Paranas hosts MELLPI PRO CROWN Evaluation Team

Last May 25 to 28, 2026, the Municipality of Paranas, Samar became the focus of a comprehensive national review as the National Evaluation Team arrived for the Monitoring and Evaluation of Local Level Plan Implementation (MELLPI Pro) CROWN Evaluation.

The team brought together technical experts from the NNC Central Office, the Department of Health (DOH), and UNICEF to look closely at how local nutrition strategies are matching up with the goals of the Philippine Plan of Action for Nutrition (PPAN).

The evaluation kicked off on the first day with a courtesy call to Municipal Mayor Hon. Elvira U. Babalcon, setting a collaborative tone for the multi day validation process. The Provincial Nutrition Office, headed by PNAO of Samar Ms. Ysabel Aquino, also attended the opening day to show solid provincial support for the evaluation. Working closely with Municipal Nutrition Action Officer (MNAO) Bernice Jessica A. Enguerra and NO II Carl Michael Sacramento, TKDSP—PNFP of Samar, served as the NNC Region VIII representative. Moreover, he managed coordinating, accompanying the evaluators through their desk reviews, and joined them during the intensive field validations.

The highlight of the evaluation occurred during the May 27 field visits, where the team saw Paranas' unique initiatives in action. The evaluators highly commended the municipality's award winning "Exchange Your Eco Bricks" program. By giving residents a way to trade tightly packed plastic bottle waste for essential rice and food packs, the LGU links environmental protection with immediate food security and malnutrition prevention.

The week wrapped up with valuable insights from both national and regional sides, with Ms. Ysabel Aquino and the Provincial Nutrition Office on the final day for the evaluation's closing. Mr. Retz Pol Pacalioga, Nutrition Officer from UNICEF’s health and nutrition sector, noted the solid governance behind the town’s programs, while Ms. Christine Jane Almira, Nutrition Officer II from the NNC Central Office Nutrition Surveillance Division, focused on how effectively the local activities are executed. From the health sector, DOH Representative Mr. Nikolai Estefano Villar expressed how obvious it is that the LGU takes its health and nutrition mandates seriously.

NNC 8 TKDSP—PNFP of Samar NOII Sacramento shared a message to close the activities, expressing genuine appreciation for the municipality's visible dedication to prioritizing the health of its communities through creative, sustainable local programs. NNC Region 8 and the National Evaluation Team extend their warmest gratitude to Mayor Elvira Babalcon, MNAO Bernice Enguerra, and the entire Paranas Local Nutrition Committee for their incredible hospitality and warm accommodation throughout the evaluation week. NNC Region 8 looks forward to seeing these local initiatives continue to safeguard families and highlight how economically beneficial nutrition is, not only in Paranas, but across the entire Province of Samar.

Training and Planning Workshop on Nutrition in Emergencies and Information Management

The Municipality of Hernani and the Municipality of Maydolong in Eastern Samar are on their 3rd day of the joint training and planning workshop on Nutrition in Emergencies and Information Management, held at Caluwayan Palm Island Resort in Marabut, Samar, from May 25-28. The National Nutrition Council VIII served as the resource person and facilitators of the training and workshop, led by Catalino P. Dotollo Jr., the Regional Nutrition Program Coordinator; Annabel Limbagan, the Nutrition Officer III; and Alliah Fate J. Angub, the Project Development Officer I.

The training is attended by the Municipal Nutrition Committee of the Local Government Units, including Local Chief Executives, Sangguniang Bayan (SB), and heads of various agencies which are Municipal Nutrition Action Office (MNAO), Municipal Health Office (MHO), Department of Education (DepEd), Department of Agriculture (DA), Accountant, Disaster Risk Reduction Management (DRRM), Treasurer’s Office, Rural Health Staff, Municipal Planning Development Coordinator (MPDC), Engineer’s Office, Municipal Social Welfare and Development Office (MSWDO), and Rural Sanitary Inspector, from the respective municipalities.

The participants are undergoing learning sessions across four comprehensive modules to enhance their knowledge on Nutrition in Emergencies, emphasizing the four thematic areas in planning, along with discussions for Information Management, namely: Six Information Management Tools, Data Visualization, Information Management, and Roles of Information Management Officer. The respective LGUs are expected to create a substantial draft for their DRRM-H NiE Plan 2026-2028 to be integrated into their DRRM-H plan.

Strengthening Partnerships for Better Nutrition in Eastern Visayas!

The Joint Regional Nutrition Evaluation Team (RNET) and Regional Technical Working Group (RTWG) Meeting was successfully conducted on May 21, 2026 at Hotel Estrella, convening key nutrition stakeholders and partner agencies in Eastern Visayas to strengthen collaboration and advance regional nutrition priorities.

The meeting was presided over by Ms. Felicita R. Borata of Department of Health – Eastern Visayas Center for Health Development, Chair of the RNET, who highlighted the importance of stronger inter-agency collaboration, harmonized strategies, and sustained commitment in achieving regional nutrition goals and enhancing local nutrition governance across the region.

A total of thirteen (13) representatives from member agencies participated in the meeting, including Department of Health – Eastern Visayas Center for Health Development (DOH-EVCHD), Department of Labor and Employment (DOLE), Department of Social Welfare and Development (DSWD), Department of Agrarian Reform (DAR), Department of Science and Technology (DOST), Visayas State University – BIDANI (VSU-BIDANI), Eastern Visayas State University (EVSU), HIMSOG-8, Eastern Visayas Association of Barangay Nutrition Scholars (EVA-BNS), and Save the Children Philippines.

Among the key agenda discussed were the 2026 Nutrition Month activities and the schedule and preparations for the Monitoring and Evaluation of Local Level Plan Implementation Protocol (MELLPI Pro). The meeting served as an important platform for addressing regional nutrition concerns, reinforcing inter-agency coordination, and aligning collective efforts toward the effective implementation of nutrition programs, policies, and initiatives in Eastern Visayas.

The National Nutrition Council Region VIII likewise expressed its gratitude and warm welcome to the Commission on Higher Education (CHED) for accepting the invitation to become a member of the RTWG, further strengthening the region’s multi-sectoral partnership and commitment to nutrition development.
