GOOD GOVERNANCE HAS ALWAYS BEEN MORE THAN A PROFESSIONAL INTEREST FOR ME.
IT IS A MATTER OF PUBLIC TRUST, INSTITUTIONAL INTEGRITY, AND ULTIMATELY, OUR LOVE FOR GOD AND COUNTRY.
Storytime:
During my time at Deloitte, I served as Training Coordinator for the USAID Integrity for Investments Initiative (I3) in 2014, working closely with key accountability institutions, including Commission on Audit (COA), the Office of the Ombudsman (OMB), and Governance Commission for GOCCs (GCG).
Working directly with COA and Ombudsman counterparts gave me firsthand insight into the complexities of lifestyle checks, audits, investigations, case build-up, and pursuing accountability for unexplained or ill-gotten wealth. It deepened my respect for the professionalism, independence, and courage required of those who safeguard public accountability.
THAT EXPERIENCE CHANGED HOW I LOOKED AT GOVERNMENT AUDITING AND INVESTIGATION.
I REALIZED THAT ACCOUNTABILITY IS NOT SIMPLY ABOUT FINDING IRREGULARITIES ON PAPER. It takes people who are willing to document facts, follow financial trails, build evidence, and stand behind difficult findings, even when those findings challenge powerful interests.
I ALSO CAME TO UNDERSTAND THE VULNERABILITIES OF THE VERY INSTITUTIONS EXPECTED TO PROTECT PUBLIC RESOURCES.
OUR AUDITORS FIND THEMSELVES WORKING IN ENVIRONMENTS WHERE THEIR INDEPENDENCE AND EVEN THEIR SECURITY MAY BE AT RISK, particularly when they are colocated within local government structures and their audit observations are unfavorable to those in power.
OUR INVESTIGATORS FACE ANOTHER LAYER OF RISK. They are not always dealing with individual politicians. Sometimes, they are confronting political families, entrenched networks of influence, and machinery capable of intimidation and violence.
This experience shaped my deep and enduring respect for our auditors, investigators, and public servants who choose integrity even when integrity comes with a cost.
IT ALSO STRENGTHENED MY CONVICTION THAT INSTITUTIONS RESPONSIBLE FOR ACCOUNTABILITY MUST REMAIN INDEPENDENT, PROFESSIONALLY COMPETENT, ADEQUATELY PROTECTED, AND INSULATED FROM POLITICAL INTERFERENCE.
CIVIL SOCIETY ORGANIZATIONS, ACADEMIC INSTITUTIONS, RESPONSIBLE MEDIA, PROFESSIONAL INSTITUTIONS, AND ORDINARY CITIZENS HAVE AN EQUALLY IMPORTANT ROLE IN THE ECOSYSTEM OF CHECKS AND BALANCES.
WE NEED INDEPENDENT WATCHDOGS who can scrutinize public spending, demand transparency, follow the evidence, and ensure that accountability does not end with an audit observation but, when warranted, proceeds to investigation, prosecution, and recovery of public resources.
Sometimes, I think of our auditors and investigators as the angels of public accountability not because they are infallible, but because their work protects something that belongs to all of us:
THE PEOPLE’S MONEY AND THE PEOPLE’S TRUST.
THIS IS WHY I CONTINUE TO LONG FOR AND WORK TOWARD GOOD GOVERNANCE.
TIME REVEALS THE TRUTH.
And in public institutions, truth must be anchored in something stronger than political narratives: credible audits, documented evidence, traceable government transactions, transparent processes, and institutions capable of acting independently.
We must continue pushing for open and transparent government, not simply to punish corruption, but to prevent it.
Not simply to prosecute those who abuse public office, but to strengthen institutions so that abuse becomes harder to commit and easier to detect.
Because public funds are not abstract numbers on a balance sheet.
They are classrooms that were not built.
Hospitals that lacked equipment and medicines.
Roads and bridges that remain unfinished or not constructed at all.
Livelihoods that communities never received.
Opportunities that were taken away from people who needed them most.
EVERY PESO LOST TO CORRUPTION IS ULTIMATELY TAKEN FROM US. AND EVERY PESO PROTECTED THROUGH INTEGRITY IS AN INVESTMENT IN THE FUTURE.
LET US STRENGTHEN OUR INSTITUTIONS TODAY, SO FUTURE GENERATIONS INHERIT A GOVERNMENT THEY CAN TRUST—NOT ONE THEY MUST REPAIR.
LET US LEAVE BEHIND INSTITUTIONS THAT ARE TRANSPARENT, ACCOUNTABLE, INDEPENDENT, AND WORTHY OF THE PUBLIC TRUST.
BECAUSE IN THE END,
THE CURRENCY OF TODAY’S STRUGGLE IS LOVE—
AND THE LEGACY OF THAT LOVE SHOULD BE INTEGRITY.
