Fictional

Sealed Creatures Program Of The Philippines (SCP) - Is a secret organization that is responsible for capturing, containing, and studying various paranormal, supernatural, and other mysterious phenomena (known as "anomalies" or "SCPs"), while also keeping their existence hidden from the rest of society. The majority of works on the SCP are, SCP files: mock confidential scientific reports that document various SCPs.

Sealed Creatures Program Of The Philippines is direct to the command and supervision from Office Of The President and Part Of the Department Of National Defense, National Security Council & Department Of Science And Technology.

MOBILE TASK FORCES

The SCP Mobile Task Forces (MTFs) are elite units composed of personnel drawn from across the Armed Forces Of The Philippines - (Philippine Army, Philippine Air Force, Philippine Navy, Philippine Marine Corps), Philippine Coast Guard, Philippine National Police, Bureau Of Fire Protection, Bureau Of Jail Management And Penology, Metropolitan Manila Development Authority, Subic Bay Metropolitan Authority, Maritime Industry Authority, National Bureau Of Investigation, Philippine Drug Enforcement Agency, Bureau Of Customs, Bureau Of Corrections, Office For Transportation Security, Moro National Liberation Front, Land Transportation Office & Land Transportation Franchising Regulatory Board including the Operatives of DOTr - Special Action and Intelligence Committee For Transportation and also the Philippine Ports Authority Police. The rest are Cadets of Philippine National Police Academy, Philippine Military Academy, Philippine Merchant Marine Academy And ROTC Units.

SCP Mobile Task Force (MTFs) are mobilized to deal with specific threats or situations that sometimes exceed the operational capacity or expertise of regular field personnel and — as their name suggests — may be relocated between facilities or locations as they are needed. Mobile Task Force personnel represent the "best of the best" of the Sealed Creatures Program Of The Philippines.

Mobile Task Forces vary greatly in size, composition, and purpose. A battalion-strength combat-oriented task force trained to deal with highly aggressive anomalous entities may consist of hundreds of troops plus support personnel, vehicles, and equipment and can be deployed in whole or in part to deal with threats across the Country. However, a Mobile Task Force can also be a small, specialized intelligence-gathering or investigative task force that may have fewer than a dozen personnel if that is deemed sufficient to accomplish their goals.

While in the field, task force members often pose as emergency responders, local or federal law enforcement, or military personnel appropriate to the region or province in which they are operating. Mobile Task Force Commanders can also request the assistance of local field units or personnel stationed at nearby SCP facilities in order to accomplish their missions.

ORGANIZATION

Each unit is fundamentally structured in a way that best suits their intended purpose. While combat-oriented task forces may closely follow military hierarchy and organization, smaller units may have an informal or otherwise esoteric chain of command. As such, the responsibilities of the Mobile Task Force Commander (MTFC) for each particular task force can vary greatly; the commander for a large task force might focus on maintaining multiple teams and deploying them as necessary to each assigned operation, whereas the commander of a small team might deploy with their team and direct the operation from on location.

Similarly, the cohesion of each unit will vary as well. Some Mobile Task Forces consist of personnel who have trained and worked for many years or even decades together, whereas the personnel of a Mobile Task Force formed on a moment's notice to deal with a specific incident may know little more than each others' names and fields of expertise.

CREATION

Mobile Task Forces are typically commissioned as deemed necessary by the SCP Director of Task Forces, often with the direct approval of one or more UN and NATO O5 Council members. A significant number of Mobile Task Forces are created to deal with specific anomalies exhibiting traits that standard containment or response teams are unable to effectively counteract, though many were also created to pre-empt an emerging or theoretical threat.

DEACTIVATION

Mobile Task Forces created for the purpose of containing a particular anomaly are typically deactivated at the end of the recovery operation or when ongoing containment is deemed no longer necessary. Occasionally, such task forces remain operational if the expertise and experiences learned are considered useful for future incidents, but otherwise the task force will likely be disbanded and its personnel returned to their prior posts, units and branches of services. Very rarely, a Mobile Task Force will also be disbanded if it suffers sufficient casualties to render it incapable of operation. In these cases, if the prior capability of that particular task force is deemed necessary, a new task force may be commissioned to replace it.

Military and police personnel serving in the PSC retain the ranks and insignia of their parent service which are worn in almost all orders of dress.

History - On June 23, 1898, a guards unit called as the Cuerpo de la Guardia Presidencial (Presidential Guard Corps) was raised at the time to protect the first official president, Emilio Aguinaldo. Composed of a presidential cavalry squadron and artillery batteries, reinforced with multiple guards infantry battalions all under the command of Major Geronimo Gatmaitan, which provided the protection of President Aguinaldo and his family. Like today's PSC, they wore rayadillo uniforms, but with straw hats.

In 1936, the 1st Cavalry Regiment of the 1st Infantry Division, Philippine Army, raised the same year, was tasked with defending President Manuel Quezon, his family, and the palace complex. On May 22, 1938, they were joined by the Malacañang Guard, made up of a company organized into two to three platoons with a little over a hundred members, to reinforce the President's security. In February 1939, the Malacañang Guard was transferred to the Philippine Constabulary.

During the Second World War, the Presidential Guards were combined with the Philippine Constabulary and Manila ROTC units to form the new Second Regular Division which fought in Bataan. After the inauguration of the Second Philippine Republic, units of the occupying Imperial Japanese Army initially took over guard duties at the palace, only to be replaced by an all-Filipino guard battalion at the insistence of President José P. Laurel. During the Battle of Manila in 1945, Presidential Guardsmen remained at their posts in Malacañang. At war's end, it was in turn replaced by the AFP Presidential Guards Battalion under the orders of President Sergio Osmeña and would remain until the time of his successor, Manuel Roxas.

The PSG of today traces its origins to 1950 when President Elpidio Quirino transferred the Presidential Guards Battalion under the control of the Philippine Constabulary (PC) in 1950. At the same time, a separate presidential security unit was founded as the secret service and protective unit of the state presidency, the First Family, and Malacañang Palace, under the control of the Constabulary (first the Secret Service of Malacañang Palace then later renamed into the Presidential Security Force, the Presidential Security Unit, and then the Presidential Security Agency). On October 22, 1971, under the Presidency of Ferdinand Marcos, General Order No. 212 GHQ, AFP was issued, creating the Presidential Security Command (PSC) as a unified command of the AFP.

When President Corazon Aquino was sworn in as president, she gave the order to disband the PSC and replace with "a leaner" Presidential Security Group (PSG), with then-Army Colonel (and future Secretary of National Defense) Voltaire Gazmin as its chief. This was formalized by General Order No. 60, GHQ-New Armed Forces of the Philippines (NAFP), which deactivated the PSC and activated the PSG as one of the support units of the NAFP. The PSG, then as in the present, has always included both civilian agents and seconded servicemen from the Armed Forces.

The PSG launched the PSG Troopers website on February 10, 2017, as part of an effort to improve public relations. Information concerning the president's security arrangements are considered as classified.

In January 2024, the Department of National Defense officially disclosed that the Presidential Security Group (PSG) was expanded from a group to a command, now officially known again as the Presidential Security Command (PSC), restoring the setup of the organization during the time of President Ferdinand Marcos, late father and namesake of the current President, Bongbong Marcos.
