BUILDING RESILIENT SCHOOLS: EOD/K9 GROUP TEACHES PROJECT A.B.K.D. LECTURE ON CAMPUS GUARDS

In line with the PNP Focus Agenda, under the leadership of PBGEN ROGELIO Z RAYMUNDO, JR, Director, PNP-EOD/K9 Group, personnel from Regional Explosive Ordnance Disposal and Canine Unit 3 (RECU 3) – Olongapo CECU successfully conducted a targeted public safety education and school security optimization program.

This mission directly advances the Group’s core objectives of strengthening community-oriented policing, intensifying crime prevention, and target-hardening academic institutions to ensure the safety of students and faculty. Executed as a key component of the Groups’s specialized threat-mitigation campaign, the specialized EOD/K9 team organized a comprehensive safety seminar at Olongapo City National High School (OCNHS), located at Rizal Avenue corner 14th Street, Barangay East Tapinac, Olongapo City.

The primary objective of the lecture was to significantly enhance the tactical awareness of the frontline campus guards regarding the severe vulnerabilities and catastrophic casualties associated with Improvised Explosive Devices (IEDs) and military ordnance. By training the security force to detect anomalous indicators, recognize weaponized materials, and execute coordinated emergency response procedures, the unit effectively fortified the school's internal security perimeter.

RECU 3 OPERATIONAL SUCCESS: OLONGAPO CECU SAFELY RECOVERS FIVE CORRODED 76MM HIGH-EXPLOSIVE

In line with the PNP Focus Agenda, under the leadership of PBGEN ROGELIO Z RAYMUNDO, JR, Director, PNP-EOD/K9 Group, personnel from Regional Explosive Ordnance Disposal and Canine Unit 3 (RECU 3) Olongapo CECU successfully executed a high-stakes Render Safe Procedure (RSP) on discovered Unexploded Ordnance (UXO).

This mission directly advances the Group’s core commitments to aggressive crime prevention, operational readiness, and rapid response to public safety hazards. The emergency response was initiated, following a critical request for EOD technical assistance from Pat Police Station 4 (PS4), regarding a highly volatile, weaponized hazard found in a residential sector.

Upon arriving at Tagumpay Street, Purok 4, Barangay New Cabalan, Olongapo City, the team coordinated with the PS4 first responders. The threat originated from an alert 60-year-old garbage collector, Mr. Nestor Dela Rosa y Beltran, who discovered a heavy, rusty metal object concealed inside a waste collection sack. Upon further inspection, he recognized the imminent danger and immediately alerted local police authorities.

Technical assessment and evaluation conducted by the expert EOD technicians positively identified the items as five (5) pieces of Cartridge 76mm, High Explosive (HE), in a heavily corroded and unstable condition. Olongapo CECU personnel applied advanced Render Safe Procedures utilizing a wood tourniquet and sand stabilizer to secure the fuzing mechanisms and prevent unintended detonation.

The hazardous ordnance was successfully disarmed, removed via standard extraction protocols, and safely transported to the temporary makeshift storage facility of the Olongapo CECU for safekeeping and final disposition.

LOOK: In line with the PNP Focused Agenda on Enhanced-Managing Police Operations, under the leadership of PBGEN ROGELIO Z RAYMUNDO, JR, Director, PNP-EOD/K9 Group, and under the supervision of PMAJ JAYSON V MACADANGDANG, Officer-in-Charge, RECU 12, personnel from the South Cotabato Provincial EOD and Canine Unit (PECU) responded to a report regarding the turnover of military ordnance to the Barangay Chairman of Brgy. Simsiman, Norala, South Cotabato.

Upon arrival, the South Cotabato PECU team conducted a Render Safe Procedure using the Pick-Up and Carry-Away (PUCA) method. The ordnance is currently in the secure custody of the unit's temporary collection point for safekeeping and proper disposition.

This successful turnover underscores our strengthened operational readiness. It reflects our commitment to community safety by ensuring that hazardous materials are managed with professional precision and unwavering dedication.

LOOK: In line with the PNP Focused Agenda on Community Support, under the leadership of PBGEN ROGELIO Z RAYMUNDO, JR, Director, PNP-EOD/K9 Group, and under the supervision of PMAJ LENARD RELOJ CARANDANG, Officer-In-Charge, RECU 10, personnel of the Provincial EOD and Canine Unit (PECU) Lanao del Norte, while on duty conducting Mobile Patrolling, observed a limping man on crutches walking slowly along the street selling fish at Barangay Sagadan, Tubod, Lanao del Norte.

In adherence to our commitment to humanitarian service, the team immediately approached and assisted him by distributing food packs and potable water as a small gesture of care.

This prompt and compassionate act highlights our personnel's deep dedication to public service. By upholding the core values of the PNP, our officers continue to strengthen the bond of trust, safety, and cooperation within the community, faithfully living out the mandate of a "Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman."

POLICE AND COMMUNITY BOND: BATAAN PECU PERSONNEL PARTNERS WITH SAWANG MASONIC LODGE NO. 87 IN SERVING HOT MEALS AND DISTRIBUTE SCHOOL KITS

In line with the PNP Focus Agenda, under the leadership of PBGEN ROGELIO Z RAYMUNDO, JR, Director, PNP-EOD/K9 Group, personnel from Regional Explosive Ordnance Disposal and Canine Unit 3 (RECU 3) Bataan PECU successfully conducted a highly impactful "Good Deeds" community outreach and youth empowerment initiative.

This mission directly advances the Group’s institutional commitment to strengthening community-oriented policing, fostering deep public-private partnerships, and building resilient trust within local neighborhoods. Executed as a key component of the unit’s non-tactical civic-action campaign, the specialized EOD team joined forces with external civic stakeholders to deliver essential welfare support at Purok 6, Barangay Cataning, Hermosa, Bataan.

Demonstrating the Group’s emphasis on compassionate service and proactive social engagement, the Bataan PECU personnel, led by PMAJ ESTEBAN I BAYLON III, OIC, RECU 3, initiated the collaborative humanitarian program. Operating in close synergy with the members of the Sawang Masonic Lodge No. 87, the Bataan PECU actively and personally participated in the hands-on distribution of critical school supplies and the serving of nutritious hot meals to local elementary students. By directly engaging with the young learners and their families, the unit transcended its traditional tactical boundaries, demonstrating that the PNP-EOD/K9 Group is not only a force of specialized tactical shield but also an active partner in community building and educational development.

The outreach brought immense joy and tangible support to the beneficiaries, with local residents and parents expressing their profound gratitude to the officers for their unexpected generosity and dedication to uplift vulnerable youth.

Gatas, Pagadian City, Zamboanga del Sur.

These preventive measures are vital in preempting any potential threats. Through a heightened presence at key venues, the Group remains committed to ensuring the safety and providing a secure environment for this significant engagement.
