FROM TRANSITION TO PARLIAMENT: WHAT COMES NEXT FOR THE BANGSAMORO?

Barely two weeks before the historic Bangsamoro Parliamentary Election (BPE) on September 14, 2026, the Bangsamoro stands at a defining moment—moving from years of transition toward its first regularly elected Parliament.

The Bangsamoro Transition Authority (BTA) was entrusted with an extraordinary task: to build institutions, enact foundational laws, and lay the groundwork for a parliamentary government while navigating the difficult realities of a complex political transition.

In this timely episode of The Bangsamoro Lens, Atty. Maisara C. Dandamun-Latiph, former member of the BTA Parliament and the Bangsamoro Transition Commission, takes us inside that journey.

What were the BTA’s most consequential legislative milestones? What struggles, compromises, and institutional challenges defined the transition? What remains unfinished?

And with the BPE just days away, an even bigger question confronts the Bangsamoro:

Warmest congratulations to Atty. Maisara Dandamun-Latiph, former member of the Bangsamoro Transition Authority Parliament, on her election as the President of the Association of Former Members of the Parliament (AFMP) during its organizational meeting held on August 17 in Taguig City.

The AFMP brings together 79 former parliamentarians who helped lay the legislative foundations of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

May your leadership continue to inspire former parliamentarians to share their experience, strengthen governance, and contribute to the continued development of the Bangsamoro.

Alhamdullilah for this honor and recognition. Eternally grateful to my parents, siblings, colleagues and team members for the vital support and help in fulfilling my mandate for the people.

Meet Atty. Maisara Dandamun-Latiph, a Maranao lawyer who's busy healing Marawi, one compensation at a time. Si Atty. Maisara ay hindi lang basta lawyer lang—she's a peacebuilder, an educator, at isang passionate advocate para sa marginalized communities.

As chairperson ng Marawi Compensation Board (hanggang March 2025), she led the crusade to pay 14,495 affected families from the 2017 siege—na nag-distribute na ng over 1.5 billion pesos sa legitimate claimants. Imagine coordinating a quasi-judicial body, ensuring transparency, at preventing fraud, all while listening to the stories ng mga displaced residents. That's her work.

But wait, may higit pa. Back sa Bangsamoro Transition Authority (2019-2022), she authored the Madaris Education Act (funding para sa Islamic schools), legislation protecting Bangsamoro communities outside BARMM, at multiple bills protecting children and women. Talagang seryoso sa justice at inclusion.

Beyond government, she founded the IQRA Kiddie Learning Center, Safia Learning Center, at ang Khadija Center for Muslim Women Studies—community spaces dedicated sa educational access at evidence-based research on Muslim women's realities. That's the kind ng leadership na lumalaki mula sa authentic community roots. Salamat, Atty. Maisara, for showing us what Bangsamoro service looks like.

Deeply grateful to serve as Training Director for the UNDP-funded executive course: Strengthening Local Governance for Peace and Social Cohesion: Leadership and Governance for Conflict Prevention and Peacebuilding for BARMM LGUs, facilitated in partnership with the Ateneo School of Government.

Over three intensive and highly engaging days, we brought together dedicated Local Government Unit (LGU) executives and legislators from the eight newly created municipalities in the Special Geographic Area (SGA), along with other municipal LGUs from Maguindanao, municipal planners, and officials from the Ministry of the Interior and Local Government (MILG) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The program provided a focused platform to explore conflict-sensitive policymaking, peacebuilding strategies, and approaches to fostering peaceful, cohesive, and resilient communities across the region.

This experience represented a meaningful full-circle moment for me. As a former Commissioner of the Bangsamoro Transition Commission (BTC), I actively advocated for and supported the inclusion of the 63 barangays from North Cotabato into the Bangsamoro—contributing to the foundational steps toward greater autonomy and stability.

My sincere thanks to all participants for their commitment, trust in the process, and active engagement. Together, we advanced shared goals of inclusive governance and sustainable peace.

Grateful for the continued collaboration with UNDP Philippines and the Ateneo School of Government in building stronger institutions and communities.

Bangsamoro Women's Exhibit in Tandang Sora Museum, Quezon City formally opens on January 6, 2026 led by Mayor Joy Belmonte and former MCB Chairperson Maisara Dandamun-Latiph and Quezon City Bangsamoro Affairs Office Head Col. Jamil Jaymalin.

The exhibit is an initiative of the QC Bangsamoro Affairs office featuring profiles of women leaders, arts and crafts, and traditional attire of Bangsamoro women.
