The Department of Energy (DOE) welcomed the expansion of the Retail Competition and Open Access (RCOA) and Retail Aggregation Program (RAP), with the lowering of the contestability threshold to 100 kW, allowing more qualified electricity consumers to directly choose their Retail Electricity Supplier (RES), while smaller consumers may participate through the Retail Aggregation Program.

Energy Secretary Sharon S. Garin emphasized that expanding consumer choice encourages innovation, strengthens competition, and drives better service across the power sector. The Department of Energy remains committed to ensuring that every Filipino benefits from a reliable, affordable, and responsive electricity sector.
