That’s a wrap for the first day of the Government Procurement Policy Board (GPPB) Training for the DICT - Negros Island Region team at the Digital Transformation Center in Dumaguete City!

Today, our team spent the day strengthening our standards in procurement compliance and operational transparency in line with the Implementing Rules and Regulations (IRR) of Republic Act No. 12009, or the New Government Procurement Act.

From strategic procurement planning to budgeting linkages, we are equipping our workforce with the tools needed to build a more accountable, efficient, and digital-ready public service.

When digital empowerment starts at the community level, those who bring technology closer to the people must be empowered first. In San Carlos City, this commitment to serving the community continues through the capacity building of its Tech4ED Center Managers, with the Department of Information and Communications Technology – ICT Literacy and Competency Development Bureau (DICT-ILCDB) taking the journey with the city through initiatives that strengthen the people behind its community-based digital services.

The Training of Trainers for Partner Tech4ED Center Managers in San Carlos City marked the first rollout of the capacity-building initiative for this year, gathering Center Managers from Tech4ED Centers across the city’s barangays. The three-day activity provided a venue for them to strengthen their competencies, exchange experiences, and gain practical knowledge that can be translated into more responsive digital services and learning opportunities for their respective communities.

The training covered 𝐂𝐲𝐛𝐞𝐫 𝐇𝐲𝐠𝐢𝐞𝐧𝐞, 𝐌𝐨𝐛𝐢𝐥𝐞 𝐏𝐡𝐨𝐭𝐨𝐠𝐫𝐚𝐩𝐡𝐲 𝐚𝐧𝐝 𝐁𝐚𝐬𝐢𝐜 𝐒𝐨𝐜𝐢𝐚𝐥 𝐌𝐞𝐝𝐢𝐚 𝐌𝐚𝐫𝐤𝐞𝐭𝐢𝐧𝐠, and 𝐈𝐧𝐭𝐫𝐨𝐝𝐮𝐜𝐭𝐢𝐨𝐧 𝐭𝐨 𝐂𝐢𝐬𝐜𝐨 𝐍𝐞𝐭𝐰𝐨𝐫𝐤𝐢𝐧𝐠 𝐀𝐜𝐚𝐝𝐞𝐦y, equipping the Center Managers with practical knowledge and skills that they can bring back to their respective centers and cascade to the communities they serve. Through this initiative, DICT-ILCDB and the City of San Carlos continue to strengthen the local digital workforce and bring technology-enabled opportunities closer to the people.

From August 24 to 28, 2026, MSME owners and representatives in Silay City did something most business owners never make time for. They stepped away from the counter, the inventory, the daily grind, and sat down to learn how artificial intelligence can actually work for their business.
DICT NIR ran the SPARK Face to Face Technical Training on Artificial Intelligence and the Future of Digital Marketing for MSMEs at the Silay City Civic Center. Unlike our usual SPARK batches that train future virtual assistants, this one was built for the people already running the business. Shop owners, service providers, and local entrepreneurs, all learning how to use AI tools to market smarter, reach more customers, and compete without needing a bigger budget.

The long-held hope of free internet access is becoming a reality as the Department of Information and Communications Technology (DICT) launches 678 free Wi-Fi sites across the Negros Island Region, covering Negros Oriental, Negros Occidental, and Siquijor.

Of the total, 327 sites are in Negros Oriental, 280 in Negros Occidental, and 71 in Siquijor, providing free internet access in 248 locations across 56 towns and 196 barangays.

DICT said the program aims to expand internet access and support education, government services, and livelihood opportunities, including for small businesses.

Each site offers at least 200 Mbps download and 20 Mbps upload speeds and is expected to serve up to 1,200 users daily, including communities in remote and hard-to-reach areas.
