𝑨𝒏𝒐 𝒂𝒏𝒈 𝒏𝒊𝒍𝒂𝒍𝒂𝒎𝒂𝒏 / 𝒍𝒂𝒚𝒖𝒏𝒊𝒏 𝒏𝒈 𝒃𝒂𝒕𝒂𝒔?�Pagtukoy at pagparusa sa mga krimen ng “agricultural economic sabotage”, kabilang dito ang:�• Smuggling o ilegal na pag-aangkat ng produktong agrikultural at pangisdaan
• Hoarding (pag‑imbak o pagtatago ng labis upang tumaas ang presyo)
• Profiteering (pagkuha ng sobra-sobrang tubo sa pamamagitan ng pagmanipula)
• Pagbuo ng cartel (kolusyon para manipulahin ang supply o presyo)
• Pagpopondo o tulong sa mga gawain sa itaas
2. Mas mataas na parusa — maaari itong umabot sa habambuhay na pagkakabilanggo at multa na pinarami batay sa halaga ng produkto.
3. Pagpapalawak ng hurisdiksyon at proseso — ang mga kaso ng ganitong mga gawain ay ilalagay sa hurisdiksyon ng Court of Tax Appeals (hindi sa karaniwang korte) para sa pag-usig.
4. Pag-repeal sa nakaraang batas na RA 10845 (Anti‑Smuggling Act of 2016) bilang bahagi ng pagbabago.
5. Iba pang mekanismo at probisyon tulad ng:
• Pangangailangang magtala ng mga negosyo sa agrikultura at imbakan ng produkto, at itago ang record sa loob ng limang (5) taon
• Paglikha ng Anti‑Agricultural Economic Sabotage Council at Enforcement Group upang mangasiwa at magsagawa ng inspeksyon / pagkilos laban sa mga paglabag
• “Constructive custody” (pansamantalang pagkontrol) sa mga produktong pinaghihinalang iligal hanggang mapatunayan ang legalidad
• Pagpasa sa Court of Tax Appeals ng mga kasong may kinalaman sa paglabag sa batas na ito

Mandatory requirements for application as Patrolman/Patrolwoman:

Duly accomplished Civil Service Commission (CSC) Form 212;

Birth Certificate authenticated by the Philippine Statistics Authority (PSA) with official receipt;

Report of Rating of Eligibility authenticated by the issuing authority;

Two (2) pieces “2x2” colored picture indicating applicant’s name;

Transcript of Scholastic Records and Diploma duly authenticated by the school registrar;

Clearances issued by the Barangay and the PNP or National Bureau of Investigation (NBI);

Certificate of Good Moral Character issued by the applicant’s collegiate school;

Medical certificate issued by the local health officer; and

Copy of two (2) government issued IDs

GENERAL QUALIFICATIONS for PNP Patrolman/Patrolwoman Aspiring Applicants

1. A Filipino citizen

2. A person of good moral character

3. Physically and mentally fit

4. Must have passed the Body Max Index, Phisical Agility Test and
psychiatric/psychological,
physical, medical, dental and drug tests

5. Must possess a formal baccalaureate degree
from a recognized learning institution

6. Must have eligibility for either of the following:
• NAPOLCOM PNP Entrance Examination
• Civil Service Professional (CS Prof) Examination
• Republic Act (R.A.) No. 1080 (Bar and Board Examinations)
• Presidential Decree (PD) No. 907 (Granting CS Eligibility for
College Honor Graduates).

7. Must not have been dishonorably
discharged from military
employment or dismissed for cause
from civilian position in the
government.

8. Must not have been convicted by
final judgment of an offense or
crime involving moral turpitude.

9. Must be 1.57m in height for males and
1.52m for females; provided that a
height waiver may be granted to
applicants belonging to cultural
communities/indigenous peoples as
per existing rules and regulations).

10. Must not be less than twenty-one
(21) nor more than thirty (30) years of
age.

11. Must weight not more or less than
five kilograms (5 kg) of the standard
weight corresponding to his/her
height, age and s*x
