse.

On October 9, 2025, criminal complaints for statutory r**e , sexual assault and child abuse were filed against the suspect- uncle before the National Prosecution Service was filed.

The accused left Pampanga and hid in Camarines Sur to evade arrest.

The CIDG leadership commends the CIDG Women and Children Complaints Unit (WCCU) headed by PLTCOL Arjun B Luig, who steadfastly pursued and captured the accused in Camarines Sur.

The relentless manhunt operation that led to the successful arrest of the accused underscores the CIDGโ€™s commitment in protecting women and children from all types of abuse and violence; and helping all the victims - especially minors suffered from r**e and sexual abuse- attain the justice of they deserved.

CIDG CAPTURES MEMBER OF COMMUNIST TERRORIST GROUP FOR ALLEGED MURDER IN MASBATE CITY

On May 11, 2026 at around 7:00 PM, the CIDG Masbate Provincial Field Uni together with the Masbate Police Intelligence Team (PIT) and PNP Special Action Force implemented three Warrants of Arrest for Murder- upon a member of the Communist Terrorist Group (CTG) at the Diocesan Hospital San Antonio de Padua in Masbate City. The three (3) arrest warrants for Murder were issued by Masbate City courts in 2021, 2022, and 2024, respectively, with no recommended bail.

A report that reached PMGEN Robert AA Morico II stated that the arrested accused โ€œLudyโ€ male, 47 years old, married, residing in Brgy. Malinaw, Palanas, Masbate, is a member of the Communist Terrorist Group (CTG) and served as the Deputy Secretary of Sub-Regional Committee 4 (SRC4).

โ€œLudyโ€ is listed in the Armed Forces of the Philippinesโ€™ (AFP) Periodic Status Report (PSR) for 2nd Quarter 2023, and tagged as Municipal Most Wanted Person of the Milagros Municipal Police Station of Masbate Provincial Police Office.

On May 10, 2026 at around 10:40 AM, while troops from the Philippine Army were conducting internal security operations at the vicinity of Brgy. Miabas, Palanas, Masbate, they encountered more or less five members of Communist Terrorist Group (CTG) led by โ€œLudyโ€, the firefight ensued and lasted for about five (5) minutes, after which the enemy scattered and flee in different directions.

The AFP and PNP units intensified its monitoring and pursuit operations on the fleeing CTG members operations; and coordinated with hospitals and clinics for patients with gunshot wounds. Eventually, the CIDG Masbate Provincial Field Unit and the joint operating Teams, found โ€œLudyโ€ in Diocesan Hospital San Antonio de Padua, where he was served with the three (3) arrest warrants for Murder which he allegedly committed on April 4, 2018 in Brgy. Panan-Awan, Masbate City - shooting to death a member of the Civilian Armed Forces Geographical Unit (CAFGU); on September 11, 2018 in Brgy. Roosevelt, Masbate City- for allegedly shooting and killing the former Barangay Captain of Roosevelt, Masbate City; and on June 17, 2020 in Brgy. Mahayahay, Placer, Masbate- for opening heavy fire that cause the instantaneous death of three victims- at once.

The CIDGโ€™s intensified manhunt operation is in compliance with the focused program thrust of the Chief of the Philippine National Police, POLICE GENERAL JOSE MELENCIO C NARTATEZ JR, particularly campaign against terrorism.

The CIDG leadership lauds PCOL Oscar R Regala Jr., the Regional Chief of the CIDG Regional Field Unit 5, the CIDG Masbate Provincial Field Unit led by PLTCOL Edgar Butch A Moraleda, and joint operating units of the PNP IG and SAF and AFP for the intelligence-driven capture of the accused - member of the Communist Terrorist Group (CTG).
