Matagumpay na isinagawa ng Department of Agricultureโ€“Regional Field Office IIIโ€“Special Area for Agricultural Development (DA-RFO IIIโ€“SAAD) ang Gender and Development (GAD) Training-Workshop para sa mga project implementers noong Setyembre 14โ€“18, 2026, sa 456 Hotel, Baguio City.

Nagsagawa ang Department of Agriculture Regional Field Office III (DA RFO III) ng limang-araw na Training-Workshop on Gender and Development (GAD) for the DA-RFO III Project Implementers noong Setyembre 14โ€“18, 2026 sa Baguio City.

The Philippine Commission on Women (PCW) commends the filing of House Bill No. 10099, a pivotal legislative measure seeking to repeal Article 266-C of the Revised Penal Code, as amended by Republic Act No. 8353 (Anti-Rape Law of 1997).

Filed by Representatives Dadah Kiram Ismula, Jose Manuel โ€œChelโ€ Diokno, Percival โ€œPerciโ€ Cendaรฑa, and Arlene โ€œKakaโ€ Bag-ao, HB 10099 seeks to repeal legal provisions that erase criminal liability or penalties for r**e if the offender subsequently marries the victim-survivor, or if a wife forgives a husband who committed marital r**e.

โ€œThere is no place in a just society for a law that allows criminal accountability for r**e to be erased through marriage,โ€ PCW Chairperson Ermelita V. Valdeavilla emphasized.

โ€œArticle 266-C reduces a public crime to a private compromise. It allows perpetrators to force survivors into marriage to evade justice, trapping women in abusive unions and perpetuating continuous trauma,โ€ she added.

The repeal of Article 266-C is a cornerstone of the Womenโ€™s Priority Legislative Agenda (WPLA). The Commission stresses that abolishing this clause is critical to fulfilling the countryโ€™s mandates under the Magna Carta of Women (Republic Act No. 9710) and international human rights commitments, particularly the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). Since 2006, the UN CEDAW Committeeโ€™s Concluding Observations on the Philippine State Party reports have repeatedly called for the elimination of discriminatory legal provisions that absolve perpetrators of sexual violence through marriage or pardon.

Removing Article 266-C is essential to enacting a truly consent-based anti-r**e legal framework. Under a rights-based perspective, r**e is recognized as an explicit violation of bodily integrity and personal autonomy, where the primary element is the absence of freely given consent. Consent cannot be inferred from marriage, current or past relationships, silence, lack of physical resistance, or attire.

The urgency of this legislative reform is underscored by official data. In 2025 alone, the Philippine National Police recorded a total of 1,842 cases under Republic Act No. 8353. Archaic legal loopholes like Article 266-C perpetuate underreporting by entrenching gender-insensitive processes and societal stigma against survivors.

PCW calls on lawmakers in both Houses of Congress to prioritize the passage of HB 10099 to close legal gaps that shield abusers from justice.

Maging ang paggamit ng salitang โ€œofโ€ sa pangalan nito ay kinikilala ang women's participation and ownership of the bill.

Labing-pitong taon ng pagsusulong ng karapatang pantao ng bawat kababaihang Pilipino.

The Department of Agriculture Regional Field Office III (DA RFO 3), through its Gender and Development (GAD) Focal Point System, successfully conducted a two-day Training on Gender Sensitivity and SOGIESC on April 22โ€“23, 2026, in Subic, Zambales.

The activity gathered a total of 40 participants from various offices and programs of the agency.

The training aimed to enhance participantsโ€™ awareness and understanding of gender-related concepts, particularly in promoting inclusivity and equality within the workplace and in the delivery of agricultural services.

Dr. Milagros Mananggit, GAD Focal Person of DA RFO 3, delivered the Welcome Remarks and Inspirational Message, emphasizing the importance of mainstreaming gender and development principles in government programs.

She highlighted that fostering a gender-responsive environment contributes to more effective and equitable public service.

Serving as the resource speaker was Mr. Avelino James, Jr. from the Department of Social Welfare and Development Region III.

He led comprehensive discussions on key topics such as Understanding S*x and Gender, Determining S*x Roles and Gender Roles, Social Construction of Gender, Gender Division of Labor, Manifestation of Gender Bias, and S*xual Orientation, Gender Identity and Expression, and S*x Characteristics (SOGIESC).

Through interactive sessions and practical examples, participants were able to reflect on existing gender norms and biases, and how these influence both personal perspectives and institutional practices.

The activity forms part of DA RFO 3โ€™s continuing efforts to strengthen its Gender and Development Program by equipping personnel with the knowledge and tools necessary to promote gender equality and inclusivity in the agriculture sector.
