Ipinababatid ng Land Transportation Office (LTO) sa publiko na sarado ang lahat ng tanggapan ng ahensya ngayong Agosto 21, 2026 (Biyernes) bilang paggunita sa Ninoy Aquino Day, isang Special Non-Working Holiday sa buong Pilipinas, alinsunod sa Republic Act No. 9256.

Pinapayuhan ang publiko na ipagpaliban ang kanilang mga transaksyon sa nasabing araw at isagawa ang mga ito sa muling pagbabalik ng regular na operasyon ng ahensya.

ALTERNATIVE WORK ARRANGEMENTS FOR GOVERNMENT OFFICES, ALTERNATIVE LEARNING MODES FOR SCHOOLS ON AUGUST 20

Pursuant to Memorandum Circular No. 131, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and the following provinces on August 20, 2026:

📍 National Capital Region (NCR)
📍 Abra
📍 Benguet
📍 Ilocos Norte
📍 Ilocos Sur
📍 La Union
📍 Pangasinan
📍 Bataan
📍 Bulacan
📍 Nueva Ecija
📍 Pampanga
📍 Tarlac
📍 Zambales
📍 Batangas
📍 Cavite
📍 Laguna
📍 Rizal
📍 Occidental Mindoro

Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes and learning continuity measures at all levels in public and private schools shall be implemented in the aforementioned areas.

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

Contract of Service (COS) and Job Order (JO) workers placed under alternative work arrangements shall be paid their corresponding wages or salaries, subject to applicable rules and regulations.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

𝐀𝐁𝐈𝐒𝐎 𝐒𝐀 𝐏𝐔𝐁𝐋𝐈𝐊𝐎

Ipinapaalam ng Land Transportation Office (LTO) sa publiko na, bunsod ng patuloy na malakas na pag-ulan dulot ng Tropical Storm Maymay at ng Southwest Monsoon, suspendido ang operasyon sa lahat ng tanggapan ng pamahalaan sa National Capital Region (NCR), kabilang ang LTO Central Office at mga tanggapan nito sa NCR, gayundin sa mga lalawigan ng Ilocos Sur, La Union, Benguet, Pangasinan, Abra, Zambales, Kalinga, Mountain Province, Ifugao, Ilocos Norte, Apayao, Nueva Vizcaya, Tarlac, Nueva Ecija, Bataan, Pampanga, Bulacan, Rizal, Cavite, Batangas, Laguna, at Occidental Mindoro, ngayong Agosto 6, 2026, alinsunod sa Memorandum Circular No. 122 na inilabas ng Office of the President.

Pinapayuhan ang publiko na ipagpaliban ang kanilang mga planong transaksyon at hintayin ang susunod na abiso hinggil sa pagpapatuloy ng regular na operasyon.

𝐎𝐏𝐈𝐒𝐘𝐀𝐋 𝐍𝐀 𝐏𝐀𝐇𝐀𝐘𝐀𝐆

Nais linawin ng Land Transportation Office (LTO) sa publiko na kasalukuyan nitong ipinatutupad ang Department of Transportation (DOTr) Memorandum Circular No. 001-2026, na nagtatakda ng polisiya hinggil sa hindi pagkukumpiska ng driver’s license sa oras ng apprehension.

Bilang pagsunod sa kautusan, pansamantalang hindi kinukumpiska ng mga law enforcement officers na may deputasyon mula sa LTO ang driver's license ng mga motoristang lumalabag sa batas-trapiko.

Kaugnay nito, nais ding linawin ng LTO na ang umiiral na jurisprudence ng Korte Suprema ay hindi nagtatakda ng pangkalahatang kapangyarihan ng mga traffic enforcement officers na magkumpiska ng driver’s license ng mga motorista. Gayundin, ang mga umiiral na administratibong issuances ng DOTr at Department of the Interior and Local Government (DILG), kabilang ang Joint Memorandum Circular No. 01, Series of 2008 ng dating DOTC at DILG, ay kinikilala na ang mga traffic enforcer ng mga local government unit (LGU) ay maaaring mag-isyu ng citation ticket ngunit walang legal na batayan upang kumpiskahin ang driver’s license ng mga motorista.

Patuloy na hinihikayat ng LTO ang lahat ng LGUs, traffic enforcement agencies, at mga motorista na sumunod sa umiiral na mga batas at regulasyon upang matiyak ang pantay, maayos, at makatarungang pagpapatupad ng batas-trapiko sa buong bansa.
