A shared commitment to better farming has brought the members of the Rizal Indigent Farmers Irrigators Association, Inc. closer to their goal of improving agricultural productivity and strengthening their community. Formed in 2022 in preparation for the Calaocan Chanum Solar-Powered Irrigation Project (SPIP), the association began with 23 farmer-beneficiaries covering 60 hectares of farmland. The establishment of a solar-powered irrigation system provided members with a more dependable water source, allowing them to irrigate their fields more efficiently and support better crop production throughout the planting season.

Continued learning has also played an important role in the association's growth. Participation in the Basic Leadership Development Course (BLDC), Financial Management System (FMS), and System Management Training (SMT) helped members develop their leadership, financial management, and organizational skills. These experiences have enabled the association to work together more effectively, manage its irrigation system responsibly, and build a stronger foundation for the farming community. The initiative demonstrates how collective efforts and continued support can transform a farming community and build a brighter future for its indigenous farmer-beneficiaries.

Before a seed goes into the soil, there is one important question every farmer should consider: When is the right time to plant?

A cropping calendar serves as a guide for the different activities throughout the crop cycle, from land preparation and planting to fertilization, pest management, irrigation, and harvesting. It helps farmers align these activities with expected weather conditions, water availability, labor requirements, and the crop's growth stages. In rainfed farming, this is especially important because planting and crop development need to coincide with rainfall patterns. In irrigated areas, a cropping calendar helps farmers schedule irrigation and make more efficient use of available water and other farm resources.

A cropping calendar also helps farmers plan backward from their desired harvest period. By understanding how long a crop takes to mature, farmers can determine the best time to sow or transplant and schedule key farm operations throughout the growing season. In rice farming, knowing when the field still has enough water and when it needs more can make a difference in how farmers manage their crops. This is the practice being applied by the Sitio Lagon Farmers Multipurpose Cooperative and the Libiscamp Irrigators Association, Inc. through Alternate Wetting and Drying (AWD). The Sitio Lagon Farmers Multipurpose Cooperative began its AWD practice on May 29, 2025, while the Libiscamp Irrigators Association, Inc. started on June 1, 2025. Through daily monitoring and measurement of water levels in their fields, farmers have a clearer basis for determining whether the available water is still sufficient or if water release is already needed. This awareness becomes particularly important during periods of extreme heat, when careful water management helps them make the most of the water available to their crops.

The value of AWD also extends beyond deciding when to irrigate. The practice gives farmers a better opportunity to observe their fields and understand how water conditions affect the soil, crops, and their daily farm activities. Soil nutrients can be used more efficiently, w**d growth can be managed, and soil temperature can be regulated as farmers work with the natural wetting and drying of the field. At the same time, the practice strengthens their awareness of water conservation and the importance of using water according to what the field needs. For the two organizations, AWD is a practical part of farming that connects careful observation with the everyday decisions made in the field.

The CARP-IC Institutional Development Division (IDD), led by Acting Division Manager Engr. Maria Theresa C. Lee, alongside IDD personnel, convened a coordination meeting with the Operations Department on September 3, 2026, at the CARP-IC Conference Room.

The meeting focused on inter-agency coordination and defining key responsibilities for three major initiatives, establishment of Operations and Maintenance (O&M) Manual for SPIPs, aligning on upcoming implementation steps for the Strategic Planning and Policy Formulation, clarifying the specific roles and participation of the Institutional Development Division (IDD), Systems Management Division (SMD), and Equipment Management Division (EMD) on Job Enrichment Training.

Key representatives from the Operations Department's IDD (Maria Mylene G. Laririt, Ma. Victoria J. Mamaril), Systems Management Division (Engrs. Christian Mark Gabuan, Ma. Lourdes J. Garriga), and Equipment Management Division (Engrs. Marcial G. Gealone Jr., Ralph Jazael M. Babac) attended the session.

By strengthening inter-division collaboration, CARP-IC aims to enhance institutional support for Irrigators' Associations and ensure seamless delivery of its core programs.

The lessons learned inside the classroom sometimes find their greatest purpose beyond its walls. For Mr. Isidro Manzano Somera, years spent teaching Engineering and Physics became a source of knowledge and leadership for the farming community. After earning his Bachelor of Science in Electrical Engineering degree with additional units in Physics, he dedicated 30 years to teaching at Mindanao State University–Maguindanao, retiring in 2021 as an Assistant Professor IV. Despite the financial hardships that once forced him to pause his education to help his family on their farm, he persevered and achieved his dream of becoming an educator. Yet even while pursuing an academic career, he remained deeply connected to agriculture, becoming one of the pioneering members of the Villamor Irrigators Association, Inc. when it was established in 1991.

Looking back, that commitment to the association has grown into 35 years of dedicated service to fellow farmers. Through his leadership as Vice President and Operation and Maintenance (O&M) Chief, Mr. Somera has helped strengthen irrigation management, champion sustainable farming practices, and guide the association toward becoming one of the Most Outstanding Irrigators Associations under the CARP-IC Program in 2022 and 2023. He has also promoted the adoption of innovations such as organic fertilizers and Alternate Wetting and Drying (AWD), demonstrating how knowledge gained in the classroom can create lasting impact in the fields. His journey reminds us that education finds its greatest purpose when it is used to uplift communities, inspire others, and help secure a better future for Filipino farmers.

The Calaocan Chanum Solar Pump Irrigation Project (SPIP) in Barangay Calaocan, Rizal, Kalinga was funded under the Comprehensive Agrarian Reform Program–Irrigation Component (CARP-IC) Phase III Regular Fund through the partnership of NIA-Kalinga Irrigation Management Office (IMO) and the Department of Agrarian Reform (DAR) Kalinga. Officially turned over on July 1, 2024, the project consists of five solar-powered pump irrigation units with canalization works, providing irrigation to 61.75 hectares of agricultural land and benefiting 60 Agrarian Reform Beneficiaries (ARBs) under the Rizal Indigent Farmers Irrigators Association.

Organized on February 17, 2022, the Rizal Indigent Farmers Irrigators Association is composed of ARBs from the Kalinga, Applai, and Kankana-ey Indigenous tribes. Throughout the implementation of the project, the association actively participated in joint monitoring activities and contributed labor during construction. Following the turnover, its members also underwent operation and maintenance training to help ensure the proper management, sustainability, and long-term operation of the irrigation system.
