February 5, 2025 - Bantay Dagat Meeting and Maintenance Monitoring of Bantay Dagat Patrol Boat at Barangay Bahao, Libmanan, Camarines Sur.

The Municipal Agriculture Office - Fisheries Section together with the Municipal Fisheries and Aquatic Resources Management Council Chairperson Kert P. Besa conducted a meeting with Bantay Dagat to address concerns regarding the Fisheries Law Enforcement in the coastal waters of Libmanan.

The concerns being addressed include the general patrolling schedule, the status and maintenance of patrol boats, and the incoming activities in the fisheries sector of Local Government Unit of Libmanan among others.

Later in the afternoon, the team has conducted a maintenance inspection of the Salvacion Patrol Boat to facilitate the unimpeded implementation of fishery laws. The patrol boats have been sustaining damages due to the nature of the docking area in the said barangays as well as due to the past weather disturbances. The MAO Libmanan will be allocating budget for the maintenance of the said vessels.

January 31, 2025 - RGMDC convened its 1st quarterly meeting at Pasacao, Camarines Sur.

The Ragay Gulf Management and Development Council held its 1st quarterly meeting at the SB Session Hall of Pasacao Camarines Sur earlier today to address matters pertinent to the undertakings of the said council.

With Hon. George Bengua, Mayor of LGU-Pasacao and the RGMDC Vice-Chairperson, as presiding Officer, the council's agenda included the finalization of its Manual of Operations, the opening of account in the Landbank of the Philippines as well as the closure of an existing account in the Philippine National Bank (PNB), and the turning over of accounts to the council's new leadership.

The final draft of the council's Manual of Operations was presented to the body for further comments and suggestions. Except for the proposed annual contribution, the council unanimously agreed with the provisions of the MOP which was revised by its TWG last October 18, 2024 at the Bay Management Building, at Pasacao Camarines Sur. The body unanimously agreed that the annual contribution of member LGUs to the council start at 50k and be increased based on the council's performance or need.

The council proceeded with the approval of the resolutions for closure of its existing bank account in the Philippine national Bank and consecutively open a new account in the Landbank of the Philippines. With this, the council turned-over the Book of Accounts to the leadership of Hon. Mayor Jes Camara of Libmanan.

The council is set to have it's next quartely meeting on the last Friday of April 2025 at Balatan, Camarines Sur to plan for its Programs, Projects and Activities for the following years.

The council would like to extend its gratitude and apppreciation to Vice Mayor Mayrol O. Tayco and the Council Members of Pasacao for letting us use their SB Session Hall for our 1st Quarterly meeting. Thank you very much and we will take this to the heart.

Balik Sigla sa Ilog at Lawa!

The Balik Sigla sa Ilog at Lawa (BASIL) Program is a comprehensive initiative being implemented by the Bureau of Fisheries and Aquatic Resouarces (BFAR) Region Office 5 with the goal of restoring the physical and health state of inland water resources, including rivers, lakes, and reservoirs, in order to support sustainable local fisheries production.

In response for the program, the Local Government Unit of Libmanan headed by Mayor Jesus F. Camara through the Municipal Agriculture Office in partnership with DA-BFAR RO 5 conducted pre-evaluation for water parameters at Libmanan River along Barangay Mambayawas, Libamanan, Camarines Sur last January 23, 2025. The pre-evaluation was guided by Mr. Dante Bodoy, President of Inland Fisherfolks Organization. The activity conducted is to assessed the site's suitability and conformity to the physico-chemical criteria of Libmanan River.

We have a new FISHERIES SCHOLAR! Congratulations!

The Municipal Agriculture Office – Fisheries Section, Local Government Unit of Libmanan, congratulates Mr. RADNEY F. MORTEGA for passing the Fisheries Scholarship Program National Qualifying Examination for S/Y 2025-2029 held at CBSUA Main Campus, Pili, Camarines Sur last October 19, 2024.

Out of 80 examinees in Camarines Sur, only 3 including Mr. Mortega passed the scholarship’s qualifying examination with the other 2 passers being from the Municipalities of Sipocot and Calabanga. The passers will be entitled with the privilege of receiving scholarship assistance from BFAR that includes a full college tuition for a Bachelor of Science in Fisheries and other school fees, monthly stipend, book allowance, OJT Support, research/thesis support and graduation support should they decide to take Fisheries as their course in college. The Provincial Fisheries Office of Camarines Sur is set to validate and advise the passers in the coming days.

The Municipal Agriculture Office – Fisheries Section has been supporting students interested in fisheries since 2018, resulting in two graduates and one current student benefiting from the scholarship program.

During the examination, the Local Government Unit of Libmanan, through Mayor Jes Camara, provided a transportation vehicle for the examinees. Furthermore, the LGU would like to extend its gratitude to the Provincial Fisheries Office of Camarines Sur for providing the examinees a free accommodation prior to and a meal during the exam.

She sells sea shell by the… Wait! Is that an oyster?

Last May 2024, the Municipal Agriculture Office – Fisheries Section, upon the request of the University of the Philippines – Visayas and in collaboration with the Municipal Environment and Natural Resources, investigated some parts of the municipal coastal waters for the presence of Mytella strigata or commonly known as Charru mussels. These type of mussel or was tagged as an invasive species and can already be found flourishing in some parts of the Philippines. The investigation team luckily did not find any mussel or bivalves that resembles the aforementioned mussel species. However, the team did find something else!

Among the collected specimens, where Perna viridis or Green Mussel Clams, locally known as “Tahong”. The Municipal Agriculture Office and some fisherfolks of Caima has long been discussing about having trials of green mussel clams in the area. In fact, the locals have reported that there were green mussel clam production activities that happened in the area around 20 years ago. Upon consultation with the Bureau of Fisheries and Aquatic Resources – Regional Office 5, one of the requirements, should the Local Government Unit of Libmanan, decides to pursue on this undertaking, is the presence of the mussels themselves in the municipality. This is because introduction of non-native species may threaten instead of doing good to the existing ecosystem.

The samples collected will be submitted to the DA-BFAR RO 5 – Production division for a more comprehensive identification. While waiting, the Municipal Agriculture Office is already preparing for a Feasibility Assessment on Green Mussel Clam Production in Barangays Caima and Salvacion.

Aside from green mussel clam, the team may have also found an oyster species that can also be propagated as an additional source of income for fisherfolks. The Fisheries Section is looking forward for positive result that can be derived in such endeavors.

Sometimes we are unaware of the riches that we already possess. Guess we just must have to look.

NOTE: Some bivalves posted were not really green mussel clams. They really just looked so beautiful that we can't help but share them. Lovelots =)

Moving in to INLAND Fisheries.

Saturday, January 19, 2025 - The Municipal Agriculture Office – Fisheries Section has arranged a meeting with the objective of Organizing the inland or freshwater fisherfolks of Libmanan. The meeting was held at the Municipal Mayor’s Conference Room and was facilitated by the Fisheries Coordinator. This initiative carries with it the objectives of centralizing the coordination among the local inland fisherfolks, identifying different areas of concerns, as well as areas of priority for the development of aquaculture in the municipality. Thus, the Libmanan Inland Fisherfolks Organization (LIFO) is born!

With Mr. Dante Bodoy, being elected as the president of the newly organized group, LIFO aims for a more synchronized delivery of services to the inland fisherfolks. This organization shall help the inland fisherfolks channel their concerns in a collective manner thus making it firmer and well represented. This will also aid the Fisheries section strengthen its inland fisheries base data. Together, having a collective body for the representation of concerns and a good baseline data can aid in creating a good development plan for the sector. By the end, it will ultimately lead to the progressive development of aquaculture and inland fisheries that will benefit the local fisherfolks.

Mayor Jes Camara, being a native fisherfolk of Libmanan himself, always give his full support to the local fisheries sector of Libmanan, be it coastal or inland.

The Libmanan Inland Fisherfolks Organization is Set to have their first Quarterly meeting on the third Friday of February to discuss pertinent matters regarding the organization.
