The Municipal Gender and Development Focal Point System (GADFPS) and the Local Youth Development Office (LYDO) jointly conducted โ€œIntegrity and Identity: Building Leaders for Drug-Free, Gender-Fair, and Peaceful Communityโ€ โ€“ an awareness drive for student leaders across select schools in the Municipality of Maasim from March 23-25, 2026.

The said activity aims to provide, enhance, and supplement the existing knowledge of Supreme Secondary Learner Government (SSLG) and Supreme Elementary Learner Government (SELG) officers in the three participating schools โ€“ Nomoh Integrated School, Kyumad Integrated School, and Happy Valley Integrated School โ€“ on topics that are deemed essential in honing responsible young leaders in the modern-day society.

The pool of resource speakers featured two MGDFPS Technical Staff and Sangguniang Kabataan (SK) chairpersons from three different barangays in the municipality.

Mr. Raj Ulysses E. Loquias, a MGDFPS Technical Staff, tackled the looming dangers of illegal drugs as well as the interventions and preventive measures that can be taken with regard to this matter in his presentation titled โ€œYouth and Substance Abuseโ€. He also highlighted the roles that student leaders play in leading the fight against the proliferation of illegal drug use and substance abuse.

Also a MGDFPS Technical Staff, Mr. Aldrinn S. Orbita discussed two essential subjects. For his first presentation titled โ€œEmpowering Youth Through GAD: Understanding Gender and Developmentโ€, Mr. Orbita provided the participants the basic and fundamentals concepts in appreciating, and eventually, promoting the message of GAD on their own levels. His second presentation focused on activism and terrorism. โ€œActivism, Terrorism, and the Power of Your Voiceโ€ underscored the similarities and differences between activism and terrorism, as well as the several misconceptions on these terms that draw confusion and misjudgments which may lead to conflict and red-tagging.

At the latter part of his presentation, Mr. Orbita encouraged the student leaders to set an example for the student body in constantly speaking up for justice and in never hesitating to question and criticize wrongful acts such as corruption, among others.

SK Chairpersons, Mr. Klent Keo Loquias, Ms. Elaijah Odtuhan, and Mr. Harvin S. Rebucas โ€“ from Barangay Poblacion, Barangay Kamanga, and Barangay Malbang, respectively โ€“ took charge in delivering the essence and relevance of leadership and good governance in their presentation โ€œLeadership and Governance: Empowered to Empowerโ€. Key points in their presentation accentuated simple yet meaningful qualities that make an efficient and effective leader and the responsibilities that are on the shoulders of every leader.

As young leaders in their own right, the three SK Chairpersons reminded the student leaders that leadership is not about being in charge, rather, it is about taking care of those that are in your charge.

Activities like this prove that the local government, through its programs and supporting agencies, remains steadfast in fashioning the youth into becoming trusted partners toward development, peace, and nation-building.

In harmony with this yearโ€™s celebration of the International Womenโ€™s Month, the Municipal Gender and Development Focal Point System (MGADFPS) of Maasim distributed information, education, communication (IEC) campaign materials to employees of the local government unit and Maasimians within the vicinity of the municipal compound today, March 11, 2026.

One of the materials is a hand-held fan that has an inscription of this yearโ€™s theme, โ€œAmplifying Voices, Driving Change!โ€: . Other contents printed on the fan include messages that encourage women to stand up and speak out for their welfare and safety in the pursuit of making a positive difference towards gender equality. The fan also contains hotlines for different Women and Children Protection Desk (WCPD) โ€“ Municipal Police Station hotlines across the Province of Sarangani.

Another material that was given by MGADFPS is a mini-comic book written by Beverly C. Paoyon titled โ€œAng Pangandoy ni Maricelโ€. It tells the journey of a Blaan woman who managed to defy expectations and limitations that are imposed unto women โ€“ especially those who reside and grew up in indigenous communities โ€“ in the achievement of her aspirations.

Maricelโ€™s story serves as an inspiration for women across different backgrounds that it is possible for women to thrive in spaces and fields that they want to pursue by going against socially-imposed restrictions, standing ground on their beliefs and principles, and setting their heart into the things that they intend to fulfill.

Two elementary schools from the Municipality of Maasim, Sarangani Province were commended as Most Functional School on Gender and Development (GAD) Implementers by the Division of Sarangani Province in a memorandum released by the said agency last Friday, March 05, 2026.

The schools, namely: San Felipe Central Elementary School and Mangelen Integrated school โ€“ both from District 1 โ€“ comprised two of the top three positions in the Elementary Level; with MIS claiming the third spot and SFCES securing the top spot, ultimately.
In a Facebook post, Ms. Bridget P. Gregorio, the SFCES GAD Coordinator, extended her gratitude to Technical Staff of the Municipal GAD Focal Point System headed by Mr. Jordan D. Amadora, for their guidance and support.

It can be remembered that the said team provided technical assistance during the reviewing and checking of the GAD Accomplishment Reports of several schools in Maasim during the Search for the Top GAD Implementer in the municipal level held November of last year; where MIS and SFCES clinched the top two spots.

The awarding ceremony for the Top GAD Implementers in Sarangani will be held tomorrow, March 09, 2026, at Greenleaf Hotel, General Santos City.

In dedication of the magnanimous role that women play in society, the world recognizes the eighth day of March as the International Womenโ€™s Day.

However, it must also be remembered that celebrating women should not be reduced into a single-day event only โ€“ one that is comprised of grandiose commemorations, which in retrospect, do not address problems like violence, harassment, and discrimination, that persistently affect women across different backgrounds.

With this, everyone must uphold and respect the rights and welfare of women โ€“ in every possible moment. Doing these, among others, support our pursuit of a world that fortifies gender and development โ€“ where people, regardless of gender, are able to achieve their interests and aspirations, and no one is being limited and left behind.

The Philippines recognizes the month of March as the โ€œNational Womenโ€™s Monthโ€.

With legal bases such as the Proclamation No. 227 s. 1988 which observes March as the โ€œNational Role of Women in History Monthโ€, and the annual celebration of the โ€œNational Womenโ€™s Dayโ€ through the Republic Act. No 6949 s. 1990, among others, the said month holds utmost relevance in acknowledging the indispensable role that women play in development, growth, and nation-building.

Spearheaded by the Philippine Commission on Women (PCW), the monthlong celebration include activities and programs that seek to further empower women to take up spaces and claim opportunities that would not only enhance their capabilities, but would also bring the nation together towards a more inclusive and progressive future.

The Local Government Unit of Maasim, with the Municipal Gender and Development Focal Point System (MGADFPS), conducted its annual GAD Planning and Budgeting for the calendar year 2027 from February 26-27, 2026 at Avior Hotel, General Santos City.

Headed by Honorable Mayor Zyrex C. Pacquiao, also present during the two-day activities are different department heads and staff, representatives of civil society organizations and national-line agencies, and several members of the Sangguniang Bayan council from the Municipality of Maasim.

The program on the first day began with a message from Mayor Pacquiao, who emphasized the importance of holding the GAD Planning and Budgeting in the gender-responsiveness of the municipality, especially in making sure that every Maasimian โ€“ regardless of gender โ€“ is able to lead developed and enhanced quality of life.

This was followed by the presentation of the activityโ€™s rationale by the Municipal Local Government Operations Officer (MLGOO), Mr. Rodolfo H. Jerez. He highlighted the different roles that every participating department plays in the promotion of GAD across the communities within the municipality.

The discussions featured esteemed facilitators from the Department of Interior and Local Government. The lecture proper started with the discussion on the Revised Guidelines on the Implementation of the Magna Carta of Women by Ms. Annalyn S. Doceo LGOO VII, the Operations Manager of DILG - Sarangani Province.

Her presentation tackled essential areas and aspects that would aid the municipality in ensuring that its services are pursuant to the provisions of several legal bases on the implementation of GAD, such as the Harmonized Gender and Development Guidelines (HGDG) โ€“ a tool that helps in guaranteeing if a particular project, program, or activity (PPA) of the LGU may or may not be attributed to the GAD Fund.

The afternoon session kicked-off with a presentation of the results of the Gender Responsive LGU (GeRL) Assessment Tool by the MGDFPS Focal Person, Mr. Jordan D. Amadora - wherein the LGU attained an average of 2.68 which equates to a level description of โ€œGender Neutralโ€. The GeRL Tool is used to quantify the gender-responsiveness of local government units.

Afterwards, Ms. Marilyn B. Mallocanag a GAD Specialist also from the DILG Sarangani Province presented the Revised PCW-GFPS Assessment Tool, which as its name suggests, assesses the ability of the GADFPS to perform its mandated duties and responsibilities.

She also proceeded on to comment on the GeRL Tool Assessment Scores of the municipality and provided assistance as to how the said tool can be used in determining the PPAs that the concerned departments and agencies may propose in order to achieve a higher score in the future.

The second day of the GAD Planning and Budgeting was devoted to the presentation of every participating office and agencyโ€™s GAD Accomplishment Reports. Their reports enumerated their respective milestones and achievements relative to GAD for the year 2025, as well as the challenges that they faced in the implementation of their PPAs.

Hon. Vice Mayor Visitacion S. Nambatac also gave feedbacks on the presentations of the accomplishment reports. Her observations focused on the necessity of improving the sanitation and solid waste management in certain barangays within the locality.

She added that a clean and healthy environment would not only attract and build a positive image of Maasim among its visitors, as it would also be essential for the lives and welfare of the Maasimians.

The program came to an end with a closing message from Mayor Pacquiao, who elucidated that amid certain adjustments in the proposed GAD budget of the different offices, the LGU will constantly guarantee that they will still be able to implement their proposed PPAs with utmost quality for the benefit of its target beneficiaries and participants.

The GAD Planning and Budgeting for CY 2027 also serves as the First Quarter Meeting of the MGADFPS for this year.
