P2.75 TRILLION NAWALA SA KORAPSYON AT INFLATION: Malawakang anomalya sa flood control projects at pampublikong kontrata, ibinunyag

MANILA, Pilipinas — Patuloy ang pagbunsod ng galit ng publiko ukol sa malawakang korapsyon sa bansa kasunod ng paglalabas ng mga ulat hinggil sa trilyong-pisong nawala sa ekonomiya at ang mga natuklasang anomalya sa mga infrastructure project.

Malaking Lugi sa Ekonomiya

Ayon sa pagtaya ng Senado, umabot sa humigit-kumulang ₱2.75 trilyon ang nawala sa bansa mula ikalawang kuwarter ng 2025 hanggang ikalawang kuwarter ng 2026 dahil sa pinagsamang epekto ng korapsyon at inflation. Kasama sa naturang halaga ang mga direktang pondo ng gobyerno na naaksaya at ang mga oportunidad sa pamumuhunan na hindi naisakatuparan dahil sa pinsala sa pamamahala at pagbagal ng pag-unlad ng ekonomiya.

Anomalya sa Flood Control Projects at Imprastraktura

Nasa sentro ng usapin ang mga pampublikong proyekto ng Department of Public Works and Highways (DPWH), partikular ang mga flood control project na nagkakahalaga ng bilyun-bilyong piso:
Maling Paggamit ng Pondo at 'Ghost Projects': Lumabas sa mga pagsusuri ang pagkakadawit ng ilang opisyal, dating miyembro ng Gabinete, at mambabatas sa mga pampublikong proyekto na hindi natapos o itinuturing na "ghost projects."
Ilegal na Payouts: Natuklasan ang mahigit ₱573 milyon na pampublikong pondo na ibinayad nang hindi ayon sa batas at walang sapat na kaukulang dokumentasyon para sa mga infrastructure project.

Kawalan ng Public Bidding: Maraming pampublikong kontrata ang naipamahagi sa mga paboritong pribadong kompanya nang walang ginagawang pampublikong subasta o transparent na public bidding process.

Timbang ng Systemic Corruption

On September 28, government offices under the Executive branch will stop work at 1 p.m. for National Family Week, under Memorandum Circular No. 136. Essential and health services are exempt. That is the official fact. The joke is that in this country, family time needs a circular, a memo number, and probably three photocopies. Meanwhile, ordinary people still need a full expedition just to get one permit, one signature, and one person willing to say, “Please come back tomorrow.”

To be fair, the policy sounds humane. The satire is for the system: a state that can move fast when declaring half-days, but often runs on slow motion when citizens need actual service. Bureaucracy here does not just have office hours. It has a personality disorder. 😌📄
