SECTION UPDATE | PD Julius Rodel L. Cal Ortiz attended the MASPLANADO 2nd Quarter Meeting held on May 21, 2026 at the 2nd Floor, PDRRMO Building, Masbate City.

The meeting served as a venue for discussion and coordination among member regarding important planning and development updates within the province. Among the key agenda discussed were the 2027 CBMS updates and the formulation/updating of the CBMS, along with other relevant matters concerning local planning and development initiatives.

The activity highlighted the importance of collaboration, proper data management, and continuous coordination among agencies in strengthening local governance, planning, and disaster preparedness efforts.

PD Cal Ortiz reaffirmed his support for initiatives that promote effective planning, coordination, and data-driven decision-making for the benefit of the communities in Masbate Province.

The DILG Masbate Provincial Operations Office, through the RODEO Sub-LGRRC in partnership with PhilHealth Masbate, successfully conducted an Orientation on the Yaman ng Kalusugan Program (YAKAP) on May 21, 2026 via a hybrid setup to enhance awareness and understanding of the program’s salient features, benefits, and services among participating stakeholders.

The activity was attended by personnel from the DILG Masbate Provincial Office, while Field Officers from various Local Government Units (LGUs) participated virtually through the Zoom platform, ensuring wider participation and accessibility among stakeholders across the province.

The activity aimed to strengthen collaboration between agencies and equip participants with relevant information necessary in promoting accessible and responsive healthcare services within their respective communities.

The DILG Masbate Provincial Operations Office, through the Local Government Capability Development Section, represented by LDPAU AFP LGOO II Trecemar V. Danao, attended and participated in the Training on Climate and Disaster Risk Assessment (CDRA) and Geographic Information System (GIS), together with DILG ENPs, LGOO VI Glenda N. Ibanez and LGOO III Charene Joy R. Briones, to further equip DILG personnel with the technical capacity and knowledge necessary in assisting Local Government Units (LGUs) in disaster risk reduction and climate change adaptation planning.

The activity also aimed to enhance participants’ competencies in utilizing GIS tools and integrating risk assessment methodologies in local development planning to promote data-driven, resilient, and sustainable communities.

Through the FY 2023 Growth Equity Fund (GEF) Program, the Level II Water System provides a safe, reliable, and sustainable water source directly into the heart of the community of Barangay Zapatos, Balud, Masbate.

The CY 2026 Retooled Community Support Program (RCSP) was successfully conducted on May 5–7, 2026 in the two target barangays of the Province of Masbate, namely Barangay Asid and Barangay Malinta of City of Masbate. The three-day activity served as a vital platform for engaging local communities, identifying grassroots concerns, and strengthening the partnership between the government, stakeholders, and the people.

Among the major activities conducted during the implementation of the program were the Enhanced Barangay Development Plan (eBDP) Formulation facilitated by the DILG Baranggayan Facilitators, which aimed to identify and prioritize the pressing needs and development goals of the barangays through participatory planning and community consultation.

In addition, the Barangay-Based Institutions (BBIs) Strengthening activities were conducted by DILG Facilitators together with personnel from the City Government of Masbate, Bureau of Fire Protection (BFP), and Philippine National Police (PNP). These sessions focused on enhancing the capabilities of barangay-based organizations and institutions, promoting disaster preparedness and public safety awareness, strengthening peace and order initiatives, and encouraging active community participation in local governance and development programs.

The successful conduct of the RCSP highlights the government’s continuing commitment to empowering communities, improving service delivery, and fostering stronger partnerships among stakeholders in building peaceful, resilient, and progressive barangays.

We extend our sincere appreciation to all partner agencies, facilitators, barangay officials, and community members for their invaluable support and active participation in making this initiative meaningful and successful.
