The Department of Education (DepEd) deserves credit for finally drawing a harder line against bullying, violence, and threats in schools. DepEd Order No. 006, s. 2026, gives school authorities a clearer framework for dealing with misconduct, including tougher sanctions for serious and high-risk offenses and closer coordination with law enforcement, social welfare agencies, local governments and communities.

Education Secretary Sonny Angara is right on one fundamental point: compassion for erring learners must never come at the expense of the safety of everyone else.

A school cannot be a place of learning when fear is tolerated inside the campus.

Mahigit 93,000 public school personnel ang nakatakdang makinabang sa salary upgrades matapos aprubahan ng Department of Budget and Management (DBM) ang paglalabas ng karagdagang P8.68 bilyon para sa Department of Education (DepEd) para sa patuloy na implementasyon ng Expanded Career Progression (ECP) System.

Tutugon ang karagdagang pondo sa salary differentials ng mga kwalipikadong personnel na ang mga posisyon ay na-reclassify sa ilalim ng ECP System, kung saan makikinabang ang 93,344 reclassified positions sa buong bansa.

Ayon kay DBM Acting Secretary Kim Robert C. De Leon, sa pamamagitan ng pondong ito, direktang mapakikinabangan ng mga g**o at iba pang kwalipikadong public school personnel ang career progression reforms ng pamahalaan, kasabay ng kanilang pag-angat sa propesyon.

“Kapag umaangat ang ating mga g**o sa kanilang propesyon, dapat umaangat din ang kanilang sweldo. This P8.68-billion release means more than 93,000 qualified public school personnel can receive the compensation that comes with their reclassified positions. Pinaghirapan nila ang career advancement na ito, kaya dapat maramdaman din nila ang benepisyo nito,” pahayag ni Acting Secretary De Leon.

Pinalalawak ng ECP System ang mga oportunidad para sa mga public school teacher na umangat sa kanilang propesyon at makatanggap ng mas mataas na kompensasyon habang patuloy na nananatili sa larangan ng pagtuturo. Bahagi ito ng patuloy na pagsisikap ng pamahalaan na kilalanin ang karanasan, kakayahan, at propesyonal na pag-unlad ng mga nasa sektor ng edukasyon.

Tutugon ang P8.68 bilyong pondo sa implementation requirements para sa FY 2025 at FY 2026 ng mga personnel na nabigyan na ng Notices of Organization, Staffing, and Compensation Action (NOSCA) at appointments. Ang halaga ay kukunin mula sa FY 2026 built-in Personnel Services (PS) lump-sum appropriations ng DepEd, alinsunod sa funding strategy para sa programa na inaprubahan ng DBM.

Para maipatupad agad ang mga salary upgrade, ang mga DBM Regional Offices (ROs) ang magpo-proseso at magpapalabas ng kaukulang pondo para sa kani-kanilang DepEd Regional Offices (ROs). Sa ganitong paraan, makararating ang kinakailangang pondo sa mga rehiyon kung saan nakatalaga ang mga kwalipikadong personnel.

Nakatakda ring higit pang palakasin ng Marcos Jr. Administration ang pondo para sa career advancement ng mga g**o sa susunod na taon.

Sa ilalim ng panukalang FY 2027 National Budget, P12.09 bilyon ang inilaan para sa Expanded Career Progression System—mas mataas ng P5.94 bilyon, o 96.6 percent, kumpara sa FY 2026 funding—upang suportahan ang patuloy na reclassification at career advancement ng mga public school teacher.

“We want teaching to be a profession where our educators can build a rewarding, lifelong career. Hindi dapat kailangang iwan ng isang mahusay na g**o ang classroom para lamang magkaroon ng pagkakataong umangat. By investing in their career progression, we are investing in better teachers, better classrooms, and ultimately, a better future for our children,” dagdag ni Acting Secretary De Leon.

Sa pamamagitan ng karagdagang P8.68 bilyong pondo at ng panukalang mas mataas na funding para sa ECP System sa 2027, patuloy na pinalalakas ng pamahalaan ang career pathways para sa mga public school teacher, upang matiyak na ang kanilang professional advancement ay may kaakibat na nararapat na pagkilala at kompensasyon, habang tumutulong sa pagbuo ng mas matatag na public education system para sa mga Pilipinong mag-aaral.

SDO Masbate participated in the Refresher Training on the Preparation of CSM Report for Luzon Cluster 1, focusing on the utilization of the DepEd CSM Portal—a new and unified system for CSM data consolidation and reporting.

Representing SDO Masbate were Division Information Officer Martin Espayos Technology Officer Ruel A.Cortes and Division CSM Focal Person Maricel Garganta.

The session was facilitated by Ma'am Beverly Berame of the Public Assistance Action Center (PAAC), with Ma’am Hannah Hasmin Caña and Sir Arvin John Suyat.

The Schools Division Office (SDO) of Masbate, through the 𝗦𝗼𝗰𝗶𝗮𝗹 𝗠𝗼𝗯𝗶𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗡𝗲𝘁𝘄𝗼𝗿𝗸𝗶𝗻𝗴 𝗦𝗲𝗰𝘁𝗶𝗼𝗻 (𝗦𝗼𝗰𝗠𝗼𝗯𝗡𝗲𝘁), conducted the 𝗘𝗟𝗦𝗚 𝗔𝗰𝗮𝗱𝗲𝗺𝘆: 𝗠𝗼𝗯𝗶𝗹𝗶𝘇𝗶𝗻𝗴 𝗦𝘁𝗮𝗸𝗲𝗵𝗼𝗹𝗱𝗲𝗿𝘀 𝗳𝗼𝗿 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 𝗦𝗰𝗵𝗼𝗼𝗹 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 at Unica Hija Hotel and Resort, J. Boulevard, Masbate City on August 29–31, 2026.

The three-day activity gathered 32 District Partnership Coordinators to strengthen their skills in developing and sustaining partnerships aligned with school improvement needs. The activity was led by Mr. Alexander G. Poldo, SEPS, and Ms. Dessa B. Cabatingan, EPS II, of the Social Mobilization and Networking Unit.

In his message, Assistant Schools Division Superintendent Dr. Mark Anthony H. Rupa, CESE, emphasized the role of partnership coordinators as bridges between schools and communities.
