However, Congressman Isidro Ungab revealed a disturbing truth: the bicameral conference report contains blank and incomplete details! Public funds are at stake, and this isn’t just negligence—it could very well be a crime!

The main issue here is not the denial of responsibility, but the lack of interest to find out who filled in the blanks. As if his boss is not the President who should be on top of everything, especially in controversies like this. This is how useless the President is.
