NEW | Updated Guidelines on Appropriation, Release, Planning. and Budgeting Process for the SK Funds

: The Department of Budget and Management (DBM), the Department of the Interior and Local Government (DILG), and the National Youth Commission (NYC) issued Joint Memorandum Circular No. 1, s. 2025 dated May 23 titled โ€œUpdated Guidelines on the Appropriation, Release, Planning, and Budgeting Process for the SK Funds.โ€

The circular prescribes the updated guidelines on the appropriation and release of the Sanggunian Kabataan (SK) funds, in view of the enactment of Republic Act (RA) No. 11768, which amends certain sections of RA No. 10742 or the โ€œSK Reform Act of 2015.โ€

The session helped the barangay understand their performance, identify areas for improvement, and agree on concrete steps to enhance their Lupong Tagapamayapa.

In alignment with directives from the Department of the Interior and Local Government (DILG), barangays in Minalabac, Camarines Sur, opened their Day Care Centers and Barangay Health Stations (BHS) to support voters during the national and local elections. This initiative aimed to provide accessible venues for childcare and basic health services, ensuring that voters, especially parents and individuals with health concerns, could participate in the electoral process without hindrance.

Ngayong Araw ng Paggawa, nakikiisa ang DILG Camarines Sur sa pagdiriwang ng sipag, dedikasyon, at walang sawang serbisyo ng lahat ng mga manggagawa sa buong bansa. Mula sa mga frontliner, g**o, doktor, nurse, hanggang sa mga manggagawa sa pabrika, industriya, at mga maliliit na negosyo, sila ang mga gulugod ng ating ekonomiya at lipunan.

Para sa lahat ng manggagawa, ang inyong pagsusumikap ay hindi matatawaran. Huwag natin kalimutan na ang inyong sakripisyo ay nagsisilbing inspirasyon sa bawat isa sa atin.

READ | DILG Rolls Out โ€œListo si KAPโ€ to Strengthen Barangay Disaster Preparedness

In line with President Ferdinand R. Marcos, Jr.โ€™s call for safer and disaster-resilient communities, the Department of the Interior and Local Government (DILG) has launched Listo si KAP (Komunidad at Punong Barangays), a comprehensive disaster preparedness and response framework tailored for barangays.

Building on the multi-hazard response plan Operation L!sto, Listo si KAP provides barangays with protocols to help them better prepare for, respond to, and recover from disasters. The initiative promotes heightened vigilance during the pre-disaster phase, outlines critical actions for imminent hazards, and guides communities in conducting post-disaster needs assessments.

Under Memorandum Circular No. 2025-035, the existing Barangay Development Council shall serve as the Local Disaster Risk Reduction and Management (LDRRM) Council, responsible for approving the Barangay DRRM Plan and recommending emergency measures such as preemptive evacuation. The Barangay DRRM Committee (BDRRMC), meanwhile, will function as the LDRRM Office tasked with crafting and executing disaster risk management programs at the barangay level.

Among the BDRRMCโ€™s responsibilities during the preparedness phase are the conduct of regular disaster drills, ensuring the availability of emergency equipment and supplies, and auditing critical infrastructure. During the response phase, barangays must activate operations centers, manage evacuation sites, and coordinate search and rescue efforts.

Post-disaster, BDRRMCs are also expected to assist in damage assessment, rehabilitation efforts, and engage various sectors in crafting sustainable recovery solutions.

With Listo si KAP, the DILG affirms its commitment to empowering barangays in building disaster-resilient communities across the country.

The Local Public Transport Route Plan (LPTRP) plays a vital role in enhancing the efficiency and sustainability of public transportation in local areas. It serves as a strategic framework for organizing routes to ensure that public utility vehicles (PUVs) operate in a well-coordinated and efficient manner. It empowers Local Government Units (LGUs) by giving them the authority to tailor transport systems according to the specific needs of their communities.

Kudos to the dedicated men and women behind the successful crafting of the LPTRP, ensuring its full compliance with the guidelines and standards set by the Department of Transportation and the LTFRB.
