Disasters donโ€™t just happen โ€” theyโ€™re shaped by the systems around us. Risks grow when environmental, social, and governance factors are ignored.

1๏ธโƒฃ Climate change
Rising temperatures are supercharging hazards โ€” making floods, droughts, and storms more frequent, intense, and unpredictable.

2๏ธโƒฃ Environmental degradation
When forests are cleared and wetlands drained, we lose natureโ€™s first line of defence against floods, landslides, and coastal surges.

3๏ธโƒฃ Poverty & inequality
Communities with fewer resources are often forced to live where hazards hit hardest โ€“ without safety nets, each disaster deepens inequality.

4๏ธโƒฃ Poorly planned urban development
Rapid, unregulated growth leaves cities exposed โ€“ weak infrastructure and unsafe housing turn hazards into human catastrophes.

5๏ธโƒฃ Weak governance
When coordination and accountability are missing, disaster prevention and response are ineffective.

The Philippine Development Plan 2023-2028 highlights the need to expand green and open public spaces to mitigate urban flooding and enhance climate resilience. Key initiatives include Green, Green, Green Program of the Department of Budget and Management, PLANADO (Plan & Do) Program of the Department of Human Settlements and Urban Development, and the Urban Biodiversity Conservation Program of the Department of Environment and Natural Resources โ€“ Biodiversity Management Bureau.

Complementing these efforts is the ongoing pilot-testing of the Department of Economy, Planning, and Developmentโ€™s (DEPDev) Manual for the Conduct of Urban Carrying Capacity Assessment (UCCA) under the Strengthening Urban Planning through UCCA (SUP-UCCA) Project, which seeks to provide science- and evidence-based assessments to guide sustainable urban development.

These initiatives underscore the governmentโ€™s commitment to building livable-inclusive, and climate-resilient communities. Strengthening coordination across national and local governments will be crucial to ensure that urban development remains responsive to environmental risks.

It is hoped that these young leaders will become more proactive in addressing climate challenges, promoting gender equality, and protecting local resources at the barangay level. They are encouraged to design and implement youth programs, projects, and activities that are responsive to the genuine needs of their communities.

We would like to acknowledge the respective barangay officials and parents of our participants, who have shown their support and encouragement in empowering our future leaders through this opportunity.

Also, our sincere appreciation to our resource speakers, Mr. Chad Christian D. Wales for sharing his expertise on Ecosystem and Biodiversity Conservation and Literacy, and Ms. Elia Maury Cunanan-Jadina for her valuable insights on Gender and Resilience.
