PLEB Cabadbaran Holds Regular Board Meeting, Takes Up Barangay Information Drive and Police Guidance Materials
The Peoples Law Enforcement Board (PLEB) of Cabadbaran City conducted its regular board meeting today, March 6, 2026, to discuss key matters relating to police accountability, community awareness, and the continuing professional guidance of local police personnel.
Among the matters taken up during the meeting was the Board’s continuing information dissemination campaign in the various barangays of the city to further inform the public of the role and functions of the PLEB. As the body vested with authority to receive, hear, and decide citizens’ complaints involving misconduct and other administrative offenses of members of the Philippine National Police, the PLEB serves as an important mechanism in promoting discipline, accountability, and adherence to lawful police conduct in the community.
Also discussed was the planned publication and distribution of written reference materials intended to supplement the knowledge and familiarity of local police personnel on the proper conduct of arrests, whether with or without warrant, as well as on the administrative offenses that police officers may incur in the performance of their duties. These materials are envisioned to help strengthen rights-based, lawful, and professionally responsible policing in Cabadbaran City.
The meeting was presided over by SP Member Hon. Lovejoy B. Quiambao, Chair of the PLEB. Also in attendance were Pastor Conrado C. Abellano Jr., Ms. Cristita S. Docdoc, Alicia C. Funcion , Hon. Val Villanueva (represented by Jessie Mary Villanueva)PLEB Members, and Faye Hassel M. Mendoza, PLEB Secretary.
Special guest PCOL Randy A. Abunda, Chief of Police of Cabadbaran City, attended the meeting and briefed the Board on current updates, initiatives, and programs of the Cabadbaran City Police Station. He likewise served as resource person in relation to the PLEB reference materials that are intended to be turned over to police personnel for their guidance and use.
Through these initiatives, the PLEB of Cabadbaran City continues to pursue its mandate of fostering public trust, reinforcing police accountability, and contributing to the maintenance of lawful and responsive public service.
