The Panel has exercised reasonable liberality in the pursuit of fairness. However, such liberality cannot be expected to be continuous nor invoked especially in the light of repeated procedural lapses. It is the processes that not only the Panel must take into great respect but as well as its concerned parties, in service to the greater integrity of student democracy.
