The Provincial Development Council (PDC) Infrastructure Sector Committee convened for a Sectoral Planning Workshop on April 14, 2026, at AKC Country Homes, Brgy. San Manuel, Puerto Princesa City. The session aimed to evaluate the current state of provincial infrastructure and update strategic targets to better serve the people of Palawan.
The activity was presided over by Engr. Aireen C. Laguisma, Provincial Engineer and Committee Chairperson, with Engr. Raymundo E. Oclarit II, Officer-In-Charge of the Provincial Equipment Pool Office, serving as Vice Chairperson. The Committee is composed of representatives from the Sangguniang Panlalawigan, provincial offices, national government agencies, and partner private sector and civil society organizations.
The workshop was facilitated by the Provincial Planning and Development Office (PPDO) under the leadership of EnP Sharlene D. Vilches, Provincial Planning and Development Coordinator. Ar. Johnmer A. Santillan served as the Sector Coordinator, while Ms. Lorely Absalon provided technical guidance as the sector consultant.
The day began with the plenary session, which included the approval of the agenda, confirmation of the minutes of the previous meeting, and discussions on matters arising from earlier commitments. This ensured continuity in the sectorโs planning process and provided a clear direction for the dayโs activities.
A presentation of the Infrastructure Sector Situationer followed, where key trends, performance indicators, and emerging issues across the major infrastructure subsectors were discussed. This provided participants with an updated overview of the current development landscape and served as the basis for the workshop discussions.
Participants were then divided into four subsector groups: Seamless and Inclusive Connectivity, Water and Sanitation, Energy, and Support to Social Infrastructure. Each group was guided by designated facilitators, while representatives from key agencies were assigned as rotating members to encourage integrated and cross-sectoral discussions.
Using the situationer and other planning references, each group revisited the sectorโs existing goals and worked on refining its objectives, targets, strategies, and indicators. Discussions focused on improving alignment with development priorities, strengthening service delivery, and enhancing linkages that support economic and social growth across the province.
In the afternoon, the groups presented their outputs for review and critique. This peer validation process allowed the participants to further refine their proposals and ensure consistency and coherence across all subsectors.
The workshop concluded with discussions on the next steps, including the submission and prioritization of project proposals and preparations for the continuation of plenary deliberations. The Committee is expected to finalize and adopt the revised Infrastructure Sector Objectives, Targets, Strategies, and Indicators, and endorse the FY 2027 Annual Investment Program (AIP) and the 2026โ2028 Local Development Investment Program (LDIP) for submission to the Provincial Development Council.
