The 𝗥𝗣-𝗠𝗶𝘀𝘀𝗶𝗼𝗻 𝗮𝗻𝗱 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗙𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻 𝗜𝗻𝗰. (𝗥𝗣𝗠𝗗) has unveiled the results of a comprehensive and independent investigation through the "𝗕𝗼𝘀𝗲𝘀 𝗻𝗴 𝗕𝗮𝘆𝗮𝗻" survey. This study, conducted without external commissioning, diligently assesses the performance of high-ranking government officials, including the President, Vice President, Senate President, House Speaker, Cabinet officials, Senators, Congressmen, Governors, and City Mayors. The findings spotlight the commendable achievements of the "top performing first-term city mayors in the Philippines," demonstrating their exemplary leadership and significant contributions to the development of their respective municipalities.
The report highlights the exceptional performance of Mayors 𝗘𝗿𝗶𝗰 𝗦𝗶𝗻𝗴𝘀𝗼𝗻 of Candon City (92.8%), 𝗝𝗲𝗮𝗻𝗻𝗶𝗲 𝗦𝗮𝗻𝗱𝗼𝘃𝗮𝗹 of Malabon (91.9%), 𝗔𝗹𝗼𝗻𝗴 𝗠𝗮𝗹𝗮𝗽𝗶𝘁𝗮𝗻 of Caloocan (91.8%), and 𝗝𝗼𝗵𝗻 𝗥𝗲𝘆 𝗧𝗶𝗮𝗻𝗴𝗰𝗼 of Navotas City (91.82%). These leaders have showcased outstanding leadership, highlighted by their statistical tie for the first position. This convergence signals a collective commitment to effective governance and unwavering progression within their cities.
Equally impressive first-term city mayors in the Philippines occupy the following ranks. Mayor 𝗗𝗲𝗻𝘃𝗲𝗿 𝗖𝗵𝘂𝗮 of Cavite (88.85%) and Mayor 𝗜𝗻𝗱𝘆 𝗢𝗮𝗺𝗶𝗻𝗮𝗹 𝗝𝗿. of Ozamis (88.78%) hold the second position, while Mayor 𝗕𝗮𝗺𝗯𝗼𝗹 𝗧𝗼𝗹𝗲𝗻𝘁𝗶𝗻𝗼 of Tagaytay (88.29%), Mayor 𝗟𝘂𝗰𝘆 𝗧𝗼𝗿𝗿𝗲𝘀 of Ormoc (87.91%), Mayor 𝗚𝗲𝗿𝗮𝗹𝗱𝗶𝗻𝗲 𝗥𝗼𝘀𝗮𝗹 of Legaspi (87.55%), and Mayor 𝗦𝗵𝗲𝗲𝗻𝗮 𝗧𝗮𝗻 of Santiago (87.42%) follow in the third position.
Further down the ranking, Mayor 𝗔𝗹𝗯𝗲𝗲 𝗕𝗲𝗻𝗲𝘁𝗶𝘇 of Bacolod (83.72%), Mayor 𝗣𝗮𝗼 𝗘𝘃𝗮𝗻𝗴𝗲𝗹𝗶𝘀𝘁𝗮 of Kidapawan (83.57%), Mayor 𝗝𝗼𝘆 𝗣𝗮𝘀𝗰𝘂𝗮𝗹 of Gapan (83.48%), Mayor 𝗕𝗿𝘂𝗰𝗲 𝗠𝗮𝘁𝗮𝗯𝗮𝗹𝗮𝗼 of Cotabato (83.16%), and Mayor 𝗛𝗲𝗻𝗿𝘆 𝗩𝗶𝗹𝗹𝗮𝗿𝗶𝗰𝗮 of Meycauayan (83.12%) have commendably secured the fourth position. Notably, the dynamic performances of Mayor 𝗝𝗮𝗻𝗲 𝗬𝗮𝗽 of Tagbilaran (82.15%), Mayor 𝗕𝗮𝘀𝘁𝗲 𝗗𝘂𝘁𝗲𝗿𝘁𝗲 of Davao (82.11%), Mayor 𝗕𝘂𝗹𝗹𝗲𝘁 𝗝𝗮𝗹𝗼𝘀𝗷𝗼𝘀 of Dapitan (81.92%), Mayor 𝗣𝗮𝘂𝗹 𝗗𝘂𝗺𝗹𝗮𝗼 of Surigao (81.73%), Mayor 𝗝𝗼𝗵𝗻 𝗗𝗮𝗹𝗶𝗽𝗲 of Zamboanga (81.56%), and Mayor 𝗠𝗮𝗿𝗶𝗹𝗼𝘂 𝗠𝗼𝗿𝗶𝗹𝗹𝗼 of Calapan (81.32%) have gracefully earned them the fifth spot.
𝗗𝗿. 𝗣𝗮𝘂𝗹 𝗠𝗮𝗿𝘁𝗶𝗻𝗲𝘇, Executive Director of RPMD, emphasizes the importance of transparency and consistent assessments of leadership performance in fostering effective governance. The survey's evaluation of first-term city mayors in the Philippines carries immense value as it scrutinizes their leadership potential and fulfillment of campaign promises. This promotes accountability, transparency, and upholding public obligations. Timely identifying leadership strengths and weaknesses empowers mayors to seek improvement support and better serve their constituencies, elevating public trust and confidence in the government.
The 𝗥𝗣𝗠𝗗 accentuates the significance of several metrics in assessing mayors' overall performance. Policy implementation, service delivery, financial management, stakeholder involvement, transparency, and anti-corruption measures, public relations and communication, and community development activities are all included in the performance assessment parameters. This comprehensive framework assesses mayors' abilities to translate campaign promises into executable policies, provide critical public services, demonstrate responsible financial management, effective stakeholder engagement, maintain transparency, proficient communication, and foster holistic community development.
The "𝗧𝗼𝗽 𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗶𝗻𝗴 𝗙𝗶𝗿𝘀𝘁-𝘁𝗲𝗿𝗺 𝗖𝗶𝘁𝘆 𝗠𝗮𝘆𝗼𝗿𝘀" survey was executed as an integral part of the more comprehensive "RPMD's Boses ng Bayan" national poll conducted from February 25 to March 8, 2023, by the RP-Mission and Development Foundation Inc. This extensive survey covered all cities within each region, including 10,000 randomly selected registered voters. The survey maintains a sampling margin of error of ±1 percent with a 95% confidence level. The selection of respondents was randomized, and the distribution was proportionally aligned with the official voting population data.
