Top 10 Most Wanted Person for Kidnapping and Serious Illegal Detention Arrested in Albay

Libon, Albay – On September 29, 2024, personnel from 93SAC, 9th Special Action Battalion of SAF provided tactical support to the elements of Criminal Investigation and Detection Group (CIDG), Albay Provincial Field Unit (PFU), along with other law enforcement units that resulted in the successful arrest of alias Jense, a Top 10 Most Wanted Person for Kidnapping and Serious Illegal Detention in Brgy. Buga, Libon, Albay.

The operation was conducted during the service of Warrants of Arrest 9766, 9767, and 9768, issued for the crimes of Kidnapping and Serious Illegal Detention on June 6, 2022, by Hon. Ignacio C. Barcillano, Jr., Presiding Judge, RTC Branch 13, Fifth Judicial Region, Ligao City, Albay.

CIDG Albay PFU took custody of the arrested personality for documentation and proper disposition.

This operation highlights the effectiveness of collaborative efforts between various law enforcement units in disrupting criminal operations and upholding peace and order.

PNP CHIEF ORDERS REOPENING OF BARAYUGA MURDER CASE

Philippine National Police (PNP) Chief, Police General Rommel Francisco D. Marbil, has ordered the immediate reopening of the murder investigation of retired police general and Philippine Charity Sweepstakes Office (PCSO) board secretary Wesley Barayuga. This decision follows a new testimony that implicates high-ranking officials in the 2019 killing.

During a House Quad Committee hearing on September 27, Police Lieutenant Colonel Santie Mendoza testified that he had been instructed by National Police Commission (NAPOLCOM) Commissioner Edilberto Leonardo and former PCSO General Manager Royina Garma to carry out an operation against Barayuga. Mendoza alleged that both officials orchestrated the murder, with Garma allegedly providing intelligence for the operation, claiming it was related to a high-value individual involved in illegal drug activities.

In light of these serious allegations, General Marbil underscored the need for a full investigation into the case. “This revelation demands a thorough reinvestigation of the murder. No one is above the law, and we will seek justice for Ret. Gen. Wesley Barayuga and his family with the full resources of the PNP,” Chief PNP stated.

The Criminal Investigation and Detection Group (CIDG) has been tasked with leading the reinvestigation. The Chief, PNP emphasized that the CIDG will reevaluate all evidence in light of the new testimony and work closely with other relevant agencies to ensure that the process is thorough, impartial, and transparent.

“We are committed to uncovering the truth, regardless of the position or power of those involved. The public can rest assured that we will hold those responsible accountable," Gen. Marbil affirmed.

The reopening of the Barayuga case marks a significant development in the PNP’s efforts to resolve high-profile cases, especially those involving public officials. Gen. Marbil reiterated the PNP’s commitment to upholding the law and maintaining the integrity of the police force, assuring that investigations will be pursued without fear or favor.

The Barayuga murder, which has remained unresolved since 2019, is now under renewed scrutiny. The CIDG's reinvestigation will revisit previous inquiries and pursue new leads to uncover any additional evidence related to the case.

Wanted Suspect for Murder Apprehended in Albay

Daraga, Albay – On September 29, 2024, personnel from 92SAC, 9th Special Action Battalion of SAF provided tactical support to the Regional Special Operations Unit (RSOU), Regional Intelligence Division (RID) 5 as lead unit, together with other law enforcement units and 96th Military Intelligence Company, 9th Military Intelligence Battalion, 9th Infantry Division, Philippine Army successfully arrested alias Yeng, on charges of murder, in Purok 7, Barangay Kilicao, Daraga, Albay.

The suspect was arrested during the implementation of warrants of arrest for Murder, issued by the Regional Trial Court, 5th Judicial Region, Branches 1 and 3, Legazpi City, Albay. These warrants, with Criminal Case Nos. 13135 and 13136, were dated February 24, 2015 and February 26, 2015, respectively. Alias Yeng was also listed as a member of Platoon 3 under the dismantled Sub-Regional Committee 3, Bicol Regional Party Committee.

The RSOU, RID5 took custody of the arrested person for documentation and proper disposition.

The successful operation exemplifies the unwavering commitment of law enforcement agencies to combat terrorism, maintain public safety, and further represents a significant blow to the organization's activities in the Bicol region.

Suspect for Violation of R.A. 10591 Arrested in Masbate

Masbate – On September 24, 2024, personnel from 94SAC, 9SAB of SAF together with the elements of Masbate 1st Provincial Mobile Force Company as lead unit and other PNP units successfully arrested alias Veto in a joint law enforcement operation conducted in Brgy. Sta. Fe, Mandaon, Masbate.

The suspect was arrested during the implementation of Search Warrant No. 051-2024 dated September 20, 2024, for violation of R.A. 10591 (Comprehensive Fi****ms and Ammunition Regulation Act) issued by the Regional Trial Court, 5th Judicial Region, Branch 49, Masbate City, Masbate. Seized during the operation were one cal. 22 rifle and one cal. 45 Para Ordnance pistol with one steel magazine and three rounds of ammunition.

Mandaon Municipal Police Station took custody of the arrested suspect and seized items for documentation and proper disposition.

The operation highlights the effective strategy of the PNP SAF and other law enforcement agencies in promoting peace and order in the region.

“Clean up the CIDG.”

This was the marching order of Philippine National Police (PNP) Chief Gen. Rommel Francisco D. Marbil to newly-appointed Criminal Investigation and Detection Group (CIDG) Acting Director BGen. Nicolas Torre III, following the latter's recent appointment to the post.

BGen Torre, who previously served as Police Regional Office 11 Director, was instrumental in the successful arrest of Pastor Apollo Quiboloy and the significant reorganization of the Davao City Police Station.

In a statement, Gen. Marbil tasked Torre, who is on track for promotion to Major General, with spearheading a full-scale internal cleanup of the CIDG to restore its integrity and rebuild public confidence.

“The CIDG must set the highest standard of professionalism and ethical conduct,” stated Gen. Marbil. “I have complete trust in Gen. Nicolas Torre III’s ability to address the challenges within the CIDG. His proven track record shows his capability to confront these issues head-on, and I am confident he will take on this mission with unyielding commitment.”

Gen. Marbil emphasized the CIDG's pivotal role in maintaining the credibility of police investigations and ensuring justice is served. He tasked BGen. Torre with eliminating any internal issues or personnel who compromise the group’s integrity.

“There’s no room for complacency or misconduct within the CIDG,” Gen. Marbil stressed. “We must identify and address any wrongdoing, ensuring that the CIDG maintains its critical role in our law enforcement operations.”

This directive is part of Gen. Marbil’s broader campaign for institutional reform within the PNP, focusing on strengthening investigative operations, expediting case resolutions, and fostering greater accountability and transparency across the organization.

“I expect swift and decisive action,” Marbil declared. “Every member of the CIDG must be held accountable for their actions. The public deserves transparency, and we are committed to showing that the PNP stands firmly for the rule of law.”

Under Torre’s leadership, the CIDG is expected to implement sweeping reforms, including stricter personnel screening, enhanced training, and rigorous oversight of all operations to ensure adherence to the highest ethical standards.

“The CIDG is at the core of our investigative efforts, and I’m confident that under Gen. Torre’s leadership, we will see a revitalized, more effective unit that will serve the public with honor and integrity,” Gen. Marbil concluded.
