A joint committee hearing of the Committee on Agriculture and the Committee on Finance was conducted on May 25, 2026, at the Sangguniang Bayan Session Hall, presided over by Hon. Vince Marion C. Balajadia together with Hon. Tristar P. Sotto and Hon. Lourdes G. Sicat.

The proposed ordinance principally seeks to institutionalize a responsive and sustainable irrigation assistance program through the provision of solar-powered irrigation support to identified priority agricultural barangays within the Municipality of Mexico, Pampanga. According to Hon. Balajadia, the initiative aims to strengthen agricultural productivity, lessen the operational burden among farmers, improve accessibility to irrigation water sources, and promote the adoption of renewable and environmentally sustainable technologies in the local agricultural sector.

Present during the committee hearing were members of the Local Finance Committee, the Municipal Agriculturist, and representatives from various Civil Society Organizations composed of farmers and agricultural stakeholders.

Discussions during the hearing focused on Section 5 of the proposed ordinance concerning procurement procedures, which provides that the Municipal Government shall centrally procure mobile solar surface water pumps in accordance with Republic Act No. 9184, its Implementing Rules and Regulations, and other applicable procurement laws and policies. The Municipal Agriculture Office shall determine the appropriate technical specifications to ensure that procured units are durable, portable, suitable for shallow water sources, powered by efficient and reliable solar technology, and appropriate for local farming conditions.

The committee likewise deliberated on Section 7 of the proposed measure covering distribution, custodianship, accountability, and utilization of the solar-powered irrigation equipment. Under the proposal, ownership of all procured units shall remain with the Municipal Government of Mexico, Pampanga, while custodianship may be assigned to recipient barangays through their respective Barangay Captains or authorized accountable officers. Farmers’ Associations, Irrigators’ Associations, and organized farming groups may also be designated as co-managers or authorized users of the equipment.

The proposed ordinance further provides safeguards to ensure proper utilization, inventory, accountability, and equitable access to qualified farmer-beneficiaries, including the possible ex*****on of a Memorandum of Agreement (MOA) between the Municipality and recipient barangays for maintenance, safekeeping, and operational responsibilities.

The committee also emphasized that the deliberations will continue through a series of committee hearings to further refine the proposed measure and ensure that all concerns and recommendations from stakeholders are properly addressed prior to its approval.

The Committee on Finance of the Sangguniang Bayan of Mexico, chaired by Councilor Lourdes G. Sicat with Councilor Ma. Angela B. Pangan, recently conducted a series of committee hearings on May 25, 2026 to deliberate on several important measures concerning the municipality’s infrastructure development, public safety programs, and fiscal planning.

Among the measures discussed was the following items:

-Proposed Resolution No. 346-2026, Re: A resolution favorably endorsing the Proposed Infrastructure Projects under the Regional Budget Proposal for Fiscal Year 2027;

-Proposed Resolution No. 347-2026, Re: A resolution authorizing the utilization of the 20% share of the Municipality of Mexico, Pampanga from the Fire Code Fees Collection for programs, projects, and activities related to fire prevention, disaster preparedness, and public safety; and

-Proposed Resolution No. 352-2026, Re: A resolution approving the Supplemental Annual Investment Program (AIP) No. 3 for Calendar Year 2026 of the Municipality of Mexico, Province of Pampanga.

Present during the committee hearings were representatives from the concerned municipal offices, where each proposed resolution was properly and thoroughly deliberated by the conducting committee.

Chaired by Councilor Lourdes G. Sicat and Councilor Ma. Angela B. Pangan, the Committee on Finance, Ways & Means and Appropriations continues to deliberate on barangay and Sangguniang Kabataan (SK) budgets to ensure that proposed programs, projects, and expenditures are aligned with existing budgeting rules and the development priorities of the community.

The following proposed resolutions were taken up during the hearing:

1.Proposed Resolution No. 341-2026, Re: A resolution approving the Supplemental Budget No. 1 for Calendar Year 2026 of the Sangguniang Kabataan of Barangay Pandacaqui in the amount of P786,847.41.

2.Proposed Resolution No. 342-2026, Re: A resolution approving Supplemental Budget No. 1 for Calendar Year 2026 of the Barangay Panipuan in the amount of P 1,430,033.34; and

3.Proposed Resolution No. 349-2026, Re: A resolution approving the Annual Budget for Calendar Year 2026 of the Sangguniang Kabataan of Barangay Acli in the amount of P 617,035.

Present during the hearing on May 25, 2026 were the officials of the aforementioned barangays, who personally appeared before the committee to present and explain the details of their respective proposed budgets. The discussions focused on the allocation of funds for priority programs, youth development initiatives, barangay operations, and other community-based services intended to benefit their constituents. Committee members also raised clarifications and recommendations to ensure transparency, accountability, and proper utilization of public funds.

The 12th Sangguniang Bayan of Mexico, Pampanga successfully conducted its 45th Regular Session on May 26, 2026, with Councilor Bonus temporarily serving as the Presiding Officer under the “Gavel Program,” an initiative that promotes shared leadership, collaboration, and stronger legislative governance.

During the session, the council deliberated on several important measures and resolutions included in the Order of Business, particularly the approval of supplemental budgets and annual budgets for various barangays and Sangguniang Kabataan councils, including Barangays Pandacaqui, Panipuan, Acli, Balas, and Laug. The body also tackled the approval of the Supplemental Annual Investment Program (AIP) for Calendar Year 2026 and the endorsement of proposed infrastructure projects under the Regional Budget Proposal for Fiscal Year 2027.

Among the significant matters discussed were resolutions authorizing the utilization of the Municipality’s 20% share from Fire Code Fees Collection for fire prevention, disaster preparedness, and public safety programs, as well as the proposed modification of the Divisoria TODA tricycle franchise route to better serve residents and nearby communities. The session likewise included the first reading of several proposed resolutions, such as the commendation of Mr. Christian L. Manalo of Barangay Pandacaqui for his achievements in the Mister Pampanga World 2026 competition, the approval of barangay ordinances concerning the Barangay Information Management System (BIMS) and barangay revenue code, and the granting of a permit for the establishment of “Nilva Villa Resort” in Barangay Sta. Cruz.

Further discussed were measures supporting inclusive governance and social services, including the authorization for the Municipal Mayor to sign a Deed of Donation with the National Council on Disability Affairs (NCDA) for equipment intended for the Persons with Disability Affairs Office (PDAO). On Third and Final Reading, the Sangguniang Bayan deliberated on Proposed Measure No. 054-2026, which seeks to provide free birth certificate registration for indigent and qualified students under the program “Batang Mexicano, Birth Certificate Mo, Libreng Rehistro,” as well as Proposed Measure No. 075-2026 concerning the amendment of a land reclassification ordinance in Barangay Tangle.

The session also addressed other important matters referred to various committees, including concerns involving agricultural land beneficiaries in Barangay San Pedro Camuning, unresolved relocation and land titling issues in Barangay Panipuan, and proposed amendments to Municipal Ordinance No. 035-2025 or the “Mabuhay Gestures” ordinance.

The session highlighted the commitment of the Sangguniang Bayan toward participatory leadership and legislative excellence through active discussion, proper committee referrals, and continued support for programs benefiting the youth, barangays, farmers, persons with disabilities, and other sectors of the community.

The “Gavel Program” reflects the spirit of unity and collective responsibility among members of the legislative body in advancing responsive and people-centered governance for every Mexicano.

A series of committee hearings were conducted by the Committee on Franchises and Public Utilities on May 19, 2026 at the SB Session Hall, chaired by Hon. John Paul D. Gozun, together with Hon. Ariel Benedict B. Bonus, regarding the following matters:

-Proposed Resolution No. 345-2026, entitled: “A Resolution Authorizing the Modification of the Tricycle Franchise Route of the Divisoria TODA Covering Divisoria - Lakeshore via Poblacion and Vice Versa to Include Villa Corazon, The Ridge, Global, and Abenson”; and

-A letter-request from Kagawad Irene D. Munar of Barangay Cawayan and Mr. Gerardo M. Vital, President of Cawayan TODA, requesting the grant of a tricycle franchise to allow the operation of tricycles within Barangay Cawayan.

The officers of the aforementioned TODAs were present during the hearings to discuss and present their respective requests. The Committee raised queries regarding the proposed routes, while the Chairman also discussed the requirements necessary for the approval of the applications. Concerned barangay officials were likewise present and provided their inputs and recommendations regarding the matters under deliberation.

Rising cases of mendicancy have become a growing concern for the Municipal Government of Mexico. In response, the Department of Social Welfare and Development continues to urge the public to refrain from giving alms to beggars as part of nationwide efforts to reduce mendicancy in streets and public places. Local authorities emphasized that the increasing presence of mendicants poses threats to public safety, health, and order, while also affecting the dignity and welfare of individuals involved. Rampant mendicancy has likewise been associated with criminal activities, traffic hazards, exploitation, and health risks, undermining the promotion of social justice and self-reliance within the community.

In view thereof, the 9th Sangguniang Bayan, through a measure sponsored by Hon. Lourdes G. Sicat, deemed it necessary to adopt policies and interventions aimed at preventing and eliminating mendicancy within the municipality and in providing greater protection to the public against its adverse effects.

Municipal Ordinance No. 028-2017 is anchored on the provisions of Comprehensive Mendicancy Law of 1978 or Presidential Decree No. 1563, series of 1978, which recognizes the urgent need to provide appropriate interventions and social welfare services to mendicants in order to help them meet their basic needs, develop self-reliance, and become productive members of society. The measure aims to prevent and reduce mendicancy in Mexico, protect children and minors from exploitation through begging, and provide rehabilitation and social welfare services that will assist mendicants in becoming self-reliant and productive members of the community. Under the ordinance, it is unlawful for any person or group to engage in mendicancy, as well as to abet, tolerate, or give alms to mendicants within the territorial jurisdiction of the municipality.

The 12th Sangguniang Bayan reminds the public of the implementation of Municipal Ordinance No. 028-2017, otherwise known as the “Anti-Mendicancy Ordinance.” Residents are encouraged to extend help through proper government and social welfare channels instead of giving alms directly on streets and public places. Let us work together in promoting public order, safety, and compassion through responsible community action.
