SB CONCLUDES NOVEMBER 17 REGULAR SESSION WITH SIGNIFICANT ORDINANCES APPROVED

The Sangguniang Bayan of Pudtol convened its regular session on November 17, 2025, presided over by Hon. Teresita A. Bulsao, Vice Mayor/Presiding Officer. She was later excused for an equally important engagement, with Hon. Benigno M. Baydan III assuming the role as Temporary Presiding Officer.

During the session, the SB approved key municipal and barangay ordinances aimed at strengthening local governance, public health, transportation, fiscal management, and community welfare. These include:

1. AN ORDINANCE ESTABLISHING THE MUNICIPALITY OF PUDTOL INTEGRATED CANCER CONTROL PROGRAMS TOWARDS A WHOLE-OF-GOVERNMENT AND WHOLE-OF- SOCIETY APROACH TO CANCER CONTROL IN THE MUNICIPAL HEALTH SYSTEM, APPROPRIATING FUNDS THEREOF AND FOR OTHER PURPOSES

Congratulations to our newly-appointed Secretary to the Sanggunian, Mr. Riel C. Pascua!

Mr. Riel C. Pascua officially took his oath of office on November 17, 2025 at the Sangguniang Bayan Session Hall, Legislative Building, Pudtol, Apayao. The oath was administered by Atty. Jhon M. Aguda, Provincial Prosecutor.

During the regular session, Hon. Vice Mayor Teresita A. Bulsao together with other SB Members and staff, extended their congratulations and heartfelt welcome to Mr. Pascua as the new Secretary to the Sanggunian.

The Sanggunian looks forward to his dedication and support in advancing the legislative goals of the municipality.

On November 13, 2025, the Local Investment and Incentive Board (LIIB), presided over by the SB Committee Chair on Ways and Means, Hon. Cleofil C. Collado, conducted its first meeting simultaneously with the Committee Hearing on the Local Investment and Incentive Code (LIIC) at the 3rd Floor Conference Hall, Municipal Hall, Pudtol, Apayao.

The joint meeting tackled the reorganization of the Local Investment and Incentive Board (LIIB), the presentation and review of the Local Investment and Incentive Code (LIIC) of the municipality, and the discussion of the roles and functions of the Local Economic Development and Investments Promotions Office (LEDIPO).

The combined meeting emphasized the municipality's commitment to strengthen its investment policies, improve institutional mechanisms, and promote sustainable economic development.

Be RICEponsible, PUDTOL!

On November 12, 2025, SB Committee Chair on Agriculture, Hon. Ma. Mina Grace A. Sangil joined the youth and community in the vibrant celebration of National Rice Awareness Month with the theme “Be RICEponsible: Celebrating National Rice Awareness Month Through Youth and Community Engagement” at Capannikian Gymnasium, Pudtol, Apayao.

Hon. Sangil warmly welcomed everyone to the program, highlighting that Pudtol is the 2nd municipality chosen by ATI (Agricultural Training Institute) –CAR to host this meaningful activity. She emphasized that everyone especially the young learners from Grades 4, 5, and 6 of Capannikian Elementary School has a role in supporting hardworking farmers, promoting good health, and helping our country achieve rice security.

She reminded the learners, “Isu nga ti maitulong tayo nga panag support ket haan tayo agsayang ti innapoy nu mangan tayo. Tay lang kaya tayo nga k***n tapno haan masayang ken tapno ma avoid ti rice wastage”. She also highlighted that everyone’s presence reflects the municipality’s commitment to this important cause.

The day was filled with energy and creativity. The learners showcased their talents through artworks and even immersed themselves in actual farming activities such as "sikka" and "raep", gaining a meaningful appreciation of how much effort goes into every grain of rice. This activity served as a powerful way to teach the youth about the value of rice, the effort behind every harvest, and the importance of supporting our farmers.

Every November, the Philippines celebrates National Rice Awareness Month, under Proclamation No. 524 (2004), a reminder of our shared responsibility to support food security, reduce waste, and uplift our farmers. This year’s theme, “Be RICEponsible", is led by the Department of Agriculture and PhilRice, with strong support from schools and local governments nationwide.

SB PUDTOL HOLDS PUBLIC HEARING AND PRESENTATION OF HEALTH-RELATED ORDINANCES

The Sangguniang Bayan of Pudtol successfully conducted a Public Hearing on November 6, 2025 at the ECB Jr. Clubhouse and Multipurpose Building, Pudtol, Apayao on the proposed legislative measure in re: “An Ordinance for the protection and conservation of Ethnomedicinal Trees and Native Fruit Trees in the municipality of Pudtol, Apayao”, along with the presentation of enacted health-related ordinances, namely:

1. An Ordinance renaming the Pudtol Indigency Common Health (PInCH) Program to Pudtol Community Aid for Relief and Emergency Support (Pudtol CARES) Program and amending certain provisions thereof.

2. An Ordinance adopting Republic Act No. 10152 otherwise known as the “Implementation of Basic Immunization Services for Infants and Children Act of 2011” in the Municipality of Pudtol, Apayao and allocating funds in the implementation thereof;

3. An Ordinance institutionalizing Blood Donation Program in the municipality of Pudtol, Apayao, and allocating funds in the implementation thereof; and

4. An Ordinance adopting Republic Act No. 11148, “An act scaling up the national and local health and nutrition programs through strengthened integrated strategy for maternal, neonatal, child health and nutrition in the First One Thousand (1000) Days of Life”, appropriating funds therefore, and for other purposes, otherwise known as the “Kalusugan at Nutrisyon ng Mag-Nanay Act”; and

5. An Ordinance establishing a Comprehensive Nutrition Program to address malnutrition and sustained programs for nutrition in the municipality of Pudtol, Apayao, and appropriating funds thereof.

Spearheading these legislative initiatives is Hon. Sangil, Committee Chairperson on Health and Sanitation, supported by the Sangguniang Bayan of Pudtol headed by the Hon. Teresita A. Bulsao, Vice Mayor and with the full support of Hon. Edmar D. Pascua, J.D., Municipal Mayor.

In attendance were Punong Barangays, Sangguniang Barangay Committee Chairpersons on Environment and Health, Barangay Health Workers, Barangay Nutrition Scholars, CSO Representative, MHO personnel headed by the Acting MHO, Ms. Kathy Myer Vidad, and other municipal and barangay stakeholders.

It was an honor to have the Hon. Hector Reuel D. Pascua, Sangguniang Panlalawigan Member, who underscored the importance of proper legislative procedures to ensure that all enacted ordinances are implemented in full force and effect, emphasizing the need for their endorsement and review by the Sangguniang Panlalawigan.

Hon. Mayor Pascua commended Hon. Sangil for her active legislative work in the passage of these measures and the Sangguniang Bayan of Pudtol for their unwavering support and initiative in conducting the public hearing.

Resource Speakers, Dr. Hannie T. Martin and Forester Ryan W. Gabit from ASC Forestry Department, shared their study on ethnomedicinal and native fruit trees highlighting the significance of protecting and conserving the municipality’s biodiversity and natural resources.

Meanwhile, Ms. Kathy Myer Vidad, Acting MHO, expressed her gratitude to the legislative body for its strong support to local health programs and explained to the participants the mandatory provisions and relevance of these health-related ordinances in strengthening public health services and promoting the well-being of every yPudtol.

The Sangguniang Bayan of Pudtol remains committed in promoting health, environmental protection and sustainable development for a healthier and greener Pudtol.

Barangay Assembly Day 2025 : Amado Gathers for Action

The theme “Araw ng Pakikibahagi: Solusyon at Aksyon ang Talakayin ngayong Barangay Assembly” made possible as residents, barangay officials, and guests gathered together for a meaningful and productive assembly on October 15, 2025, at Brgy. Amado, Pudtol, Apayao.

With full support from the Municipal Government, led by Vice Mayor Hon. Teresita A. Bulsao and the Sangguniang Bayan Members –Hon. Benigno M. Baydan III, Hon. Ma. Mina Grace A. Sangil, Hon. Russel V. Galut, Hon. Efleda A. Garde, and Hon. Julian C. Patayan Jr., the assembly became a platform for open dialogue, transparency, and community-driven solutions.

The barangay officials presented their committee accomplishments, followed by discussions on key issues affecting the community. The community participation showed that Brgy. Amado is united and ready to take action.

Empowering Farmers for a Sustainable Future!

The Sangguniang Bayan of Pudtol, through the SB Chair on Agriculture, Hon. Ma. Mina Grace A. Sangil, joined the Graduation Ceremony of the Farmer’s Field School (FFS) on Contoured Upland Rice-Based Farming System (CURBFS) held on October 8, 2025, at the Barangay Hall of Aga, Pudtol, Apayao.

A total of 22 farmer-graduates received their Certificates of Completion, while 5 participants were awarded Certificates of Attendance, marking their valuable participation in this transformative learning journey.

In her inspirational message, Hon. Sangil highlighted: “Nu daytoy Contoured Upland Rice-Based Farming System ti suruten tayo manipud ita, ket malappedan tayo ti soil erosion, flooding, depletion of soil fertility, global warming, ken panagka-adda ti kaingin iti forest reserve areas. Dagiti sumaruno nga henerasyon ken dagiti annak tayo ti agbenepisyo kadagitoy".

Also present at the event were the ever-supportive Punong Barangay Rolly P. Sibayan, along with Mr. Roland Antonio, Mr. Elmer Canonizado, and Mr. Do Balag, whose presence and support contributed to the success of the activity.

This meaningful event was made possible through the dedication of the project in-charge and facilitators: Meriam B. Palsic, Dan Ruel D. Peralta, Shirla Kengay, Emmanuel dela Cruz, and Jerick Corpus. Your commitment to empowering our local farmers is deeply appreciated!

HON. SANGIL AND HON. VICE MAYOR BULSAO JOIN BARANGAY CABATACAN SESSION

September 19, 2025 I Hon. Ma. Mina Grace A. Sangil, Sangguniang Bayan Committee Chair on Health and Agriculture, attended the barangay Cabatacan session as part of her district assignment to share updates on ongoing programs supporting health, agriculture, and community development.

Highlights included the enactment of local ordinances on health—covering immunization, blood donation program, kalusugan at nutrisyon ng mag-nanay act, and the conduct of IEC campaigns to combat health misinformation and hesitancy. Updates were also shared on recent techno/drone demonstrations aimed at supporting agricultural advancement. Notably, it was announced that Pudtol received an allocation for the implementation of the TUPAD Program.

Joining her was Hon. Vice Mayor Teresita A. Bulsao, who reaffirmed the legislative body's commitment to addressing barangay-identified needs and priorities through effective legislation and unwavering support from the municipal leadership.

The Punong Barangay expressed appreciation for the proactive involvement of LGU officials and underscored the importance of sustained communication and collaboration to ensure the success of barangay initiatives.

With united leadership and active community participation, Pudtol continues to move forward toward faster and more inclusive local development.
