AUGUST 25, 2026—the NSL Farmers Irrigators Association (IA) of the National Irrigation Administration-Nassiping Pump Irrigation System (NIA-NPIS) conducted its second canal clearing activity along the Main Canal from Sta. 0+629.00 to Sta. 3+327.80. The activity was led by the IA officers and monitored by the NPIS institutional development and operations & maintenance personnel under the leadership of Engr. Ellen Joy C. Yacas, Acting Cluster Head.

The activity was carried out as part of the Association’s regular maintenance efforts to ensure the continuous and efficient delivery of irrigation water to farmer-beneficiaries. The canal clearing activity also demonstrates the active participation and commitment of the NSL Farmers IA in supporting the operation and maintenance of the Nassiping Pump Irrigation System. Through the collective efforts of the farmers and the NIA, the irrigation facilities are maintained in good condition, helping ensure reliable water delivery to the service area.

This initiative further strengthens the partnership between NIA and the IA, promoting shared responsibility, cooperation, and active farmer participation in the proper management and maintenance of irrigation facilities. The continued involvement of the IA members reflects their dedication to sustaining the irrigation system and supporting the agricultural productivity and welfare of their fellow farmer-beneficiaries.

TUMAUINI, Isabela — The National Irrigation Administration – Tumauini River Multipurpose Project (NIA-TRMP), through its Watershed Management Unit and under the supervision of Officer-in-Charge Engr. Michael John D. Molina, facilitated the conduct of the Special Use Agreement in Protected Areas (SAPA) assessment and site visit with a technical personnel from the Ecosystems Research and Development Bureau (ERDB) Central Office on August 28, 2026. The ERDB technical personnel was accompanied by personnel from the Community Environment and Natural Resources Office (CENRO), headed by CENR Officer For. Nelson Acob.

The activity commenced with a briefing on the SAPA and the compliance status of NIA-TRMP, providing an overview of the project’s SAPA-related obligations, implemented activities, and environmental compliance measures. The discussion also provided an opportunity to present updates and clarify matters concerning the project’s continuing compliance within the protected area.

Following the briefing, the group proceeded to the TRMP Dam Site for field assessment and validation. The ERDB and CENRO personnel, together with NIA-TRMP personnel, observed the existing site conditions and gathered relevant field information in relation to the project’s environmental management measures and protected area commitments.

The activity strengthened coordination and information sharing among NIA-TRMP, ERDB Central Office, and CENRO in support of the continued monitoring and implementation of SAPA requirements and environmental safeguards within the project area. Through collaborative assessment and field validation, NIA-TRMP continues to uphold its commitment to responsible project implementation and the sustainable management and protection of the Tumauini Watershed.

PEÑABLANCA, CAGAYAN — Strengthening accountability in the handling of government resources, the National Irrigation Administration (NIA) Region II is conducting a three-day Seminar on Property and Supply Management from September 1 to 3, 2026, at the NIA Conference Hall in Camasi, Peñablanca, Cagayan.

The seminar aimed to equip NIA personnel with updated knowledge and skills on the proper receipt, utilization, accountability, inventory, and disposal of government properties and supplies. Among the key areas covered are the fundamentals of Government Property and Supply Management, governing principles and procedures, and procurement modes under Republic Act No. 9184 and Republic Act No. 12009. Participants are also being oriented on the proper inspection and acceptance of deliveries, issuance and utilization of supplies, physical inventory and reconciliation, and disposal of government property.

Leading the learning sessions are resource persons from the NIA Central Office, headed by Ms. Elaine P. Villanueva-Diesta, Manager of the Procurement and Property Division, with Ms. Josine Nessa O. Nazareta, Storekeeper; Mr. George B. Morales, Senior Administrative Assistant; and Ms. Claudine J. Vilog, Property/Supply Officer.

The initiative underscores NIA Region II’s commitment to ensuring that government properties and resources are properly managed, accounted for, and utilized, reinforcing transparency, efficiency, and responsible public service.

PEÑABLANCA, CAGAYAN— Yesterday, employees of the National Irrigation Administration (NIA) Region II, including personnel from the Regional Office II, Irrigation Management Offices (IMOs), and irrigation systems, reaffirmed their commitment to integrity, professionalism, excellence, and genuine public service through the Linkod Bayani Commitment Wall, in celebration of the 126th Philippine Civil Service Anniversary.

Anchored on the Civil Service Commission’s 2026 theme, “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing Para sa Bayan,” the initiative provides employees an avenue to express their commitment to the values of public service.

The Commitment Wall was signed during the Flag Raising Ceremony, with NIA Region II management officials and guests from the NIA Central Office led by Ms. Elaine P. Villanueva-Diesta, Manager of the Procurement and Property Division-Administrative Department, joining the activity. The signing also marked the start of NIA Region II staff's scheduled participation throughout the month.

Meanwhile, Ms. Gretel Gloria D. Antonio, Acting Division Manager of the Administrative and Finance Division, emphasized that the initiative goes beyond simply putting one’s name on a wall.

“Let us continue to lead with a heart, work with integrity, and go the extra mile. Let us be employees who can be trusted and colleagues who can inspire one another,” she said.

The Linkod Bayani Commitment Wall serves as a reminder that public service is a commitment lived out every day—through every task, decision, and interaction with the people.
