Caibiran MPS Joint Law Enforcement Operation Nets Wanted Person for Theft

CAIBIRAN, BILIRAN – A coordinated joint operation led by Caibiran Municipal Police Station, under the leadership of PMAJ JOET MICAH O EVANGELISTA, Chief of Police with elements from Maripipi MPS, Biliran PPO PIU and CIDG Biliran PFU, successfully apprehended a wanted individual on September 5, 2026 in Brgy. VIga, Maripipi, Biliran.

"This successful joint operation reflects our unwavering commitment to hunting down law evaders and ensuring they face the bar of justice. By strengthening our coordination with various intelligence units and communities, we leave no room for criminal elements to hide," said PMAJ EVANGELISTA.

The arrested individual was identified as alias "Asoy," 29 years old, farmer and a resident from the Municipality of Caibiran, Biliran. The apprehension was executed by virtue of a Warrant of Arrest for the crime of Theft issued by the Presiding Judge of the 3rd Municipal Circuit Trial Court (Caibiran-Culaba), dated July 30, 2026 with a recommended bail of P6,000.00.

The operation was conducted in strict adherence to operational guidelines with the accused duly informed of his constitutional rights. The arrested individual is currently under the custody of Caibiran MPS for proper booking procedures, documentation and technical processing prior to eventual turnover to the issuing court.

Biliran PMFC Arrests Individuals for Alleged Threats and Violation Comprehensive Fi****ms and Am******on Regulation Act (R.A 10591)

SAN ROQUE, BILIRAN – The Biliran Provincial Mobile Force Company (BPMFC) under the leadership of PMAJ JOVIERICKS DECAPIA, Officer In-Charge, arrested two (2) individuals for an alleged threat with the use of fi***rm at about 02:30 am today, September 5, 2026 at Brgy. Villa Cornejo, Kawayan, Biliran.

Complainant personally appeared at 2nd Maneuver Platoon based at Brgy. Madao, Kawayan, Biliran, earlier today, September 5, 2026 seeking police assistance on an alleged threat involving fi***rms. Initial investigation disclosed that the complainant, alias “Rosa,” 28 years old, an OFW and resident of Brgy. San Lorenzo, Kawayan together with her friends were having a drinking session when the suspects arrived and joined the group. During the incident, one of the suspects allegedly placed a fi***rm on the table in front of the complainant, causing fear and prompting her to seek police assistance.

Responding personnel proceeded to the area and conducted a search. The fi***rm was subsequently turned over to the police by a resident who had earlier received it from another individual who reportedly took possession of the weapon before the arrival of the responding officers.

Recovered were one .38 caliber revolver, one live 9mm am******on, two live .38 caliber am******on, and one fired 9mm cartridge.

The arrested individuals were alias “Desio,” 47 years old, a backhoe operator and alleged owner of a .38 caliber Smith & Wesson revolver without serial number and his cohort alias “We,” unemployed, 40 years old, both residents of Brgy. Mapuyo, Kawayan, Biliran.

The arrested individuals were duly informed of their constitutional rights in a dialect known to them and subsequently brought to Kawayan MPS Station for documentation and proper disposition.

2ND PLATOON BPMFC ARRESTS TWO SUSPECTS FOR ALLEGED THREATS, FI****MS VIOLATION IN KAWAYAN

CAMP DADIZON, NAVAL, BILIRAN – Personnel of the 2nd Platoon, Biliran Provincial Mobile Force Company (BPMFC), arrested two suspects involving alleged threats with the use of fi***rm and violation of Republic Act No. 10591, or the Comprehensive Fi****ms and Am******on Regulation Act, during a police response at about 2:30 AM on September 5, 2026, in Brgy. Villa Cornejo, Kawayan, Biliran.

₱3.2M WORTH OF SUSPECTED SMUGGLED GOODS SEIZED IN SOUTHERN LEYTE, SULU

The Philippine National Police (PNP) seized more than ₱3.2 million worth of suspected smuggled petroleum products and ci******es in separate anti-smuggling operations in Southern Leyte and Sulu on September 3, 2026, resulting in the arrest of two individuals and the recovery of 21 master cases of suspected smuggled ci******es.

In Sogod, Southern Leyte, personnel of the Criminal Investigation and Detection Group (CIDG) Southern Leyte Provincial Field Unit and Sogod Municipal Police Station arrested two individuals, both of legal age and Filipino nationals, during an operation at around 5:30 p.m. The operation resulted in the seizure of 10,000 liters of diesel, 5,000 liters of premium gasoline, and 14,000 liters of unleaded gasoline, with a combined estimated market value of ₱2.18 million.

Meanwhile, in Pangutaran, Sulu, police personnel recovered 21 master cases of suspected smuggled ci******es valued at approximately ₱1.029 million during an anti-smuggling operation. The items were found abandoned and were brought to the police station for proper disposition and subsequent turnover to the Bureau of Customs.

Chief PNP Police General Jose Melencio C. Nartatez Jr. said the operations demonstrate the importance of sustained police presence and coordination in protecting communities and legitimate businesses from the effects of illegal trade.

“Every successful operation sends a clear message that illegal trade will not be allowed to undermine legitimate commerce. We act on information, we coordinate with the proper agencies, and we make sure the evidence is properly handled. Trabaho natin ito, at gagawin natin nang maayos,” PGen Nartatez said.

The operations form part of the PNP’s continuing implementation of its Focused Agenda under Enhanced Managing Police Operations (EMPO), strengthening police efforts to address activities that affect public order, lawful commerce, and community welfare. These efforts are likewise consistent with President Ferdinand R. Marcos Jr.’s commitment to uphold law and order while protecting legitimate economic activity.

The arrested individuals and recovered items are under police custody for appropriate legal proceedings, while the seized ci******es in Sulu are being prepared for turnover to the Bureau of Customs for proper disposition.

Through sustained enforcement, inter-agency coordination, and responsive police operations, the PNP continues to protect communities and legitimate commerce in support of a Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

EASTERN VISAYAS’ 4TH AND 5TH MOST WANTED PERSONS FOR R**E FALL IN LUZON

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested two Regional Most Wanted Persons of Region 8 for r**e in separate operations conducted in Quezon Province and Caloocan City on September 3, 2026.

First arrested was alias “Gino,” a 21-year-old Filipino male construction worker and No. 5 Regional Most Wanted Person of Region 8. He was apprehended at Buenaventura Alandy National High School in Barangay Ibabang Bukal, Tayabas, Quezon Province, by virtue of a warrant of arrest for R**e under Article 266-A of the Revised Penal Code, with no bail recommended.

Later that day, alias “Ben,” an 18-year-old Filipino male and No. 4 Regional Most Wanted Person of Region 8, was arrested in Barangay 176, Bagong Silang, Caloocan City. He was likewise apprehended by virtue of a warrant of arrest for R**e under Article 266-A of the Revised Penal Code, with no bail recommended.

The arrests were carried out by personnel of the Regional Intelligence Division–Regional Special Operations Unit 8 (RID-RSOU-8), together with the Area Counterintelligence Section of the Regional Intelligence Division, NCRPO (ACS-RID, NCRPO), in coordination with the Biri Municipal Police Station and other concerned police units. Intelligence gathering, verification, surveillance, and sustained information-sharing enabled the police to track and confirm the whereabouts of the two wanted persons despite their presence outside Region 8.

Following their arrest, both individuals were informed of the nature and cause of their arrest and apprised of their constitutional rights in a language known to and understood by them. They were subsequently brought to the ACS-RID, NCRPO custodial facility at Camp Bagong Diwa, Bicutan, Taguig City, for documentation and proper disposition.

The operation supports the PNP Focused Agenda, which strengthens intelligence-led police operations and accountability, particularly under Enhanced Managing Police Operations.

PGEN Jose Melencio C. Nartatez Jr. said the arrests demonstrate the PNP’s firm resolve to pursue wanted persons regardless of where they may hide.

“Distance and jurisdictional boundaries will not deter our law enforcement efforts. We will use every lawful means available to locate wanted persons and bring them before the proper authorities,” PGEN Nartatez said.

He also underscored the importance of securing justice for victims of serious crimes.

“Hindi titigil ang PNP sa pagtugis sa mga wanted person, saan man sila magtago. Patuloy nating paiigtingin ang ating mga operasyon upang maibigay sa mga biktima ang hustisyang nararapat sa kanila,” he added.

The arrests of Region 8’s No. 4 and No. 5 Most Wanted Persons for r**e underscore the PNP’s firm pursuit of individuals wanted for serious offenses, even beyond their home region.

As the PNP strengthens its campaign against wanted persons under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

Official Statement on the Reported Presence of Armed Civilians at an Albuera Checkpoint

PBGEN JASON L CAPOY, Regional Director, Police Regional Office 8, has directed an impartial and thorough investigation into the reported presence of armed civilians at a police checkpoint in Albuera, Leyte, to determine the facts and ascertain compliance with PNP protocols and procedures.

Pending the investigation, the police personnel assigned at the border control point have been relieved from their posts, while appropriate administrative action has been recommended concerning the Chief of Police.

RD CAPOY emphasized that the PNP shall not tolerate any act that violates established policies, operational protocols, and ethical standards. Personnel found accountable for any infraction shall face appropriate administrative or legal action in accordance with existing laws, rules, and regulations.

PRO 8 assures the public that the matter is being addressed with impartiality and transparency, and that PRO 8 remains firm in upholding discipline and accountability in the police service.

BILIRAN PPO PARTNERS IN THE CONDUCT OF SCHOOL SAFETY DRILLS

CAMP DADIZON, NAVAL, BILIRAN – The Biliran Police Provincial Office (BPPO), in coordination with the DepEd Schools Division Office of Biliran (SDO Biliran) and partner agencies, conducted a Division Ceremonial Drill on the Nationwide Simultaneous School Safety for Active Attack Incidents at Naval National High School, Brgy. Larrazabal, Naval, Biliran, this morning, September 3, 2026,

The activity aimed to strengthen the preparedness, coordination, and response of the students and school personnel, law enforcement authorities, and other concerned agencies in dealing with possible active attack incidents within school premises, while promoting a standard of safety and preparedness among learners, teachers, and the school community.

The program commenced with the arrival of guests and participants, followed by the preliminaries, including the Philippine National Anthem, Prayer, SDO Biliran Hymn, Biliran Hymn, DepEd Quality Policy Statement, and Welcome Message from Dr. Roberto N. Mangalimman, CESO V, Schools Division Superintendent. The acknowledgement of guests and participants and the statement of purpose were also presented.

A Scenario Briefing was conducted at 9:30 AM to familiarize the students, teachers, and other school personnel with the planned emergency situation and the appropriate procedures to be undertaken during the exercise. This was followed by the Actual Drill, which demonstrated the coordinated response and actions of responding personnel and school stakeholders during an active attack scenario.

The drill was conducted with the participation and support of personnel from the Biliran Police Provincial Office (BPPO), Bureau of Fire Protection–Naval Municipal Fire Station (BFP-Naval MFS), Provincial Disaster Risk Reduction and Management Office (PDRRMO) of Biliran, and Naval Rescue Unit (NAVRU).

Following the actual drill, a Drill Review and Evaluation was conducted by Mr. Sofronio Dacillo, PDRRMO; Mr. Raul Villordon, MDRRMO-Naval; SFO4 Daniel M. Colilihan, OIC- Naval Fire Marshal; and PLTCOL SHEVERT L MACHETE, DPDO, Biliran PPO. The evaluators provided their respective assessments of the participants’ performance and identified areas for improvement in emergency response, communication, coordination, evacuation procedures, and overall school safety protocols.

The activity underscored the importance of inter-agency collaboration and preparedness in ensuring the safety and protection of learners, teachers, school personnel, and the entire school community during emergency and active attack situations in the school.

The program concluded with the Closing Remarks delivered by Dr. Zaea Villamor, School Head of Naval National High School, emphasizing the shared responsibility of government agencies, schools, and communities in creating a safe and secure learning environment.
