𝐌𝐏𝐎𝐂, 𝐌𝐀𝐃𝐀𝐂 𝐀𝐍𝐃 𝐌𝐓𝐅-𝐄𝐋𝐂𝐀𝐂 𝐂𝐎𝐍𝐕𝐄𝐍𝐄 𝐅𝐎𝐑 𝟑𝐑𝐃 𝐐𝐔𝐀𝐑𝐓𝐄𝐑 𝐉𝐎𝐈𝐍𝐓 𝐌𝐄𝐄𝐓𝐈𝐍𝐆

The Municipal Peace and Order Council (MPOC), Municipal Anti-Drug Abuse Council (MADAC), and Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) convened for their 3rd Quarter Joint Meeting to discuss peace and order, public safety, anti-illegal drug concerns, and other security matters requiring coordinated action in San Miguel, Leyte, on September 2, 2026 at the Mayor’s Office Conference Room, Municipal Hall.

Presided over by Municipal Mayor Atty. Norman D. Sabdao, the meeting brought together members of the three councils to review current concerns, agency updates, and the implementation of priority peace and security programs in the municipality.

Discussions covered the municipality’s peace and order situation and anti-illegal drug operations, updates and concerns from the Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and Philippine Coast Guard (PCG), as well as the Safe School Zone Initiative. The councils also reviewed the monitoring of the implementation of the Peace and Order and Public Safety (POPS) Plan and discussed security and safety measures for the upcoming town fiesta celebration.

The councils likewise discussed the operations of Balay Silangan and other matters requiring inter-agency coordination. These discussions provided the members an opportunity to assess ongoing interventions, identify concerns, and clarify necessary actions among concerned offices and agencies.

MLGOO Melecila C. Labordo, together with POC and ADAC Focal Person Nancy B. Ara, provided secretariat and technical support throughout the meeting, assisting the councils in the discussion and documentation of priority concerns and agreed actions.

The 3rd Quarter Joint Meeting reinforced coordination among the three councils and partner agencies in addressing peace and order, public safety, and anti-illegal drug concerns, while strengthening monitoring of local programs and agreed interventions.

Punong Barangays of San Miguel convened for the Liga ng mga Barangay Monthly Regular Meeting on September 2, 2026, at the Liga Hall, San Miguel, Leyte, to discuss updates on health services, barangay governance programs, and other matters requiring coordination among the barangays.

A PhilHealth Coordinator from the Municipal Health Office (MHO) presented the YAKAP Program, providing the Punong Barangays with information on the program and its available health services and benefits for qualified beneficiaries. The discussion emphasized the role of barangays in helping disseminate information and facilitate access to appropriate health services among their constituents.

Municipal Local Government Operations Officer (MLGOO) Melecila C. Labordo of DILG San Miguel likewise provided updates on various DILG programs, including the Barangay Road Clearing Operations (BARCO), Kalinisan, and Seal of Good Local Governance for Barangays (SGLGB), among other ongoing programs and activities.

The meeting provided a regular coordination platform for the Punong Barangays to receive program updates, clarify implementation concerns, and strengthen their participation in national and local government initiatives.

The Local Government Unit of San Miguel underwent the 2026 Regional Local Governance Champions (RLGC) Assessment on September 1, 2026, at the Operations Center, San Miguel, Leyte.

Municipal Mayor Atty. Norman D. Sabdao welcomed the assessment team and conveyed the municipality’s commitment to continuously strengthen governance systems and improve the delivery of public services. MLGOO Melecila C. Labordo provided technical assistance and facilitated coordination throughout the assessment process, particularly in ensuring the readiness of concerned offices and the proper presentation and validation of documentary requirements.

The assessment team from DILG Leyte was composed of CH Engr. Nida B. Dela Cruz, RAT Team Leader for Cluster 1; CH Mauricio T. Labado, Jr.; CH Estela I. Creer; LGOO V Anna Celeste A. Alaon; LGOO II Jayson Silvano; Engr. Jomar Guya; and LGOO II Ma. Geraldine H. Boco.

The activity served as an opportunity to validate the LGU’s performance across key governance areas and identify areas for further improvement toward sustaining responsive, accountable, and results-oriented local governance.

DILG San Miguel joined the DILG Leyte Provincial Conference cm Target Setting, Sub-LGRC Meeting, Cluster Meeting, and Cultural, Health and Wellness Activity on August 28, 2026, together with personnel of the DILG Leyte Provincial Office and field offices across the province. The activity provided a venue to review program updates, set targets for the second semester, and strengthen coordination among DILG personnel.

Representing DILG San Miguel, Municipal Local Government Operations Officer (MLGOO) Melecila C. Labordo and LGOO II Krystal M. Estanilla actively participated in the conference and related activities.

Discussions during the conference focused on second-semester target setting, program updates, and cluster-level concerns, providing field personnel with an opportunity to align priorities and ensure the timely implementation of programs and deliverables.

As part of the activity, DILG San Miguel was recognized as the Top 1 Best Performing Field Operating Unit (FOU) in Leyte Province for the month of July 2026. The recognition reflected the field office's performance in meeting reportorial requirements, program deliverables, and other prescribed commitments.

The recognition underscores the importance of consistent coordination, timely submission of deliverables, and sustained performance in carrying out DILG programs and providing technical assistance to the Municipality of San Miguel and its barangays.
