LOOK | BARANGAY DEVELOPMENT PLANNING (BDP) WORKSHOP OF BARANGAY BABAG

The Barangay Development Planning (BDP) Workshop was an initiative that brought together barangay officials, stakeholders, and planning personnel. The activity aimed to strengthen development planning through active participation and inclusive decision-making.

The workshop started with a Welcome Message from Hon. Eulogio Cesar M. Manayon, Punong Barangay of Babag. This was followed by an overview of the Barangay Development Planning (BDP) Process, the Planning Process, and its Legal Basis, facilitated by LGOO II Ruel Evangelista.

Participants then proceeded to a series of learning modules and workshops. The first session, Module 1: Revisiting/Formulating the Vision-Mission-Goals-Objectives Statement and Situational Analysis, was facilitated by ISR II Shy Trazona. This was followed by Workshop 1: Formulating the Vision-Mission-Goals-Objectives Statement.

The workshop also covered Module 2: Sectoral Plans, Module 3: Prioritization Matrix, and Module 4: Investment Programming, facilitated by LGOO II Ruel Evangelista. During these sessions, participants identified community issues and concerns, defined Programs, Projects and Activities (PPAs), and explored funding sources and investment priorities.

The activity also included Module 5: Capacity Development (CapDev) Agenda, facilitated by LGOO II Jose Mari Tindugan. The module focused on identifying capacity development needs and formulating strategies to support the effective implementation of the Barangay Development Plan.

The workshop concluded with the Presentation and Critiquing of Workshop Outputs by Sector, which provided participants with an opportunity to present and consolidate the identified development priorities and proposed interventions for the barangay. City Director Neila Aquino served as the head panelist for the critiquing of the workshop outputs. Other groups' members also provided their observations and clarifications on the outputs of other groups.

Through this collaborative activity, the participants worked toward the formulation of a responsive, inclusive, and evidence-based multi-sectoral plan that reflected the needs, priorities, and aspirations of the people of Barangay Babag.

ICYMI: DILG LAPU-LAPU CITY AND DILG MANDAUE CITY TEAM UP FOR WELLNESS THROUGH PICKLEBALL

In observance of the Civil Service Commissionโ€™s Wellness Program for government workers, the DILG Lapu-Lapu City, headed by City Director Dr. Neila N. Aquino, CESO V, and DILG Mandaue City, headed by City Director Jerome G. Gonzales, MPA, jointly conducted a wellness activity through a friendly game of Pickleball at the Brgy. Looc Gym, Lapu-Lapu City.

The activity provided both offices with an opportunity to stay active, promote physical well-being, strengthen camaraderie, and foster meaningful connections among government personnel beyond the workplace.

The teams extend their heartfelt gratitude to Barangay Looc, led by PB JAIC DUNGOG TAMPUS, for graciously hosting the activity and for its continued support in promoting the health, well-being, and camaraderie of government personnel.

Through initiatives such as this, DILG Lapu-Lapu City and DILG Mandaue City reaffirm their commitment to fostering a healthy, productive and united local government workforce in support of better public service.

TODAY| BRGYS. CANJULAO AND BRGY. LOOC, LAPU-LAPU CITY UNDERGO KATARUNGANG PAMBARANGAY (KP) TRAINING

The DILG Lapu-Lapu City, under the leadership of City Director Dr. Neila N. Aquino, CESO V, conducted a Basic Katarungang Pambarangay (KP) Training for the barangays of Canjulao and Looc today, August 24, 2026, at the Looc Barangay Hall, Lapu-Lapu City.

The activity commenced with the Preliminaries led by LGOO II Jose Mari Tindugan, followed by the Welcome Remarks of Sangguniang Barangay Member of Barangay Looc, Hon. Joseph Dungog and an inspirational message of Hon. Jaic Ealston Tampus, Punong Barangay of Brgy. Looc. LGOO II Engr. Nestor Canditato facilitated the Pre-Test prior to the morning session.

The morning session featured Topic I: Administrative, Jurisdictional, and Procedural Aspects of KP, delivered by Dr. Neila N. Aquino, CESO V, followed by an entertaining of questions to address the concerns and clarifications of the participants.

The afternoon session continued with Topic II: KP Forms and Database, facilitated by LGOO II Ruel O. Evangelista, followed by an Entertaining of Questions. This was followed by Topic III: Orientation on LTIA Enhanced Criteria and Guidelines, delivered by LGOO V Maria Jean Lorina Salazar.

An Open Forum provided the participants with an opportunity to raise concerns and clarify matters related to the topics discussed. LGOO II Engr. Nestor Canditato then administered the Post-Test to assess the participantsโ€™ learning and understanding.

The activity concluded with the Awarding of Certificates and Photo Opportunity, followed by the Closing Remarks delivered by Hon. Nestor Paypa, Punong Barangay of Brgy. Canjulao.

Through this initiative, DILG Lapu-Lapu City continues to strengthen the capacity of barangay officials and Lupon members in the effective implementation of the Katarungang Pambarangay system, promoting proper procedures, accurate documentation, effective database management and adherence to applicable guidelines.

The Department of the Interior and Local Government (DILG) Region 7, through the Local Government Evaluation and Monitoring Division (LGEMD), in collaboration with DILG Lapu-Lapu City, under the leadership of City Director Dr. Neila N. Aquino, CESO V, conducted the Project SANDIG: Drug Clearing Readiness Workshop for Drug-Affected Barangays, a two-day capacity-building activity aimed at strengthening the preparedness of concerned barangays in fulfilling the documentary requirements and processes for drug-clearing assessment.

The activity provided barangay officials and other concerned stakeholders with technical guidance on the documentary requirements under the various tabs of the Barangay Drug Clearing Program (BDCP), including the common findings and areas requiring compliance and improvement.

During the opening program, City Director Dr. Neila N. Aquino, CESO V delivered the Welcome Remarks, emphasizing the importance of strengthened coordination, preparedness and compliance among drug-affected barangays in support of the effective implementation of the Barangay Drug Clearing Program.

On the first day, resource persons from DILG Region 7, the Department of Health (DOH), the Philippine National Police (PNP), and the Philippine Drug Enforcement Agency (PDEA) discussed the documentary requirements and common findings covering the different BDCP tabs. DILG LGOO III Camille P. Isola discussed the Tab B folder documentary requirements and the common findings, while DOH Health Program Officer II Jezer-Bon S. Luy discussed the Tab D and F requirements. PRO Police Captain Jasmin D. Sario discussed the Tab C, E, and G documentary requirements, while PDEA IA III and BDCP Regional Team Leader Ivy discussed the requirements and common findings for Tabs A, C, E, and G.

The discussions were followed by a Workshop on Folder Checking, providing participants with an opportunity to review their existing documents, identify deficiencies, and address concerns with the guidance of the concerned agencies.

On the second day, participants underwent Folder Checking and BDCP Mock Deliberation, conducted in two batches. The activity provided the participating barangays with a practical simulation of the deliberation process and an opportunity to assess their level of readiness, clarify remaining concerns, and determine the necessary actions to address documentary gaps.

Project SANDIG underscores the continuing commitment of DILG Region 7 and DILG Lapu-Lapu City to provide responsive technical assistance and strengthen the capacity of barangays in supporting the implementation of the Barangay Drug Clearing Program. Through sustained inter-agency collaboration, technical guidance and active participation of local stakeholders, the activity aims to help build safer, more resilient, and drug-free communities.

The City Peace and Order Council (CPOC) convened last August 17, 2026, for its 3rd Quarterly Meeting, presided over by Sangguniang Panlungsod Peace and Order Committee Chairperson, City Councilor Hon. Jan Vicent Dela Serna, on behalf of Lapu-Lapu City Mayor Hon. Ma. Cynthia โ€œCindiโ€ K. Chan.

Among the key agenda items discussed were the integrated area reports on the Cityโ€™s peace and order situation and the accomplishments of the DILG Lapu-Lapu City Office, Lapu-Lapu City Police Office (LCPO), and the Philippine Drug Enforcement Agency (PDEA). The meeting also provided an avenue to discuss other pressing concerns affecting the city, including vaccination-related matters raised by the City Health Office. In attendance were the regular members of the Council, representatives from civil society organizations, and Punong Barangays, who actively participated in the discussions and shared updates from their respective sectors and communities.

The CPOC, chaired by Mayor Hon. Ma. Cynthia โ€œCindiโ€ K. Chan, was facilitated by DILG Lapu-Lapu City Director Dr. Neila N. Aquino, CESO V, in her capacity as Head Secretariat and Member of the Council, together with the DILG Lapu-Lapu City technical team.

Through strengthened collaboration and coordinated action among government agencies, barangays, and stakeholders, the City continues to advance efforts toward a peaceful, safe, and orderly Lapu-Lapu City.

A highly productive and knowledge-packed Katarungang Pambarangay (KP) Training was successfully conducted today, August 13, 2026, at the Green House, San Vicente, Lapu-Lapu City, bringing together leaders and frontliners from Brgys. Baring, San Vicente, and Talima.

Organized and facilitated by DILG Lapu-Lapu City Director Dr. Neila N. Aquino, CESO V, alongside her technical team, the session focused on Administrative & Jurisdictional Aspects of KP, Prescribed KP Forms & Database Management, and Standard Minutes of the Meeting Templates.

ICYMI: BRGY. GUN-OB AND BRGY. MARIGONDON, LAPU-LAPU CITY UNDERGO SPECIALIZED KATARUNGANG PAMBARANGAY (KP) TRAINING

Through the initiative of Brgy. Gun-ob Punong Barangay Hon. Carl Steven Weigel and Brgy. Marigondon Punong Barangay Hon. Milagros Amores, both barangays underwent a specialized Katarungang Pambarangay (KP) Training on July 30, 2026, at Brgy. Gun-ob Conference Room.

DILG Lapu-Lapu City, headed by City Director Dr. Neila N. Aquino, CESO V, provided technical assistance through its technical personnel who served as resource speakers and facilitators. The training focused on KP-covered cases, prescribed forms, the KP Database and the proper preparation of KP Minutes of the Meeting.

The training equipped Lupon members and barangay officials with practical knowledge and updated guidance on handling KP cases, accomplishing the required forms, and maintaining proper documentation. It also provided an opportunity to clarify common issues encountered in the implementation of the Katarungang Pambarangay system and promote consistent application of its procedures.
